ADJOURNED REGULAR MEETING
NOVEMBER 23, 1977
The City Council of the City of Arcadia, met in adjourned
regular session on November 23, 1977 at 4 p.m. in the Arcadia
City Hall Council Chamber.

PRESENT: Council Members Gilb, Lauber, Margett, Sae1id
ABSENT: Council Member Parry (arrived at 4:15 p.m.)
The City Attorney presented for the second time, explained the
content and read the title of Ordinance No. 1613 entitled: "AN
ORDINANCE OF THE CITY OF ARCADIA AMENDING PART 2, CHAPTER 6 OF
ARTICLE II .01' THE ARCADIA MUNICIPAL CODE BY LEVYING AN ADMISSION TAX
ON FREE PASSES FOR HORSE RACING. AND HARNESS HORSE, RACING EVENTS FOR
US.UAL CURRENT EXPENSES OF THE CITY.OF ARCADIA."
It was MOVED by Council Member Gilb, seconded by Council Member
Margett and carried on roll call vote as follows that the further
reading of the full text be waived and that the same be ADOPTED.

BY AMENDING SECTIONS, 62l4.2 AND 62l4.3 THEREOF AND BY ADDING SECTION
6214.3.1, DELINEATING THE LICENSE FEE PENALTY FOR BUSINESSES
COMMENCED WI THOUT A LI CENSE . "
It was MOVED by Council Member Margett, seconded by Council Member
Lauber and carried on roll call vote as follows that the further
reading of the full text be waived and that the same be ADOPTED.

On MOTION by Council Member Gi1b, seconded by Council Member Lauber
and carri'ed on roll call vote as follows the request [or permission
to erect a tent for Christmas tree storage (Tree land) at 716-720 W.
Huntington Drive was approved subject to all conditions set forth in
the staff report dated November 21, 1977.

Staff submitted a report on a recent meetlng o( the Southern
California Association of Governments concerning the draft Regional
Housing Element. It was noted in particular tqat of about 15 other

city representatives, only the staff and a representative from
another City submitted any serious concerns with the policies and
policy actions of the role of SCAG. Discussion held in this regard
and it was concluded that Mayor Saelid direct a letter to the SCAG
Executive Committee (prior to December 1) incorporating the concerns
and criticisms set forth in the staff report and those submitted at
this meeting by Council. A copy of this communication to be directed
to the Secretary of the Independent Cities of California and a copy
to the Director of the Southern Division of the League of California
Cities. Motion to this effect was MADE by Member Gilb, seconded by
Member Margett and carried on roll call vote as follows:

The City Manager provided Council members with a copy of the Joint
Powers Liability Insurance Project in order to apprise them of the
progress (This is the Independent Cities of California and the
Contract Cities' Consultants preliminary report.) Staff did not make
any recommendation at this time .. not until the final report is
received which should be by November 30. Hopefully staff will have
a more detailed report for December 6.
The City Attorney advised on the Code provisions which would cover
certain elements of property maintenance which would apply to
Foothill Boulevard public right-of-way. '
Some discussion held on business license fees relating to the
Christmas tree lots, primarily those which may not be paid as yet.
Dale Spickler, 414 E. Duarte Road, asked Council to see what could
be done about cleaning up property at 4l9, 423 and 425 E. Duarte
Road and told of the condition. Staff will check.
AT THIS TIME COUNCIL CONVENED WITH THE ARCADIA REDEVELOPMENT AGENCY.

Council considered the relocation claim of Richard Vartanian relating
to his moving expenses from 25 N. Fourth Avenue and other relocation
benefits arising from this relocation. This is the time scheduled
for conducting a public hearing on this claim.
During these proceedings attorneys for both Mr. Vartanian and the
Agency presented testimony as did Mr. Vartanian, Lou Pollard and I
Mark Nottingham. Mr. Pollard is the City's Economic Coordinator
and'~r. Nottingham is the person who permitted Mr. Vartanian to move
his aircraft and component equipment to his premises at 215 E.
Huntington Drive.
