OCTOBER 17, 1978

On MOTION by Councilman Saelid, seconded by Councilman Pellegrino
and carried unanimously Councilman Gilb was excused.
On MOTION by Councilman Margett, seconded by Councilman Saelid and
carried unanimously the minutes of the regular meeting of October 3,
1978 were APPROVED.
As Council Liaison to the Planning Commission Councilman Margett
presented to retiring Commissioner Robert A. Huddy a plaque in
appreciation for his efforts and accomplishments during his eight
year tenure on the Commission. Mr. Huddy thanked the City Council for
the opportunity of serving the City in this capacity and in particu-
lar for the full cooperation of the Planning Department staff.
The City Clerk administered the oath of office to incoming Library
Board member, B. Edward Harver.
As Council Liaison to the Youth Commission Councilman Pellegrino
presented Awards of Merit to outgoing commissioners Bill Bauman,
Kelly Furniss, Nancy McKenna, John Papa and Jane Richter. Credentials
were then presented to incoming Youth Commissioners as follows:

Pursuant to a request of the City Council the Planning staff studied
the appropriateness of architectural and engineering firms in the
M-1 zone. The survey included contact with 20 such firms and it was
found that the average occupancy was 1 person for every 273 sq. ft.
of office space. Based on this, 3.66 parking spaces would ,be required
for 1,000 sq. ft. of gross floor area and it was the opinion of staff
that the typical architectural and engineering uses would be too
intensive for the conventional M-l development... however, it was
felt that these uses should be provided for in this zone with parking
provisions at the ratio of 4 spaces per 1,000 sq. ft. of floor area....
that if the parking requirements are increased, uses such as drafting
services, surveyors and graphic artists should be included as
permitted uses.
It was the consensus of the City Council that the change is appropriate
and it was MOVED by Councilman Sae1id, seconded by Councilman Margett
and carried on roll call vote as follows that staff proceed with the

Henrietta Loeffler, 942 Arcadia Avenue, suggested that the City
Council consider placing a moratorium on the construction of
additional condominiums within the City and cited such a move in the
City of Evanston, Illinois. She said in part that senior citizens
cannot afford to purchase a condominium and noted the lack of
apartment construction. She was not referring to a senior citizen
housing complex. Mayor Parry said in part that the Council realizes
housing for the senior citizen is a problem and Councilman Saelid
commented in part that he would not like to become involved with
Federal funding in this regard and at the suggestion of Councilman
Margett Mrs. Loeffler will be supplied with a report prepared some
time ago by the City staff.

Herb Fletcher, 175 W. Lemon Avenue, asked the Council to consider
entering into a class action suit against the County Assessor on
behalf of property owners. He questioned the formula used by the
Assessor in arriving at his tax bill. Some discussion ensued and
the City Attorney will prepare a report for Council at its next
regular meeting as to whether or not the City as a public entity
could be a party to such legal action.
CONSENT ITEMS
APPROVED Planning Commission Res. 1070 granting a conditional use
permit to operate an auto upholstery business at 86 W. Live Oak
Avenue.
SCHEDULED a public hearing for December 5 on Planning Commission
Res. 1071 recommending certification of an Environmental Impact
Report for a proposed hillside subdivision north of Foothill Jr. High
Schoo 1.
AUTHORIZED the Mayor and City Clerk to execute a Cooperative Agreement
between the City and the Southern California Association of Governments,
as well as the Agreement with Wilbur Smith and Associates, for the
preparation of the City's Short Range Transit Plan for FY 1978-80.
During this consideration Councilman Saelid stated in part that if
funding does not materialize this year he would like to see this
endeavor discontinued.

Proposed closure of Valencia Way at Hillcrest. The City Manager
explained that in connection with the previous action of Council to
construct a barricade at this location it is now recommended that
prior to such construction progressive steps be taken in order to
exhaust all remedies to regulate and control the intensive and high
speed of traffic on this residential street. This could best be
accomplished by the installation of stop signs and increased traffic
surveillance and these two measures be monitored to determine the
effectiveness with a report to Council. It was the consensus of
Council that there is a problem in the subject area, but based on the

legal opinion of the City Attorney, the stop sign route is the one
to take at the present time.
It was MOVED by Councilman Saelid, seconded by Councilman Pellegrino
and carried on roll call vote as follows that the Director of Public
Works be instructed to install stop signs at the intersection of
Valencia and Hillcrest and to coordinate this activity with similar
action on the part of the City of Monrovia at the intersections of
Hillcrest at Madison and Fifth Avenues; that the Police Department
intensify traffic control. enforcement and general traffic surveillance
in said area.

Council received the report and recommendation dated October 12, 1978
concerning reimbursement to City employees for mileage of private
vehicles used for City business. Considerable discussion was held
on what is paid in the private sector as well as in the public sector.
The Council majority felt that the recommendations were high and above
those paid by major industries. However, Councilman Margett felt the
difference between what staff is recommending and what Council is
considering is so minimal and that in his opinion it is to the City's
advantage to have employees use their own cars, He favored the higher
mileage figure as recommended by staff and noted the amount of insurance
an employee must carry; also the wear and tear on the employee's car.
It was MOVED by Councilman Saelid, seconded by Councilman Pellegrino
and carried on roll call vote as follows that the mileage rate for
occasional use of a private vehicle on authorized business trips be
increased to l5~ per mile; that the mileage rate be increased to l7~
per mile for City business use of a private vehicle by the building
inspectors, property maintenance and license inspector and that a
variable rate of l5~ per mile for the first 100 miles and l2~ per mile
thereafter be paid for authorized single trips out of the City.

pursuant to the request of Council staff prepared a report setting
forth alternative methods, of payment of the Metropolitan Water District
tax. This report is dated October 17 and provided information regarding
the effect on various groups of property owners of removing the
assessment from the property tax roles and paying the tax from water
revenues with a corresponding increase in water rates to offset the
increased cost to the Water Fund. Also considered was the effect of
placing the entire MWD tax on the property tax roles with a corresponding
decrease in water rates. The Water Manager addressed this matter in
detail. Council expressed its desire for a iegal opinion as to whether
or not there is a way to put the tax exempt water users into some special
category whereby they would pay their share of the MWD assessment, in
which event the savings to the residential and business users would be
proportionately higher. The City Attordey will prepare a report for
Council at its next regular meeting.

The City Attorney presented, explained the content and read the

FOR A PRIVATE HIGH SCHOOL AT 501 NORTH SANTA ANITA AVENUE."

Staff will report back on the construction of ramps for wheelchairs
primarily on the east side of Holly Avenue and Campus Drive.
Councilman Pellegrino concurred in this and submitted that perhaps
this could be required of contractors in the future.
Staff will also check into the possibility of street sweeping charges
being placed on residences situated on private streets which the
City does not sweep.
The City Attorney will prepare a recommendation on how the present
Code requirement could be improved for the control,of the nuisance of
dog barking so that a situation may be handled within a shorter
period of time. Councilman Saelid recalled that a suggestion was
made earlier that when dog licenses are issued a notice be included
indicating it is the responsibility of the owner of the dog to see
that it does not offend the neighbors.
Noted that the San Gabriel Valley Association of Cities will meet in
the City Hall October 18 at 7:30 a.m.; that Supervisor SchabarUffi will
be the speaker. He also reminded the Council members of the
forthcoming dinner meeting with the West Arcadia Business and
Professional Association on October 25 and suggested they respond as
to whether or not they will be able to attend.

Stated that, now that the Finance Director has returned, he would
like consideration given to the format of the budget for the ensuing
fiscal year so it could be more readily understood and he felt this
could be possible by following zero based budgeting techniques.
Expressed appreciation to the Finance Director for the recent
statement of the fiscal standing of the City.
Referred to the endeavors of the City of El Monte to annex a portion
of the Chicago Park area which is primarily in the City of Arcadia.
He felt it would be advantageous to meet with the El Monte City
Council and asked that such a meeting be scheduled.
