On MOTION by Member Saelid, seconded by Member Pellegrino and
carried unanimously Member Gilb was excused.
First order of business was the scheduled meeting with W & D
Commercial Properties, Inc., along with Coldwell Banker. Brochures
were circulated and projecturals were reviewed indicating various uses
for the properties in question, primarily, Second and Huntington and
Fifth and Huntington. Oral presentations were submitted for specific
locations. Financial position of the company waS explored and its
experience in redevelopment was emphasized.
Following this presentation the Assistant to the City Manager dis-
cussed the various concepts which have been submitted for development
of the specific locations - including a retail center, hotel-motel,
office building and with potential revenue emanating therefrom. An
interest was expressed in meeting once more with Republic Development
Company and W & D Commercial Properties in order to review overall
developments. Staff will arrange this meeting. It waS MOVED by
Member Margett, seconded by Member Pellegrino and carried on roll call
vote as follows that such a meeting be arranged and that staff indicate
to these firms the specific interests of the legislative body and that
the development could include the potential of using the City Yard
property.

The Assistant to the City Manager advised that the American Title
Company is interested in relocating its offices from the south east
corner of Santa Anita and Wheeler to the southeast corner of Colorado
Boulevard and First Avenue. This property is now vacant and available
to American. It was noted that there would be sufficient parking
space and that there would be no cost to the City. This is for
information only as a public hearing will have to be held if the
transaction comes to fruition.
On recommendation of the City Manager it was MOVED by Councilman
~ Saelid, seconded by Councilman Margett and carried on roll call vote as
.'j l-/ follows that the staff members listed in the report dated November 1,
,l Ii!) and as many members of the City Council as possible, attend a two-day
,I, ::> training session on Zero-Base Budgeting. This is an entirely new
r I budgetary practice and a major change would be necessary' to implement
it. The sessions will be held at California State University on
November 26 and December 12, 1978. Cost would be $90 per enrollee and
charged to the General Contingency Account. .

Due to recent brush fires the Los Angeles County Flood Control District
has advised that it is now necessary to clean out debris basins in the
foothills area in preparation of anticipated mud flows in t he event of
heavy rainfall. Although the brush fires did not affect the tributary
watershed of the basins the District feels they should be returned to
peak capacity. In order for the District to proceed with this
emergency cleanout it was MOVED by Councilman Margett, seconded by
Councilman Pellegrino and carried on roll call vote as follows that
the provisions of Ordinance No. 1377 be waived and that the District
be permitted to use Elkins Avenue for the purpose of hauling material
into the Santa Anita Debris Disposal site.

Due to the absence of Councilman Gilb, Mayor Parry appointed Councilman
Pellegrino to act on the Audit Committee with Councilman Saelid.
Stated for the record that inasmuch as he will be on vacation on the
next regular meeting date (November 7) he had placed the following
Ordinances and Resolutions on this agenda.

and read the title of Ordinance No. 1656, entitled: "AN ORDINANCE OF
THE CITY OF ARCADIA AMENDING THE ARCADIA MUNICIPAL CODE BY ADDING A
CHAPTER 7 AND SECTION 5700 TO ARTICLE V OF THE ARCADIA MUNICIPAL CODE
PROHIBITING DUMPING ON VACANT LOTS AND REQUIRING BLOCKAGE OF ACCESS
THERETO. "
