MEETING JULY 18, 1978 The City Council of the City of Arcadia, California, met in an adjourned regular session on Tuesday, July 18, 1978 at 7 p.m. in the City Hall Conference Room, PRESENT: ABSENT: Councilmen Gilb, Margett, Pellegrino, Saelid, Parry None The City Council had previously approved a self-insurance program plan to provide general liability insurance coverage to be effective July 1, 1978. This was done following a recommendation from the insurance consultants who had conducted an analysis of the claims experience and insurance market conditions. This plan provides that the City pay up to $100,000 for each occurrence and a maximum of $400,000 in losses per year before the excess insurance carrier provides coverage, Premium for the excess coverage is $157,188 plus administrative, adjusting and legal costs. It was MOVED by Councilman Saelid, seconded by Councilman Pellegrino and carried on roll call vote as follows that $100,000 be transferred from the General Fund Surplus to the self-funded insurance reserve fund. AYES: NOES: ABSENT: Councilmen Gilb, Margett, Pellegrino, Saelid, Parry None None The City Council received the results of bids received and recommendation for the award of contract for the 1977-78 Annual Street Maintenance Program - A, C, Overlay and Gutter Construction Job No, 474, It was MOVED by Councilman Gilb, seconded by Councilman Pellegrino and carried on roll call vote as follows that the contract be awarded to the low bidder, Damon Construction Company, in the amount of $45,994,75; that all other bids be rejected; that any informalities or irregularities in the bids or bidding process be waived and that the Mayor and City Clerk be authorized to execute the contract in form approved by the City Attorney - $50,000 was also appropriated from State Gas Tax Funds to cover the cost of the project as well as engineering, inspection and contingencies, AYES: NOES: ABSENT: Councilmen Gilb, Margett, Pellegrino, Saelid, Parry None None The City Council had recently discussed the possibility of Teleprompter Corporation making a survey to ascertain if there is a market for service in unserved areas. It was MOVED by Councilman Gilb, seconded by Councilman Margett and carried on roll call vote as follows that the City Attorney prepare the appropriate document to allow Teleprompter Corporation to conduct such a survey, AYES: NOES: ABSENT: Councilmen None None Gilb, Margett, Pellegrino, Saelid, Parry " 7-18-78 - 1 - STREET CLOSURE STUDY I RESIGNATION SENIOR CITIZENS I COMMISSION c<< '(. rJ \)1 oJ ADJOURNMENT 23:9594 Request of residents on Valencia Way to close the street due to the amount of traffic, Staff to study and report back to the City Council. On MOTION by Councilman Gilb, seconded by Councilman Saelid and carried unanimously the resignation of Mable Hein from the Senior Citizen's Commission was ACCEPTED with regret. Mrs. Hein has moved from the City. Her term would have expired June 30, 1979, Council viewed the type of light fixture to be used for lighting the Civic Center area. Funds will come from the Capital Outlay Fund, Council then explored the agenda items for the regular meeting to convene at 7:30 p.m. in the Council Chamber.
