HomeMy WebLinkAboutJANUARY 4,1979 ROLL CALL I REDEVELOPMENT PROPOSALS ,.J) f'l- ZERO BASE BUDGETING , ~.,( CITY SELECTION COMMITTEE ~/ LOT CONSOLIDATION SECOND & LA PORTE I AD,JOURN/.1ENT MINUTES CITY COUNCIL OF THE CITY OF ARCADIA AND ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING January 4, 1979 23:9704 The City Council and the Arcadia Redevelopment Agency met in an adjourned regular session on January 4, 1979 convening at 6:00 p.m.' in the Arcadia City Hall Conference Room. PRESENT: Members Gilb, Margett, Pellegrino, Saelid and Parry On motion by Member Gilb, seconded by Member and carried unanimously City Clerk Christine Van Maanen was excused. Discussion was held to consider proposals for redevelopment of the areas adjacent to Second Avenue on the west, 210 Freeway on the north, the City Limit at Fifth on the east and the Santa Fe railroad track on the south. Outlines of capability were presented by W & D Commercial Properties, Inc. and Republic Development Co. After consideration of capability of these two firms it was moved by Member Gilb that Republic Development Co. be authorized to proceed with the preliminary plan and economic evaluation necessary to execute a disposition and development agreement with the Agency. Seconded by Member Saelid. AYES: NOES: Members Gilb, Margett, Pellegrino, Saelid and Parry None The Discussion of Zero Base Budgeting was continued. Member Sae1id moved that the Council declare its intent to improve the budget process and retain Mr. Don Anderson of Oakwood Management Services to meet with the City Council and to establish a modified Zero Base Budgeting approach to the annual City budget. Seconded by Member Gilb. AYES: NOES: Members Gilb, Margett, Pellegrino, Saelid and Parry None Member Gilb moved that the City Selection Committee representation of Arcadia be Mayor Parry and the alternate to that meeting be Councilman Pellegrino. Said Committee meets January 18, 1979 at the Luminarias in Monterey Park. Seconded by Member Saelid. AYES: NOES: Members Gilb, Margett, Pellegrino, Saelid and Parry None The Agency and City Council reviewed the lot consolidation at Second and La Porte and responded to the inquiry of the Planning Commission by adopting the following motion: It was moved by Councilman Saelid and seconded by Councilman Margett that as a policy the Agency is on record as favoring the consolidation of undersized M-l properties into larger conforming parcels without leaving small isolated substandard lots that cannot be practically incorporated into an adjacent property or development. The Agency in its review of lot consolidation L-78-27 has noted that the lot consolidation is being considered after the development on the subject parcel has taken place. This fact eliminates most of the conditions which might be used to compel the consolidation of the corner property (401 N. Second Ave.). At this time the Agency does not see a means whereby the applicant could be required to consolidate the remaining parcel within the present Agency program, such that it is both economically feasible to the applicant and the Agency. It was noted that if there is an expansion of the present development in the future that the feasibility of incorporation of the corner parcel into an amended map be studied.
