CITY COUNCIL OF THE CITY OF ARCADIA
REGULAR MEETING
FEBRUARY 20, 1979
The City Council of the City of Arcadia, California met in regular
session on Tuesday, February 20, 1979 at 7:30 p:m. 'in the Council
Chamber of the Arcadia City Hall.

On MOTION by Councilman Saelid, seconded by Councilman Margett and
carried unanimously Councilman Gilb was excused.
On MOTION by Councilman Saelid, seconded by Councilman Margett and
carried unanimously the minutes of the adjourned regular meetings
of January 31 and February 6 and the regular meeting of February 6
were APPROVED.
The City Clerk administered the Oath of Office to Mrs. Kim Zecher,
new appointee to the Arcadia Beautiful Commission. Councilman
Margett welcomed Mrs. Zecher to the official City family and presented
her with credentials.
Planning Commission recommendation for a change of zone on the

Staff noted that the proposed zone changes would be consistent with
the General Plan, would allow more flexibility in the uses permitted
in these areas and may encourage further develop~nt of the subject
properties. The Commissipn also found that the public convenience,
necessity and welfare justify the proposed zone changes.

Mayor Parry declared the hearing open and no one desiring to be
heard the hearing was CLOSED on MOTION by Councilman Saelid, seconded
by Councilman Margett and carried unanimously. Mayor Parry advised
that Councilman Pellegrino would not participate as he is a property
owner in the subject area.
It was the consensus of Council that the recommended zoning would be
improved and it was first MOVED by Councilman Margett, seconded by
Councilman Saelid and carried on roll call vote as follows that the
Negative Declaration be approved and filed and that Council finds the
project will not have a significant effect on the environment.

Time and place scheduled by Resolution No. 4809 for interested persons
to be heard on the proposed vacation and abandonment and the reser-
vations and exceptions of the easements and rights-of-way in connection
with a portion of Wheeler Avenue. Mayor Parry declared the hearing
open and no one desiring to be heard the hearing was CLOSED on MOTION
by Councilman Margett, seconded by Councilman Pellegrino and carried
unanimously. It was MOVED by Councilman Margett, seconded by
Councilman Pellegrino and carried on roll call vote as follows that
the Negative Declaration be approved and filed and that Council finds
the vacation and abandonment will not have a significant effect on the
environmen t.

R~quest of the owner of 415 Cortez Road for consideration of a
condition that he construct a one hour fire wall with a parapet on ,the
, .. 'side of an addition which is within 3 feet of the property line. The
, City Council had required this at the time it approved an existing
addition constructed without a permit. It was noted by staff that
an inspection conducted by the Building Department had indicated that
the portion of the addition located on the property line meets the one
hour fire wall criteria. Arlon R. Brubaker, owner of the property,
said the construction company had advised that the parapet wall will not
be structurally sound due to new earthquake standards. The Fire
Department had recommended that the intent of the code be satisfied,
either by the parapet or by maintaining a 6' ~eparation from structures
on adjacent properties. Mr. Brubaker was seeking response as to what
to do.
The type of construction of the parapet was discussed and whether or
not it would actually perform what it was intended to accomplish if
a fire should occur. It was noted that the residence adjacent to the
subject property is about 25 feet away although there is a lath house
next door which is against the wall. This is in non-compliance.
Councilman Margett felt the construction of a parapet is almost
standard procedure when anything is built on a property line and
expressed concern about the lath house next door and the necessity
of rendering some protection to the neighborhood... that this was the
reason Council required the construction of a parapet wall. He also
noted that the Fire Department had recommended that the Code be
complied wi th.
Councilman Saelid said in part that to require the construction of a
parapet wall did not seem practical especially when the addition has
been in existence for over 20 years; also that the lath house next
door is non-conforming and which the City could really require removed.
He understands the concern of endeavoring to protect against roof
fire but it probably would not be in the best interest of the
neighborhood to construct the parapet. Mayor Parry submitted that in
the event of a fire the parapet probably would not afford much pro-
tection to the neighbors. Councilman Pellegrino agreed that it did
not appear to be practical. Councilman Saelid then MOVED to delete
the requirement for construction of a parapet wall. Motion seconded
by Councilman Pellegrino and carried on roll call vote as follows:

Herb Fletcher, 175 W. Lemon Avenue, expressed appreciation for some
of the financial information contained in the latest City Newsletter.
Referred to new tax bills which are soon to be mailed to homeowners
by the County Assessor. He asked that as soon as the City knows the
amount of new taxes which will be forthcoming that it be made public
through the press. If it is sizable to let the people know what it
will be used for.
Clint Brennan, 504 W. Huntington Drive, referred to the lack of
parking space in front of his condominium as there are 'no parking'
signs for more than two hours. He has an overnight parking permit
because he has more than the two cars which his garage can accommodate.
During this consideration the Police Chief advised that the subject
parking zone was installed in 1975 at the request of over 50 percent
of the Huntington Drive residents. Posting of a different sign was
discussed. Staff to make study and report back.
Michael Genito, 153 W. Floral Avenue made suggestions concerning
1) preservation of the old part of the City,2) need of a full time
Mayor, 3) speed of traffic on Foothill and the overgrowth of the
shrubbery thereon, 4) hazard of the tiger teeth in the parking lot of

AUTHORIZED the issuance of a purchase order to Fruehaul Corporation
in the amount of $8,864.14 for the purchase of a Holmes 500 CW3 power
wrecker with West Coast Body Extension. Funds in the EQuipment
Service Division.
AUTHORIZED the purchase of monitor defibrillator unit for the
paramedic program from Medical Life Systems in the amount of $6,197.19;
tbat the bidding process be waived and tbat all other proposals be
rejected. Funds in the current budget.
AUTHORIZED the purchase of 12 mobile units from Aerotron Inc., in the
amount of $9,972 and 11 MT 500 handheld radios from Motorola, Inc.
in the amount of $11,613.36. Funds in the current budget for this
equipment. (Total $21,585.36)
It was MOVED by Councilman Margett, seconded by Councilman Pellegrino
and carried on roll call vote as follows that all of the above
consent items be and they are hereby APPROVED.

Council received and considered a petition requesting a solution to
traffic problem at Wilson Avenue and Alta Oaks Drive. Also a
communication indicating stop signs might be the answer. It was
MOVED by Councilman Saelid, seconded by Councilman Margett and
carried on roll call vote as follows tbat staff contact the petition
signers as far south as Lots 46, 47, 48 on Alta Oaks Drive, and on
Wilson Avenue to Grandview and on Elkins Avenue along Wilson to
ascertain how they feel about the installation of boulevard control
at Wilson and Alta Oaks for a period of six months. Report to be
submitted to Council thereafter.

content and read the title of Ordinance No. 1668 entitled: "AN

CODE BY AMENDING AND ADDING SECTIONS TO DIVISIONS 1 AND 2 OF PART
2, CHAPTER 2, ARTICLE III THEREOF, INCREASING THE PRIMA FACIE SPEED
LIMITS ON STREETS IN VARIOUS BUSINESS AND RESIDENCE DISTRICTS AND
DECREASING THE PRIMA FACIE SPEED LIMITS ON STREETS NOT WITHIN

Commented on the computer print-out for the revenues and expenditures
by departments. He said he noticed some which were very close to
the total budget figure. He felt some explanation,would be helpful
as to why a particular item .was so far off. He also was not too
much in favor of the present format. He will contact the Finance
Director in this regard.

Advised that the ,San Gabriel Valley Association of Cities unani-
mously adopted the resolution which Arcadia adopted in support of
the return of one additional cent of the existing 6% sales tax.
SAELID
He also MOVED that the City Attorney be directed to prepare a
resolution supporting the existing rate structure for automobile
insurance. Inasmuch as there are proposals making this County-
wide he, felt it would be a mistake because the citizens would end
up paying significantly increased rates, ,Councilman Margett seconded
