CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING

The City Council met in an adjourned regular session at 7:30 a.m,
in the Arcadia Chamber of Commerce Building to review the budget
of the Chamber of Commerce.

Councilmen Gilb, Margett, Pellegrino, Saelid, Parry

The Chamber President, James R. Helms, Jr., thanked the City Council
for its support of the recent Diamond Jubilee celebration and the
assistance of the City staff, Mayor Parry also commented on the
community involvement at all age levels by attendance at the
various functions.
Reference was then made to a communication dat'ed', August 25 from
Chamber President Helms concerning the adjustment in the budget due
to Proposition 13. Copies of the City-Chamber contract were circulated
as were copies of the budget. Discussion held on increased dues by
50%, the cost of various publications, the Tournament of Roses budget,
the sale of advertising in the publications. It was noted that City
maps are now $1 and charges/'rb't ~eeEconomic Profile which is
requested by businesses considering locating in the City.
Mr. Helms indicated that services really have not been cut and every
effort is being made to make up for any loss. Personnel costs average
about $60,000 annually. The possibility of receiving more sales tax
from Sacramento was also ~'1ored' with the City Manager stating in
part that the Legislators should hear from the people in this regard.
Some discussion held on the endeavor of some citizens to present the
City Council with petitions requesting the Council to rescind
ordinances relating to increased utility taxes, street sweeping
charges and sewer maintenance charges. It was submitted that the
City Council should be supported in this and a request was made that
data be supplied concerning the true fiscal picture which could be
used in refuting some of the allegations. Some discussion on the part
of the members that an independent committee be formed in support of
the Council action.
