PRESENT: ABSENT: Council Members Gilb, Lauber, Margett, Parry, Saelid None The City Council reviewed the 1978-79 portion of the Five-Year Capital Projects Program and in view of pending legislation relating to property taxes the items will be considered at a later date. Some indication was given to those items which might be deleted or reduced if it becomes imperative. In any event a public hearing is scheduled for this program for March 21 and ,further consideration will be given specific projects. The Fire Chief reported on the current status of Marquee West - that it is expected that all of the violations will be corrected by Friday of this week. That the Code for public assembly buildings must be complied with and if not the legal process will be pursued. The Recreation Commission recommended to the City Council that steps be taken for the closure of California Street and that the First Avenue Junior High School baseball diamond be relocated to the southwest corner of Santa Anita and Diamond; that the footb~ll field be situated in a north/south direction extending into what is now California Street. Lighting for both fields was already re- commended. (The City Council had asked the Commission to make recommendation.) The Planning Director submitted that the La Pinada Restaurant at the southeast corner of Second and Foothill were displaying a sign larger than that allowed by the Code; that an application for such permission was filed but the sign had been put up prior to any decision. It would be for a temporary anniversary celebration. Discussion ensued and it was MOVED by Member Gilb, seconded by Member Parry and carried on roll call vote as follows that the application for the oversized banner be DENIED but that permission be granted for a temporary sign in conformance with the dimensions allowed (32 sq. ft.). AYES: NOES: ABSENT: Council Members Gilb, Lauber, Parry, Saelid Council Member Margett None Member Margett had indicated earlier in the discussion that he would be inclined to go ahead and allow the banner to remain as long as it is on a temporary basis anyway and had suggested a two week period. Staff advised that the cable television franchise with Teleprompter will expire April 2; that staff has been in the process of negotiating a new franchise, however, additional time is needed to complete a draft of a new ordinance and hold a required public hearing. A 90 day periodiwas-recommended.
