ADJOURNED REGULAR MEETING
AUGUST 30, 1977
The City Council met in an adjourned regular session on
August 30, 1977 at 5 p.m. in the Arcadia City Hall Council
Chamber.
PRESENT:

Council Members Hargett, Parry, Saelid
Council Members Gilb, Lauber
On MOTION by Councilman Hargett, seconded by Councilman Parry and
carried unanimously Council Members Gilb and Lauber were excused.
On MOTION by Councilman Parry, seconded by Councilman Hargett and
on a unanimous vote of the City Council, Mrs. Carolyn Brink was
appointed to a four year term on the Planning Commission, This
term to expire in 1981.
Mayor Saelid advised that three members of the City Council had
interviewed at length representatives of executive research firms in
an endeavor to retain a firm to seek out a successor to the City
Manager, The firm would review all applications and would recommend
those candidates who meet the criteria which Council has set down.
It is to be on a nationwide basis and would include any in-house
personnel who may desire to apply. The City Council would then
interview the candidates. The recommendation for a firm and the
fee was submitted.
It wss MOVED by Council Member Hargett, seconded by Council Member
Parry and carried on roll call vote as follows that the firm of
Arthur D. Little be retained and a contract negotiated at $9,300
plus expenses not to exceed 20%. The City Attorney will incorporate
certain provisions in the contract as requested by the City Council.

Milton Inbody, 149 LeRoy Avenue, spoke to a recent incident wherein
a truck belonging to the Best Disposal Company had a malfunction of
its hydraulic mechsnism and the residue flowed on the street in
front of his driveway with the result that his driveway and lawn
were in such a state as to depreciate the value of his property. It
is also being tracked into his home onto the new carpeting. He felt
the Company is liable. Mrs, Inbody also spoke to this. The City
Hanager has knowledge of this and has been in touch with the company.
The City Attorney submitted ways to resolve the matter which the
City Manager said should be soon.
On MOTION by Councilman Parry, seconded by Councilman Hargett and
carried on roll call vote as follows the substitution of McCutchan
Consultants, Inc., in place of Wilsey & Ham, in connection with
the modification of existing parking lots along Wheeler Avenue

parking spaces, was APPROVED. The firm of Wilsey & Ham has moved
its offices to Northern California and it would be very inefficient
and time consuming for this firm to complete the remaining work
within the time period required by the City. The contract was
mutually cancelled with no further obligation on the part of the
City or the firm. The maximum fee set forth in the agreement with
McCutchan Consultants, Inc., is $9,000.

At 5:45 p.m. Council entered an executive ,session.
At 6:30 p.m, Council adjourned to SEPTEMBER 6, 1977 at 7 p.m. in
