PRESENT: ABSENT: Councilmen Gilb, Pellegrino, Saelid, Hargett Councilman Parry It was MOVED by Councilman Saelid, seconded by Councilman Gilb and carried unanimously that Councilman Parry be excused. The City Council en~ered reconvened at 6:15 p.m. were then considered and an executive session at 5:10 p.m and The various compensation resolutions acted upon, Councilman Saelid presented, explained the content and read the title of Resolution No. 4833, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA ESTABLISHING COMPENSATION FOR VARIOUS POSITIONS IN MANAGEMENT AND GENERAL EMPLOYEES FOR THE FISCAL YEAR 1979-1980 AND 1980-1981." It was MOVED by Councilman Saelid, seconded by Councilman Gilb and carried on roll call vote as follows that the further reading of the full text be waived and that the same be ADOPTED. AYES: NOES: ABSENT: Councilmen Gilb, Pell~grino, Saelid, Hargett None Councilman Parry Councilman Saelid presented, explained the content and read the title of Resolution No. 4842, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA ESTABLISHING AN EXCEPTIONAL SERVICE FUND AND APPROPRIATING FUNDS THERETO FOR FISCAL YEAR 1979-1980 FOR COMPENSATION OF MANAGEMENT LEVEL EMPLOYEES." It was MOVED by Councilman Saelid, seconded by Councilman Pellegrino and carried on roll call vote as follows that the further reading of the full text be waived and that the same be ADOPTED. AYES: NOES: ABSENT: Councilmen Gilb, Pellegrino, Saelid, Margett None Councilman Parry During the above considerations Mayor Hargett stated in part that in establishing the Exceptional Award Fund Council was expressing its appreciation to those persons on the management level who have gone beyond the call of duty in the conduct of their departments. Councilman Gilb presented, explained the content and read the title of Resolution No. 4832, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA ESTABLISHING COMPENSATION FOR THE POSITIONS OF FIRE CAPTAIN, FIRE ENGINEER, FIREFIGHTER ASSIGNED AS PARAMEDIC, FIREFIGHTER AND DISPATCHER FOR THE FISCAL YEAR 1979-80 AND 1980-81." It was MOVED by Councilman Gilb, seconded by Councilman Pellegrino and carried on roll call vote as follows that the further reading of the full text be waived and that the same be ADOPTED. AYES: NOES: ABSENT: Councilmen Gilb, Pellegrino, Saelid, Hargett None Councilman Parry 6-27-79 - 1 - RESOLUTION NO. 4835 ADOPTED / ( IEQUIPMENT PURCHASE OPERATING BUDGET 1979-80 APPROVED I RESOLUTION NO. 4840 AD07D 23:9812 Councilman Gilb presented, explained the content and read the ti tle of Resolution No. 4835 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA ESTABLISHING COMPENSATION FOR VARIOUS POSITIONS WITHIN THE PUBLIC WORKS DEPARTMENT FOR THE FISCAL YEAR 1979-80 AND 1980-81." It was MOVED by Councilman Gilb, seconded by Councilman Pellegrino and carried on roll call vote as follows that the further reading of the full text be waived and that the same be ADOPTED. AYES: NOES: ABSENT: Councilmen Gilb, Pellegrino, Saelid, Margett None Councilman Parry On recommendation of the City Manager it was MOVED by Councilman Gilb, seconded by Councilman Saelid and carried on roll call vote as follows that a 10,000 gallon gasoline tank be purchased for the Police Department and that $6500 be appropriated from Capital Outlay Fund for this purpose. I AYES: NOES: ABSENT: Councilmen Gilb, Pellegrino, Saelid, Margett None Councilman Parry Consideration of the 1979-80 operating budget ... Councilman Saelid MOVED to DELETE the Administrative Asst. position reflected at $16,962. This would reduce Package No. 81 to $12,932. Motion seconded by Councilman Gilb and carried on roll call vote as follows: AYES: NOES: ABSENT : Councilmen Gilb, Pellegrino, Saelid, Margett None Councilman Parry Councilman Saelid then referred to Page 15, Package Nos. 107 and 108 - and said in part that he feels the residents of the community would benefit greatly by having the Library open one more day each week and also submitted that the involvement of the community, especially through the activities of the Friends of the Library, merits the increase of Package 107 - Library Administration - from $6,818 to $10,664 - and the inclusion of the package indicated as No. 108 - Circulation. He then MOVED to include Package 107 at $10,664 and Package 108 at $4,585. Motion seconded by Councilman Gilb and carried on roll call vote as follows: AYES: NOES: ABSENT: Councilmen Gilb, Pellegrino, Saelid, Margett None Councilman Parry It was further MOVED by Councilman Saelid, seconded by Councilman Gilb and carried on roll call vote as follows that the Operating Budget for the fiscal year 1979-80 be adopted by resolution with a cut-off at Package 103 but including Package Nos. 107 and 108 at amounts stated above. AYES: NOES: ABSENT: Councilmen Gi1~, Pellegrino, Sae1id, Margett None Councilman Parry Council received the report and recommendations concerning an employee medical, hospital program which has been reviewed by the insurance consultant and presented to the City Employee Group Insurance Committee. The report covered the self funded concept, City and employee premiums, premium stabilization reserve, administrative and insurance expenses. It was recommended that the City change to a self-funded program as the most feasible and to the best interest of all concerned. It was MOVED by Councilman Gi1b, seconded by Councilman Pellegrino and carried on roll call vote as follows that the City adopt a self-funded health, medical program for employees effective July 1, 1979 and that a contract be authorized with James P. Kennedy & Company for administrative services and for the excess insurance coverage. AYES: NOES: ABSENT: Councilmen Gi1b, Pellegrino, Sae1id, Margett None Councilman Parry Councilman Pellegrino presented and read the title of Resolution No. 4841 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA TRANSFERRING AND APPROPRIATING VARIOUS AMOUNTS IN THE ADJUSTED ANNUAL BUDGET FOR 1978-1979 FOR THE CITY OF ARCADIA, CALIFORNIA." It was MOVED by Councilman Pellegrino, seconded by Councilman Sae1id and carried on roll call vote as follows that the further reading of the full text be waived and that the same be ADOPTED. AYES: NOES: ABSENT : Councilmen Gi1b, Pellegrino, Sae1id, Margett None Councilman Parry On recommendation of staff it was MOVED by Councilman Gi1b, seconded by Councilman Pellegrino and carried on roll call vote as follows that the City Council hereby declares that public necessity, health, safety and welfare require the removal of the overhead telephone lines on the southerly side of Huntington Drive between Baldwin Avenue and Hungate Lane and the first three power poles westerly of Baldwin Avenue in said block; and further that the owner of the property at 728 W. Huntington Drive be required to arrange for service from the alley at the rear of his property in order to permit the telephone company to reroute its system and achieve the necessary removal of its overhead lines to Hungate Lane. (See report dated June 27, 1979). "';,0 Ii; .' 23:9814 Staff will respond to a communication concerning the requirement for the height of hedges, etc., in front yards. It was MOVED by Councilman Gilb, seconded by Councilman Saelid and carried unanimously that the resignation from the Arcadia Beautiful Commission by John J. Collins be accepted. Mr. Collins has accepted an appointment to another Commission. It was MOVED by Councilman Gilb, seconded by Councilman Pellegrino and carried unanimously that the resignation of D. Kirby Lesh from the Parking Place Commission be accepted with regret. Mr. Lesh has' left the area. Council had scheduled meetings with the following three developers who had submitted proposals for the city-owned property at 610-618 N. Santa Anita Avenue. I 1. DB ASSOCIATES - explained their proposed development - commercial offices - low rise (two stories) which would be compatible with adjacent land uses. Reference was made to a Park place concept in Pasadena after which they would pattern their development. It was submitted that if they are unable to acquire some property adjacent thereto (privately owned) they would not pursue the project. They would like to enter negotiations for a 90 day period to see what could be worked out. 2. FRED BOWDEN - explained his plan for commercial development - he is in the electrical business with some retail trade - however there would be no walk-in traffic. The property would be used as general offices for his two locations. During this discussion A1 Dixon spoke in support of Mr. Bowden and the work he does. 3. TOM PAPPAS - structural engineer - exhibited drawings of his plan - and discussed elevations. He would establish his own business there and the existing apartments would be removed. At 7:30 p.m. Council adjourned the meeting to the Council Chamber and reconvened. Request of the Santa Anita Oaks Homeowners' Association for consideration of street closures due to traffic problems in the area. Council received the results of a poll taken by the Engineering Department which reflected the following: 1. 166 - in favor of leaving intersections the way they are. 2. 110 - in favor of alternate schemes developed by the Engineering Department. I 3. 132 - in favor of temporary or permanent closure of four intersections proposed by the association. The engineering schemes varied from the homeowners approach by limiting the access rather than eliminating ingress and egress at the following four locations. At the two locations on Orange Grove Avenue the traffic controls would permit right turns in and out only and would prevent through traffic as well as left turn traffic. At the two locations on Foothill Boulevard the left turns from Foothill into the area would be prohibited. All other maneuvers would be permitted as they are at present. 6-27-79 ., , - 4 - ..."<\>,', , ...'~~,. 23:9815 At Oak Meadow Road the configuration of the traffic director would be such that right turns only would be permitted out of the area - no egress provision would be provided. Mayor Margett declared the hearing open and residents spoke in part as follows: (TRANSCRIPT AVAILABLE) Bruce Archibald, 40 Woodland Lane, President of the Association, felt that anything tried on a temporary basis would not solve the problem and submitted that the members would favor some action which would eliminate the high volume of traffic. Michael O'Haver, 39 W. Sycamore Avenue, said that in contacting his neighbors they were mostly in favor of Number 2. I Wally Bowen, 341 Arbolada, asked that some form of action be taken. He agreed with Mr. Archibald. Mrs. Joseph Gugliemotti, 1131 San Carlos Road, submitted that San Carlos is really an abomination - that it should be closed and if that cannot be accomplished then it should be blocked in some manner to prevent the high traffic. Alfred Tennyson, 1410 San Carlos Road, agreed with Mr. Archibald and referred to the 60% who would like some action taken by Council. Bernice Walde, 1427 San Carlos Road, referred to another area which is so quiet and she would like San Carlos Road to be the same and said that the speed of the traffic has increased rather than being reduced and asked that something be done. Craig Jennings, 1201 San Carlos Road, said according to the statistics submitted by the Assistant City Engineer it looks like San Carlos is going to have a 20 percent increase in traffic.... and he does not want to see the traffic diverted to other streets either. " Dexter Blindbury, 1419 San Carlos Road, asked Council to weigh the problem as it concerns the safety of the children; he does not want his problem to be pushed to another area and asked that something be done. Perry Cope, 1231 San Carlos Road, referred to the staff report and felt it indicates the problem and asked that steps be taken to reduce the traffic volume on San Carlos. Eugene Lubeshkoff, 501 W. Foothill Blvd., recited the problem existing from the traffic exiting and entering the freeway at his location. He felt some alternative could be arrived at - at 'least for the time being. I Dennis Lojeski, 1230 Rodeo Road, said he had contacted those on his street and with the exception of three the majority were for complete closure at Foothill Boulevard. George D. Hartstone, 1234 Rodeo Road, expressed concern with the speed of the traffic which he felt will some day result in fatalities. He felt Rodeo should be completly closed at Foothill. He did not favor the City plan and that the Association plan was a very simple plan which could be implemented at much less cost. Lloyd Savage, 1325 San Carlos Road, felt the streets in the subject area are not being properly used and as a consequence there are problems. He felt San Carlos is particularly dangerous because of the speed of the traffic and felt a reasonable experiment should and can be accomplished. Jim Clark, 1434 San Carlos Road, said that perhaps an island of some type could be installed which would eliminate the thru traffic 6-27-79 - 5 - 23:9816 going to and from Sierra Madre. down when the police were giving point where it is just as bad as something be done. Although the traffic did slow out tickets it has gotten to the it was six months ago. Asked that Mary Dougherty, 1110 Rodeo Road, felt that closing the street at Foothill would be best.... but that any change would be an improvement in the situation. John Piccari, 1111 Rodeo Road, favored closing the street at Foothill because of the speed of the traffic. Ronald Coleman, 1120 Rodeo Road, said it is a very difficult situation with the high speed of traffic moving east and west on Foothill.. something should be done. I Joseph Brown, 1409 San Carlos Road, favored closing San Carlos, particularly for the safety of the children who now cannot play in their front yards. He felt the problem was created with the design of the freeway. Fred Jahnke, 11 Hacienda, spoke in favor of closing Hacienda, although it is not in the City plan .. that it appears the entire area should be closed off -- he said Hacienda also has its speed problems. In reality he felt Council should be looking at the speed regulations and the safety factor --- and not at what street to close off. Peggy Hedeman, 1301 San Carlos Road, was in favor of something being done. Betty Tennyson, 1410 San Carlos Road, agreed with those who spoke in favor of closing San Carlos, and asked that something be done for the safety of the residents, particularly the children. Lynn Baker, 1420 San Carlos Road, asked that something be done to make it inconvenient for those from the outside who race through the city streets. Frank Halterman, 51 W. Foothill Boulevard, felt that Foothill traffic is a real problem... due to the droves existing on the freeway. He did not favor closing but felt a four-way stop sign would help.. that to close the other streets Foothill will become a raceway. Barbara Quinn, 1444 Oak Meadow Road, did not favor closing San Carlos because traffic will then use her street and recited her unique situation in going in and out of her driveway. Dorothy Emirhanian, 1431 Oak Meadow Road, felt to close the streets, would only divert the traffic to other-streets.. that she too doesn't want more traffic.... and asked that Oak Meadow not be overlooked in Council determinations. I Howard Emirhanian, 1431 Oak Meadow Road, spoke to the various suggestions and favored the one to close San Carlos with the City's plan and also including the City's plan as it affects Oak Meadow Road... the one where ingress and egress would be provided for emergency vehicles. Paul Artensen, 615 Arbolada, was advised that it is no longer proposed to close Arbolada at Foothill. At this point the Assistant City Engineer exhibited and explained some projecturals indicating points under discussion --- traffic counts at various intersections... that San Carlos probably does carry more traffic with Rodeo Road next. Viva O'Haver, 39 W. Sycamore Avenue, felt the situation has been going on too long and asked that something be done --- perhaps 6-27-79 - 6 - I I ADJOURNMENT JULY 3 23: 9817 some stop signals and having police officers in the area would also help. Ma~Nell Davis, 667 Hampton Road, felt the entire City should take part in a matter like this --- taxes are paid by the whole City that if Council closes the streets it will be discrimination against all others. Clifford Neschke, 671 Gloria Road, felt the solution lies in reducing the speed and enforcing traffic regulations... rather than to close streets which he strongly opposes. Floretta K. Lauber, 1225 Oak Meadow Road, was advised on traffic counts in other areas of the City and said in part that she feels it is wrong to close public streets... that she can live with any decision but would like the Council to consider the problem very cautiously... that it is really an internal speed problem. Norman Lamoreaux, 111 Hacienda, spoke against closing streets that speed is the problem and the laws could be enforced.. He was informed by the Assistant City Engineer on how speed limits are arrived at on various streets which have posted signs... that signs are not posted for 25 mph. James Flinn, 1112 San Carlos Road, spoke against closure as the streets belong to the public -- the taxpayers -- that from observation only a handful of drivers cause the problem.. that most drive in an orderly fashion.. that something needs to be done to the violators of the speed limit. No one else desiring by Councilman Saelid, unanimously. to be heard the hearing was CLOSED on MOTION seconded by Councilman Pellegrino and carried In response to questions the Fire Chief said in part that the department has evaluated the proposed street closures with relation to demand for emergency response of fire vehicles and paramedic rescue units--- that he doesn't anticipate problems other than the closing of Rodeo Road which would require that they take an alternate route ahd would take a little longer. Considerable discussion ensueowith the majority of the City Council favoring steps be taken at this time to relieve the situation, Councilman Pellegrino favored lowering the speed - and MOVED to place temporary barricades at the locations recommended by staff until the speed limit can be lowered and then removing the barricades. THIS MOTION DIED FOR LACK OF A SECOND. It was then MOVED by' Councilman Saelid, seconded by Councilman Gilb and carried on roll call vote as follows that staff's recommendation ,for traffic control at Arbolada and Foothill,.San Carlos and Orange Grove, Rancho Road'and Orange Grove, Oak Meadow and Orange Grove and at Rodeo Road and Foothill be implemented on a trial basis for a nine to twelve month period - staff to make continuous reports, perhaps every six weeks, o~ the effectiveness of the installations. AYES: NOES: ABSENT : Councilmen Gilb, Saelid, Margett Councilman Pellegrino Councilman Parry Councilman Saelid would like staff to see if a plan could be devised whereby speed enforcement could be accomplished throughout the city by radar. Also the driveway situation at 1444 Oak Meadow Road will be looked into by staff.
