HomeMy WebLinkAboutAUGUST 7,1979 (2) 1 ROLL CALL HEARING (American Savings & Loan) OCTOBER 2 N~i EXECUTIVE SESSION RECONVENED FLOOD CONTROL REVENUE PROPOSAL (Supported) ~sP 1 CITY OWNED PROPERTY / r : l'/-.~ ') 23:9833 MINUTES ARCADIA CITY COUNCIL AND THE ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGUIAR MEETING AUGUST 7, 1979 The City Council and the Arcadia Redevelopment Agency met adjourned regular session on Tuesday, August 7, 1979 at 5 the Arcadia City Hall Conference Room. in an p.m. in PRESENT: ABSENT: Members Gi1b, Parry, Pellegrino, Saelid, Margett None Disposition and Development Agreement between the Arcadia Redevelopment Agency and American Savings and Loan Association for property located at the northwest corner of First Avenue and Huntington Drive. Chairman Margett declared the hearing open and in response to an inquiry by Randolph Shipley, representing Robert Donaldson advised that no communications had been received concerning this matter other than that from Mr. Donaldson. No one else desiring to be heard it was MOVED by Member Sae1id, seconded by Member Parry and carried unanimously that the hearing be CONTINUED TO OCTOBER 2, 1979 at 5 p.m. Member Parry asked for an executive session on pending litigation and the Agency entered an executive session at 5:40 p.m. At 6:20 p.m. The District representative of the Los Angeles County Flood Control District explained in detail the need of the District for revenue to fund operations. Using charts the various activities and costs were explained. A benefit assessment had been proposed to be based on properties. It would run about $5.20 per 9600 sq. ft. per year assessed to the property owner. Support of the proposal was requested. It was MOVED by Councilman Gi1b, seconded by Councilman Parry and carried on roll call vote as follows that the City Council go on record as supporting the Benefit Assessment for the County of Los Angeles Flood Control District. AYES: NOES: Councilmen Gi1b, Parry, Sae1id, Margett Councilman Pellegrino (with the observation that he would rather see the proposal presented to the electorate) None ABSENT: Discussion held on the three proposals in which the Council had evinced interest for the purchase and development of city owned land at 610-618 N. Santa Anita Avenue.... DB Associates, Fred Bowden and Tom Pappas. The various developments were considered as to use and purchase price. It was MOVED by Councilman Gi1b, seconded by Councilman Pellegrino and carried o~ roll call vote as follows that the proposal of Fred Bowden be accepted. AYES: NOES: ABSENT : Councilmen Gi1b, Parry, Pellegrino Councilmen Saelid, Margett . None 8-7-79 - 1 - POLICY ADJOURNMENT 23:9834 Messrs. Sae1id and Margett would have liked to allow more time for DB Associates to endeavor to obtain adjacent properties which would be necessary for its proposed development. The City Council and Members of the Agency authorized staff to review all preliminary plans for developments in the redevelopment area and then submit them to the Council for consideration.
