ADJOURNED REGULAR MEETING
JUNE 27, 1977
The City Council ef the City ef Arcadia, met in an adjeurned regular
session en Menday, June 27, 1977 at 6:00 p.m. in the Council Chamber
of the Arcadia City Hall.
PRESENT:

Ceuncil Members Gilb, Lauber, Margett, Parry, Saelid

The City Ceuncil reviewed various items to be considered at this
meeting.
At 6:10 p.m. Ceuncil entered an executive session in the Conference
Room.
At 9:00 p.m. Ceuncil recenvened and centinued with the agenda items.
Mayor Saelid anneunced that this hearing was continued from June 21.
No ene desiring to be heard the hearing was CLOSED en MOTION by
Ceuncilman Gilb, secended by Councilman Parry and carried unanimously.
It was MOVED by Ceuncilman Gi1b, secended by Councilman Parry and
carried on roll call vete as follows that the General Revenue Sharing
Budget for 1977-78 be and it is hereby ADOPTED.

Mayer Saelid presented, explained the content and read the title of
Reselutien No. 4630, entitled: "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA ESTABLISHING COMPENSATION FOR VARIOUS POSITIONS
IN THE CITY EMPLOY FOR THE FISCEL YEAR 1977-78 AND ESTABLISHING
COMPENSATION FOR CERTAIN POSITIONS FOR THE FISCAL YEAR 1978-79."
It was then MOVED by Council Member Lauber, seconded by Ceuncilman
Margett and carried on roll call vote as follows that the reading,of
the full text be waived and that the same be ADOPTED.

On MOTION by Councilman Gilb, seconded,by Ceuncil Member Lauber and
carried on roll call vote as follows the Deferred Compensation Plan
Was extended to. include all non-represented persennel and the life
insurance fer the management greup was increased to. $10,000 each.

It was MOVED by Councilman Margett, seconded by Council Member Lauber
and carried on roll call vote as follews that an appropriatien be
APPROVED fer the balance available under the current Public ,Works
Employment Act - Anti-recession Fiscal Assistant Funding. Proposed
Use of these funds for persennel was set ferth in the staff report
dated June 2, 1977.

Mayer Saelid anneunced that the deliberations en the 1977-78 Budget
had been carried over until this date. No ene desiring to be heard
the hearing was CLOSED on MOTION by Councilman Gilb, seconded by
Council Member Lauber and carried unanimously.
Council received the request of the San Gabriel Valley Cab Company
fer an increase in the rates for the Dia1-a-Ride Program. Details
set ferth in a report from the Assistant City Manager. The rate
increase was recemmended for appreval. Funds are in the Budget to
cever this increase. It was MOVED by Councilman Gilb, seconded by
Ceuncilman Parry and carried on roll call vote as fellows that the
increases be appreved.

The Agreement with the San Gabriel Valley Humane Seciety expires
June 30 and staff recommended a renewal for ene year July 1 to June
30, 1978. It was MOVED by Council Member Lauber, secended by Ceuncil-
man Margett and carried on roll call vote as follows that said Agree-
ment be renewed for one year beginning July 1, 1977.

and carried on roll call vete as follews that the budget ,for the
fiscal year 1977-78 be ADOPTED with all additiens.

Council scheduled a public hearing on a preposed erdinance relating
to residential parties fer July 19. It was neted that it is not
proposed to include weddings, wedding receptions, engagement parties,
social events for charity or for non-profit tax exempt organizations.
Council received a repert on the central area parking indicating the
current status of the preject. It was MOVED by Ceuncil Member Lauber,
seconded by Ceuncilman Margett and carried en rell call vete as
follows that staff be AUTHORIZED to instruct the consulting engineer
to prepare plans and specificatiens to. implement the downtown parking
cencept plan.

On MOTION by Ceuncilman Gilb, seconded by Ceuncil Member Lauber and
carried unanimeusly Mrs. Shirley Butterworth was reappeinted to the
Library Board for a feur year term to. expire June 30, 1981.

carried unanimeusly'Ray Jones was reappointed to the Personnel
Beard fer a four year term expiring June 30, 1981.
On MOTION by Councilman Parry, seconded by Councilman Margett and
carried unanimeusly Morris Hegg was reappeinted to. the Planning
Cemmissien fer a four year term expiring 1981.
At 9:55 p.m. Ceuncil entered an executive session.
At 10:30 p.m. Council adjourned to July 5, 1977 at 7:00 p.m. in the
Conference Room.
