CITY COUNCIL OF THE CITY OF ARCADIA
REGULAR MEETING
MARCH 20, 1979
The City Council of the City of Arcadia, California met in regular
session on Tuesday, March 20, 1979 at 7:30 p.m. in the Council
Chamber of the Arcadia City Hall.

On MOTION by Councilman Margett', seconded by Councilman Gilb and
carried unanimously the minutes of the adjourned regular meeting of
February 28 and the regular meeting of March 6, 1979 were APPROVED.
On behalf of the City Council Mayor Parry welcomed Reg Mason and
Chester Woods of Arcadia's Sister City, Newcastle, Australia.
Mr. Mason expressed pleasure at visiting once again and presented
gifts which Mayor Parry accepted. Mr. Mason expressed the hope that
it would be possible, sometime in the future for the local press and
that of Newcastle to'exchange articles for publication.

FOLLOWING IS A SUMMARY OF THIS HEARING.

Request of the Santa Anita Homeowners' Association for temporary
barricading of Arbolada at Foothill, Rodeo at Foothill, San Carlos at
Orange Grove and Rancho Road at Orange Grove, for the purpose of
evaluating the feasibility of permanent closures to traffic at these
locations. Staff advised that notice of this hearing had been
delivered to residents and published in the local'press. Council
received copies of correspondence and petitions and a chronological
summary of same; also data concerning prior City Council actions
concerning traffic conditions in the subject area together with a map
" / indicating the proposed closures and properties which have responded
both for and against the closures.
The Director of Public Works displayed a large map of the area
indicating boundaries and locations, traffic cou~ts and the location
of the nearest Fire Station (No.3).
The Chief of Police submitted that on April 1, 1979, in response to
complaints of traffic speed on San Carlos Road, the department conducted
a traffic survey to determine the proper speed enforcement procedure
for that specific location. He said in part that since action taken
by the City Council to establish a new zoning system the department had
cited some 78 persons in 11 days on San Carlos Road for going over
35 mph - 3 were local residents and 75 were from outside the City to
the north. This procedure will continue until after the close of the
racing season (April 9) when a new survey will be'conducted. In
response to a question he said the instructions 'to the department are

to enforce the new posted speed of 35 mph.
The Fire Chief submitted in part that several surveys were made of the
area to determine the impact the closure would have on the response
time of emergency equipment from Fire Station No.3 (79 W. Orange
Grove Avenue) to a residence. There are several factors involved in
such a call, not just travel time. There is what is termed turn-out
time - to get the men and equipment out of the station, travel time and
set-up time. He felt it would take 2 additional minutes to reach a
residence should the proposed closures take place; that the time
necessary for the paramedics to reach a specified residence would
increase by about 1 minute over and above the average of 3 to 4
minutes. He said the first 5 minutes are critical and the department
takes the fastest route of existing roadways to reach the scene of the
emergency.

Councilman Saelid said in part that indeed there is a traffic problem
in the subject area and in other areas of the City; that he has
observed traffic taking San Carlos Road and it is apparent that the
roadway is most attractive for reaching the freeway. He agreed some
kind of action is indicated but he would rather do it after the City
staff has met with the Association and made its own judgment. He
suggested the matter be brought before Council on May 23 which he felt
would provide sufficient time for this study.

Councilman Margett agreed to the above suggestion and submitted in
addition that he would like staff to evaluate some of the recommen-
dations made by the various speakers.. that perhaps a metering of the
San Carlos Road traffic would help. That perhaps additional patrol
vehicles might alleviate some of the traffic. He favored some action
after a study.
Councilman Pellegrino referred to reasons the 35 mph signs were posted
and agreed that something should definitely be done and concurred in
the suggestion of continuing the hearing until May 23.
Councilman Gilb also agreed that Council should take some action to

protect the residents and the sooner the better - and suggested this
be at a meeting where only this matter would be discussed; that in
the meantime staff work with the Association and that the Board of
Directors of the Association do its level best to hold area meetings
toward a solution.
It was MOVED by Councilman Saelid, seconded by Councilman Margett
and carried on roll call vote as follows that the hearing be
CONTINUED to MAY 23; that during the interim the Director of Public
Works and the Traffic Consultant meet with the homeowners presenting
to them recommendations or proposed answers to traffic circulation
problems in the area; that on May 23 Council receive the collective
judgment as to whether or not the homeowners would like to see the
recommendations pursued at least on a trial period.

received this proposed program and were advised that a notice of this
hearing had been published and copies have been on file in the office

The Recreation and Parks Commission reviewed and recommended proceeding
with the plans for the Fairview Avenue Mini Park. It was MOVED by
Councilman Gilb, seconded by Councilman Pellegrino and carried on
roll call vote as follows that the plans for the Fairview Avenue
Mini Park be APPROVED; that the City accept the offer of $56,320 from
the State of California Parks and Recreation Department SB 174 Need
Basis Grant; that staff be and it is hereby directed to prepare the
appropriate application (SB 174 Block Grant Funding) for $17,686
needed to complete the project and that $25,000 be appropriated from
the City Park and Facility Fund to apply thereto.

James R. Parker, representing the local Red Cross, asked the City
Council for its support in his presenting to the Los Angeles County
a request for permission for the Red Cross to construct a new
building on a portion of property commonly known as the Rose Garden
area of the County Park. Council expressed a hope that if it proceeds
that the Rose Garden would not be disturbed, however, it had no
objection to Mr. Parker contacting the County in this regard. It was
MOVED by Councilman Saelid, seconded by Councilman Pellegrino and
carried unanimously that Council support Mr. Parker in his discussion
with the County to ascertain whether or not this would be considered.

condominium at 18-26 Lucille Street, and also DETERMINED that the
revised map substantially complies with the original tentative map
approved by City Council on March 7, 1978.
AUTHORIZED the Director of Public Works to approve and execute the
subdivision agreement for Parcel Map 11110 in connection with the
creation of two lots from three lots at 716-734 W. Camino Real (L-78-15).
RATIFIED Conditional Use Permit for an addition of 990 Sq. Ft. of
office space on a site that contains a car wash at 425 North Santa
Anita Avenue (Res. No. 1093).
AUTHORIZED the Director of Public Works to proceed with the purchase
of two 9,970 gallon storage tanks from Ace Buehler, Inc., and
APPROPRIATED $6,466 from the Capital Outlay Fund for this purchase.,
This is necessary due to the current predictable future difficulty
of maintaining an adequate supply of gasoline for the ongoing operation
of City equipment. The tanks would be installed at the City Yard
and would be plumbed to existing dispensing pumps. Cost would be
$3,050 each not including taxes and does not include installation.
APPROVED the purchase of a film inspection and film cleaning machine
from Research Technology, Inc., in the amount of $8,930.50 and
APPROPRIATED $8,930.50 from the Capital Outlay Fund. This is for
the Library and replaces a 1968 machine which cannot be repaired due
to the fact that the parts are not available. '

ACCEPTED work performed by Seco Electric Company, Inc., in the Civic
Center lighting project, Job No. 471, and AUTHORIZED final payment
pursuant to the terms of the contract.

The request of Loren Phillips & Associates on behalf of Tonir
Builders for an 18 months extension of the expiration date of the
tentative map of Tract No. 34453 for a 6 unit residential condominium
at 1006 Arcadia Avenue was considered, The Planning Department re-
commended Council consider a one year period instead of the 18 months
as it felt the longer period is not justified. Whereupon it was
MOVED by Councilman Saelid, seconded by Councilman Margett and carried,
on roll call vote as follows that a 12 months time extension be
GRANTED.

Staff submitted a recommendation that the Arcadia Municipal Code be
amended to include a provision that the Building and Safety Department
not order a final inspection of any building until the person
responsible for such building and any and all contractors connected
therewith have complied with regulations affecting the license,
building or other permits. It was noted that it is difficult to
obtain all contractors performing duties in the building field and
many times they do not have licenses. It was MOVED by Councilman
Gilb, seconded by Councilman Pellegrino and carried on roll call vote
that the City Attorney prepare the appropriate amendment.
