HomeMy WebLinkAboutMARCH 9,1977 1 ROLL CALL 1977-78 DELETED ITEMS 1 1977-1978 REDUCED ITEMS 22:9188 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING MARCH 9, 1977 The City Council met in an adjourned regular session on March 9 at 7:30 p.m. in the Arcadia City Hall Conference Room. PRESENT: ABSENT: Council Members Gilb, Margett, Parry, Saelid, Lauber None The primary purpose of this meeting was to consider the Five-Year Capital Improvement pro;ect Program as submitted by the City Manager. In exploring the program it was explained that it is a general plan for financial guidance and is not a commitment to spending. No authority to spend exists until the annual budget incorporates the projects planned for that particular fiscal year and thereafter each individual project is returned to the Council for approval as the time is reached when it appears appropriate to call for bids. By the pro- vision of the City Charter the program must be adopted by March 31. At the outset of the review Councilman Saelid submitted a suggestion... to limit the capital improvement projects so the City could accumulate a reserve in the Capital Improvement Account and at the end of the year transfer that amount into the General Operating Budget for the following year... in that way the City would not be dependent each year on what happens at Santa Anita Race Track..... this would in essence cut down the budgeted capital improvement items in any calendar year to no more than perhaps half of the total anticipated capital revenues for that year and at the end of the year take the reserve and move it into the General Expense Fund for the following year. Council considered each proposed project and the following action was taken on some of the numbered items: On MOTION by Councilman Saelid, seconded by Councilman Parry and carried on roll call vote as follows: Item 1 - Community Redevelop- ment Land Assembly - $75,000 was DELETED: AYES: NOES: ABSENT: Council Members Gilb, Margett, Parry, Saelid Mayor Lauber None On MOTION by Councilman Parry, seconded by Councilman Saelid and carried on roll call vote as follows: Item 2 - Economic Studies of all city areas - $15,000 was DELETED. AYES: NOES: ABSENT: Council Members Gilb, Margett, Parry, Saelid, Lauber Nope None On MOTION by Councilman Saelid, seconded by Councilman Gilb and carried on roll call vote as follows Item 14 - Sidewalks - Phase XII - was REDUCED from $65,000 to $30,000. DELETED AYES: NOES: ABSENT: Council Members Gilb, Parry, Saelid Council Members Margett, Lauber None Staff will provide Council. with actual costs of mini parks. Council discussed the proposed soccer field and with the exception of Mayor Lauber Council was in favor of the field ev'en if it meant the loss of the heliport. The Water Manager presented an oral and written report on water conservation and the anticipated effect of the drought for the summer. If the suggested programs are supported by the water users a 10% reduction in consumption should result. 1 Council authorized the purchase of 1000 water kits for limited distri- bution as an experiment ... total amount $1,696. Letter to go to residents on water conservation methods at a mailing cost of $1,700. Both of these items authorized on MOTIONS by Councilman Gilb, seconded by Councilman Saelid and carried on roll call vote as follows: AYES: NOES: ABSENT: Council Members Gilb, Margett, Parry, Saelid, Lauber None None 3-9-77 - 2 - 22:9190 On MOTION by Councilman Gilb, seconded by Councilman Margett and carried on roll call vote as follows the building assessment previously considered and approved by Council for the League of California Headquarters Building in the amount o'f $6,345 was AUTHORIZED.
