Rev. Jon Ierley, Church of the Good Shepherd Economic Coordinator, Lewis Pollard PRESENT: ABSENT: Council Members Gilb, Margett, Parry, Saelid, Lauber None On MOTION by Councilman Gilb, seconded by Councilman Parry and carried unanimously the minutes of the regular meeting of December 21, 1976 were APPROVED. Mayor Lauber welcomed the Boy Scout Troop 115 and the Arcadia High School Civics Class. CONTINUED. The City Council held a special meeting on November 10, 1976 to continue the hearing on the Draft Environmental Impact Report for the improvement of Foothill Boulevard from Michillinda to Santa Anita Avenue. Following public testimony the hearing was closed and the Draft EIR was approved subject to all public, Council and staff input. Other' action taken at that meeting was the approval of sidewalks except where frontage roads are existent. The public hearing on the project itself was opened and continued to this date. The Director of Public Works displayed and explained large scale drawings depicting median configuration, turn pockets and the like. He stated in part that if the median is approved there would be no parking on either side of Foothill. Wheel chair ramps would be provided as the State mandates. A report was also submitted to Council relative to the need for additional signals or crosswalks including traffic conditions on El Monte Avenue following the installation of bike lanes and a two way left turn lane on that street. One of the drawings indicated an artist's concept of what an entrance monument would look like mounted in the center median. Accident data was also part of the report. The estimated cost of the landscaping and the median is $300,000 and the sidewalks $150,000 - this after the deletion of sidewalks along the frontage roads. In response to questions it was stated that the median could be installed at a later date; that a signal to stop vehicular traffic would be around $20,000 on today's market; maintenance of the landscaped median would be approximately $8000 annually.. there would be 27 landscaped islands within the entire length of the median. Ray Rogers, Vice President of the Santa Anita Race Track, was informed about the traffic pattern at Baldwin and Foothill, Harry Overlock, 1050 Oakdale Lane, was advised that the responsibility for replacing sprinkler systems and landscaping adjacent to the new sidewalks would be that of the property owner. Charles Dole, 635 W. Foothill, was concerned about safety and suggested an attempt be made to slow the traffic. Norman Richards, 1104 Rancho Road, favored the median and 1-18-77 - 1 - , -, 22:9150 submitted that the City is known for its landscaped areas. Mrs, Johanna Hofer, 875 Monte Verde, referred to the maintenance costs over the years and also to traffic at the intersection of Colorado and Baldwin where there appears to be more traffic than at Foothill and there is no median on Colorado, Fred Jahnke, 11 Hacienda Drive, felt the traffic on Foothill does not warrant median construction and felt the safety factor is justification enough to warrant 'the sidewalks but not for the median considering the cost. No one else desiring to be heard the hearing was CLOSED on MOTION by Councilman Gilb, seconded by Councilman Margett and carried unanimously. Discussion ensued on the accident rate (1.43 accidents per one million vehicles) compared to 2.16 average for the same type of roadway in the Southern California area and that a divided 4-lane urban roadway has an I accident rate of about 1,63. Some discussion held on pedestrian accidents (24 in 1976) but no record as to the precise location of ea~h or the severity, Regarding signals - pedestrian and/or traffic - the Director of Public Works explored the installation of both-and what they would endeavor to accomplish and favored a normal traffic signal " operation with the predestrian protection rather than just a pedestrian signal. A fully actuated traffic signal installation with pedestrian protection would cost about $40,000 - a pedestrian crossing signal would cost about $20,000... either way the entire project would be fully gas-tax funded. Councilman Saelid had no doubt about the necessity of providing some protection for the pedestrian traffic, 'but questioned whether ,a median would not create more of a hazard than the present situation --- "and referred to the cost of constructing a median. Councilman Margett leaned toward installation of the median and holding in abeyance a pedestrian or traffic signal both of which could be installed at a later date. He referred to the median strip on Santa Anita Avenue, to the 3 schools and heavy traffic on that street. Councilman Gilb was informed that the median would take about 11 or 12 months to complete and he commented that is a long time for those to wait for some protection in order to cross Foothill... that it looks like they would have to run to the median, wait until it is safe and then run to the other side. Councilman Parry stated in part that he is not convinced on the merit of the median and noted the opposition to the median submitted during the hearing on the EIR. He felt the median would be an appearance factor but, based on the data submitted, would not be that significa~t from a safety standpoint. He favored the slowing of traffic and a method devised to assist pedestrians in crossing the street, which would be less expensive than the median...that perhaps signalization or further studies in that direction should take priority over the median. Councilman Gilb then MOVED to approve the basic proposal as covered in I the Draft Environmental Impact Report and that staff be authorized to prepare design plans and specifications in conformance therewith. Councilman Margett seconded the motion. Prior to the roll call Councilman Saelid referred to what in his opinion would be adding complexity in terms of turning movements to gain ingress into properties by the installation of a median; that the median is proposed to be only 8 feet wide and that, in his opinion, it would be dangerous to add this feature. Mayor Lauber commented in part that the project has been given years of study by the Planning Commission; that the Arcadia Beautiful Commission favors the project as proposed and that funds ha~e been set aside for this. HJ!.ARING SCHEDULED (February 1) I LOT SPLIT j(1220 Highland Oaks) (Planning Conunission) 22:9151 Councilman Gilb further MOVED that staff be directed to bring back a report and reconunendation for a traffic signal primarily to assist pedestrians on Foothill near Dexter and midway between Santa Anita and Baldwin. Motion seconded by Councilman Margett and carried on roll vote as follows: AYES: NOES: ABSENT: Council Members Gilb, Margett, Parry, Saelid, Lauber None None Appeal from the decision of the Planning Conunission's approval of Modification at 480 W. Huntington Drive. This appeal filed by adjacent property owners at 500 W. Huntington Drive. Public hearing scheduled for FEBRUARY 1, 1977. On MOTION by Councilman Margett, seconded by Councilman Gilb and carried unanimously the appeal from the decision of the Planning Conunission concerning property at 1220 Highland Oaks Drive was referred back to the Commission. This was due to new proposals submitted by the property owner. (The appeal fee will be credited to the applicant). AUDIENCE PARTICIPATION / TRAFFIC BALDWIN AVE. Foothill Boulevard, referred to a portion of Foothill Boulevard (long stretch between Baldwin and Santa Anita) and felt something should be included in the forthcoming traffic study report. v Mrs. Johanna Hofer, 875 Monte Verde Drive, spoke to three matters, 1) the effect on employees of City Hall when their view of the green area is shut off due to the new construction, 2) the cost to the city in future years due to the withdrawal from Social Security and the effect on the System as a whole and 3) business license fees have not been increased since 1967. Council received an extensive report on traffic problems on Baldwin Avenue southerly of Huntington Drive. It was MOVED by Councilman Gilb, seconded by Councilman Saelid and carried unanimously that a public hearing be held on this matter on MARCH 1 and that staff hold a meeting with the West Arcadia Business and Professional Association prior to that date. In connection with the withdrawal from Social Security at the end of a payroll period, April 9, 1977, one of the amendments (1959 Surviror Program) requires an election on the part of all miscellaneous employees. The Public Employees' Retirement System requires this through the adoption of a resolution of intention. Whereupon the City Attorney presented, explained the content and read the title of Resolution No. 4607, entitled: "A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA TO APPROVE AN AMENDMENT TO CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE CITY OF ARCADIA~" It was MOVED by Councilman Margett, seconded by Councilman Parry and carried on roll call vote as follows that the reading of the full text be waived and that the same be ADOPTED. The City would realize some benefit from the pole in that directional signs: are suspended from it during race track traffic. Whereupon it was MOVED by Councilman Gilb, seconded by Councilman Margett that $500 be APPROPRIATED to cover the entire cost of the relocation. Councilman Parrry then MOVED that the motion be amended to reflect the City to pay one-half the cost. Motion seconded by Councilman Saelid but did not carryon the following roll call vote: AYES: "NOES: ABSENT: Council Members Parry, Saelid Council Members Gilb, Margett, Lauber None- I Roll call vote was then taken on the primary motion to pay the $500. AYES: NOES: ABSENT: Council Members Gilb, Margett, Saelid, Lauber Council Member Parry None The City Manager explored the staff report on the use of Public Works Employment Act Title II Funds already received by the City. The funds are to be used for unemployed persons and it is intended primarily to finance activities which Cities have had to discontinue or where layoffs have occurred due to inability to raise sufficient funds..He noted three positions which are now vacant - typist clerk, assistant civil engineer and another fireman. He suggested that the funds be used for a period from now ~ntil June 30, 1977 at which time the program can be reevaluated. It was MOVED by Councilman Gilb, seconded by Councilman Margett and carried on roll c~ll vote as follows that $20,500 be appropriated to fund said positions for the remainder of the ,1976-77 fiscal year. AYES: NOES: ABSENT: Council Members Gilb, Margett, Parrry, Saelid, Lauber None None Council received staff report on the experience of 18 cities in the use of voting machines (report dated January 14). Ten of these cities do not use voting machines. Discussion held on the cost and Council expressed a desire to keep the cost down and also the need for additional information on the voting units. Councilman Saelid suggested that Council consider a cost not to exceed $5000 and the majority of Council concurred in this. It was MOVED by Councilman Gilb, seconded by Councilman Margett and carried on roll call vote as follows that staff continue its efforts to obtain data on a system which would not exceed $5000. . AYES: NOES: ABS ENT: Council Members Gilb, Margett, Parry, Saelid Mayor Lauber None I Council received a report on the cost of repair work and that required for recertification on the snorkel unit. The figure of $9884.92 includes all necessary work, new hydraulic hoses and changes necessary to meet the new requirements for recertification. It was noted that $1800 was budgeted in 1975-76; $1250 in the 1976-77 budget and a need for the balance of $6834.92. It was MOVED by Councilman Gilb, seconded by Councilman Margett and carried on roll call vote as follows that $6,834.92 be APPROPRIATED from General Contingency Account to be added to the budgeted amounts for the -requested work. AYES: NOES: ABSENT: Council Members Gilb, Margett, Parry, Saelid, Lauber None None Staff will contact the Marianas to see if they are still interested in the purchase of the Fire Department snorkel. 1-18-77 - 4 - RESOLUTION NO. 4605 ADOPTED I r~ \ \/ \I'i/Ij) t (I I RESOLUTION NO. 4606 ADOPTED/AS AMENDED / ORDINANCE NO. 1583 ADOPTED AS AMEND; I CLAIM DENIED (Violetta Hernandez) I 22:9153 The City Attorney presented, explained the content and read the title of Resolution No. 4605, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA DECLARING THAT WEEDS GROWING UPON AND IN FRONT OF, AND BRUSH, RUBBISH, REFUSE, AND.DIRT UPON AND IN FRONT OF CERTAIN PRIVATE PROPERTY IN THE CITY ARE A PUBLIC NUISANCE AND DECLARING ITS INTENTION TO PROVIDE FOR THE ABATEMENT THEREOF." It was MOVED by Councilman Margett, seconded by Councilman Parry and carried on roll call vote as follows that the reading of the full text be waived and that the same be ADOPTED. AYES: NOES: ABSENT: Council Members Gilb, Margett, Parry, Saelid, Lauber None None Mayor Lauber read in full Resolution No. 4606 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA THANKING THE ARCADIA SISTER CITY COMMISSION FOR THEIR SUCCESSFUL PLANNING AND ACTIVITIES CONDUCTED FOR THE RECENT VISIT OF THE NOVACASTRIANS." It was MOVED by Councilman Saelid, seconded by Councilman Parry that Resolution No. 4606 be ADOPTED. It was MOVED by Councilman Saelid, seconded by Councilman Parry and carried unanimously that the Resolution be amended to include the Arcadia Friendship Club, Roll call vote was then taken on the resolution as amended. AYES: NOES: ABSENT: Council Members Gilb, Margett, Parry, Saelid, Lauber None None Ordinance No. 1583 was read in full and is entitled: "AN URGENCY ORDINANCE OF THE CITY OF ARCADIA IMPOSING A MORATORIUM ON DEVELOPMENT OF THE AREA GENERALLY BOUNDED BY FIFTH AVENUE, SECOND AVENUE, SANTA CLARA STREET AND HUNTINGTON DRIVE, DECLARING A NEED FOR A STUDY TO BE CONDUCTED FOR PURPOSES OF RECOMMENDING AMENDMENTS TO THE CIRCU- LATION ELEMENT OF THE GENERAL PLAN AND LAND USE REGULATIONS FOR SAID STUDY AREA, ADOPTING ZONING REGULATIONS FOR SAID AREA, REQUIRING A LAND USE PERMIT PRIOR TO USES BEING UNDERTAKEN, ISSUANCE OF BUILDING PERMITS OR APPROVAL OF TENTATIVE MAPS FOR ANY DIVISION OF LAND IN SAID STUDY AREA AFTER JANUARY 17, 1977, AND DECLARING THE URGENCY THEREFOR. " Discuseion was held on Section 4 of this ordinance which would require a second payment of $200 in connection with a hearing for a conditional use permit. Council concurred in Councilman Saelid's suggestion that this section be deleted inasmuch as the ordinance itself is for the benefit of the City that the restriction is being imposed on the developers of the area. Whereupon it was MOVED by Councilman Gilb, seconded by Councilman Saelid and carried unanimously that Section 4 Subsection (a) be DELETED from this ordinance. It was further MOVED by Councilman Gilb, seconded by Councilman Saelid and carried on roll call vote as follows that Ordinance No. 1583 as amended be and it is hereby ADOPTED as an urgency ordinance. AYES: NOES: ABSENT: Council Members Gilb, Margett, Parry, Saelid, Lauber None None On recommendation of the City Attorney the claim of Violetta Hernandez for general damages was DENIED on MOTION by Councilman Saelid, seconded by Councilman Margett and carried on roll call vote as follows: AYES: NOES: ABSENT: Council Members Gilb, Margett, Parry, Saelid, Lauber None None 1-18-77 - 5 - GILB J APPOINTMENT Parking Place COIIll1lission 22:9154 Some discussion held on the 30 day cancellation clause in the lease arrangement concerning city owned property at 230 N. Second Avenue and it was submitted by staff that a 90 day cancellation clause could be substituted if that would be more reasonable and acceptable. It was MOVED by Councilman Gilb, seconded by Councilman Margett and carried unanimously that Gifford Eastwood be appointed to replace Warren Dunbar on the Parking Place Commission for the term expiring June 30, 1980. Mr. Eastwood will attend a future Council meeting to be officially welcomed to the City famil~ TRAFFIC CONTROL Councilman Saelid brought up the matter of traffic control at Hugo Reid and Baldwin Avenue and submitted that the restriction on entry at that I location was being increasingly violated. He referred to a suggestion and/or recommendation some time ago by the Police Chief - that tiger claws be installed however it was turned down at that time as the City Attorney felt there were excessive liabilities involved. Mr. Saelid, felt that this installation is now the only answer to prevent traffic from entering Hugo Reid from Baldwin and suggested that adequate signing and warnings be erected also. / '\ r.L Co/. ~ // ,;1 .\ , ,) . / (!:) \ , I,' , \ , MARGETT .j PARRY J GILB J Considerable discussion ensued concerning liability and other ways in which to eliminate the practice. Mayor Lauber felt that the Homeowners Association members should have input prior to the suggested installation. Councilman Saelid said in part that there has been a consensus of the membership and the majority are in favor of closing the street to traffic entering from Baldwin. He said he would like to try the suggested method and MOVED that staff be directed to proceed with the installation along with safety provisions the City Attorney feels are necessary to minimize the City exposure in the event of liability. Motion seconded by Councilman Parry. Councilman Margett observed in part that he could support another method to prevent traffic from entering Hugo Reid at Baldwin but not this one. Mayor Lauber commented that she would change her vote if there were some resident input. Roll call vote was then taken as follows: AYES: NOES: ABSENT: Council Members Gilb, Parry, Saelid Council Members Margett, Lauber None Advised on a recent meeting of the San Gabriel Valley Association of Cities and of a forthcoming meeting by an association representative in Sacramento concerning noise emanating from the 210 Freeway. He hoped City representation may also be present at this meeting. Staff will provide City data to the representatives attending the meeting. Mr. Margett also advised on a study being made on the reorganization of the County and submitted data resulting from seminars held recently. I In response to a question the City Manager said in part that staff is awaiting plans for the Newcastle Park before it can go to bid.. hopefully the Park can be completed during 1977. Councilman Par~y also referred to the possibility of a soccer field and staff advised on problems which must first be resolved. The plan also calls for relocation of the heliport pad and improvements on the City Hall north parking lot. Mr. Parry would like to have copies of the plan sub- mitted to the Parks and Recreation Commission. During the discussion on the Newcastle Park it was submitted by staff that two volley ball courts are being proposed for this Park. Suggested a 'time capsule' be placed within the Newcastle Park 1-18-77 - 6 - I I j' EXECUTIVE SESSION ADJOURNMENT 22: 9155 including pertinent data on the construction of the Park along with the history of the Sister City Program and its activies with Newcastle, Australia. Mayor Lauber suggested doing the same at the Bicentennial Park. Both suggestions were well received. At 10:40 p.m. Council adjourned to an executive session.
