MINUTES CITY COUNCIL AND THE ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING DECEMBER 19, 1977 The City Council of the City of Arcadia, met in adjourned regular session on December 19, 1977 at 4 p.m. in the Arcadia City Hall Council Chamber. PRESENT: ABSENT: Council Members Gilb, Lauber, Margett, Parry, Saelid None Staff advised that the improvements in Tract No. 32493 have been completed in accordance with all conditions imposed by the Planning Commission and the City Council, It was MOVED by Council Member Gilb, seconded by Council Member Parry and carried unanimously that the streets in said tract be accepted for maintenance by the City. AYES: NOES: ABSENT: Council Members Gilb., Lauber, Harget.t, Parry, Sael1d None None The Planning Commission submitted its recommendation for approval of the tentative map of Tract No. 34123 for an 18 unit condominium at 460-466 Fairview Avenue subject to specified conditions (see staff report this date), It was MOVED by Council Member Hargett, seconded by Council Member Gilb and carried unanimously that the recommendation be APPROVED; that Council approve the Negative Declaration and find that the project will not have a significant effect on the environment; that the tract is consistent with the General Plan and that the waste discharge from said tract will not result in a violation of the existing requirements set forth in the Water Code and that the Director of Public Works be AUTIIORIZED to approve the subdivision agreement for this tract. / The City Council received an application for non-industrial disa- bility retirement for Joseph Coyle, Fire Inspector, to be effective February I, 1978. Mr. Coyle will have completed twenty-two years of service with the City. Council expressed regret and adopted the following resolution. EQUIPMENT PURCHASE (WATERMETERS) '" f,'. ~D I II) } I' 1\ r JI The City Attorney presented, explained the content and read the title of Resolution No. 4695, entitled: "A RESOLUTION OF THE CITY , ~COUNCIL OF TIlE CITY OF ARCADIA APPROVING APPLICATION OF JOSEPH V CHARLES COYLE FOR NON-INDUSTRIAL DISABILITY RETIREMENT," It was MOVED by Council Member Parry, seconded by Council Member Hargett and carried on roll call vote as follows that the reading of the full text be waived and that the same be ADOPTED, AYES: NOES: ABSENT: Council Members Gilb, Lauber, Hargett, Parry, Saelid None None Staff submitted the results,of bids received and recommendation for the purchase of 815 water meters of various sizes to cover the annual meter replacement program and for new installations. Staff report dated December 13 reflected the lowest bid, meeting the specifications, to be from Rockwell International and recommended the purchase therefrom. Whereupon it was MOVED by Council Member Gilb, seconded by Council Member Parry and carried on roll call vote as follows that said meters be purchased from Rockwell International in the 12-19-77 - 1 - JOINT / LIABILITY PROGRAM Jan. 9, 1978 STATE PERSONNEL BOARD AGREEMENT (RENEWAL) RESOLUTION NO. 4699 ADOPTED t" ()' PARKING (race track/ patrons) ./ 22: 9394 total bid amount of $39,362.97; that all other. bids be rejected; that any in formaj.1t de;:pr irregularities in the bids or bidding process be waived, Funds in the' Operating Expense Account of the Water System. AYES: NOES: ABSENT: Council Members Gilb, Lauber, Margett, Parry, Saelid None None Staff advised tlJ1t the consultant has reviewed the report prepared on the Joint Liability Protection Program and is now prepared to discuss it with the City Council, A study session was scheduled for January 9, 1978 at 4 ~.m. Pursuant to the Cooperative Personnel Service's Division of the State Personnel Board it is necessary to enter into a cost service contract agreement in order to obtain specific services. I , / Whereupon the City Attorney presented, explained the content and read the title of Resolution No. 4699, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA AUTHORIZING THE ACTING CITY MANAGER TO EXECUTE THE COST SERVICE CONTRACT AGREEMENT WITH THE CALIFORNIA STATE PERSONNEL BOARD." It was MOVED by Council Member Gilb, seconded by Council Member Margett and carried on roll call vote as follows that the reading of the full text be waived and that the same be ADOPTED, AYES: NOES: ABSENT: Council Members. Gilb, Lauber, Margett, Parry, Saelid None None Considerable discussion ensued on the use by the race track of a portion of city owned property, specifically the parking lot on the north of the civic center, property currently being acquired located at 111-125 W. Huntington Drive and the so-called Cinemaland property owned by the Edwards Theatre Corporation, It was MOVED by Council Member Gilb, seconded by Council Member Lauber and carried on roll call vote as follows that staff be instructed to work out the details for such use requiring the race track to provide for an attendant at each location and to name the City as an additional insured. It was submitted that any funds over and above the cost may be donated to the City for a specific use if the track should so desire. AYES: NOES: ABSENT: Council Me~ers Gilb, Lauber, Margett, Parry, Saelid None None JOINT MEETING BETWEEN THE CITY COUNCIL AND TIlE ARCADIA REDEVELOPMENT AGENCY PROPERTY DEVELOPMENT (A R A) ~/ 0 ~C{ , / \ 'Y Staff reported on the development proposals for 100-112 N. First Avenue. It was submitted in part that various inquiries had been received concerning this property and the details of each were explained. A proposal by HTL Industries, Inc" was set forth in the report dated December 16 and the Economic Coordinator recommended proceeding with this proposal as a delay might result in a loss of interest by this corporation. Mayor Saelid felt this particular transaction should be held over until the arrival of the new City Manager. In any event this matter will be an agenda item for the regular meeting to be held December 20. I Robert Donaldson, representing Messrs. He will attend the meeting of December 20, The Economic Coordinator commented briefly that he had been advised that the Edwards Theatre property could be purchased by the Agency for $372,000, In response to Council Member Gilb's concern about the possibility of injury from wild animals kept by residents the City Attorney will prepare a prohibitive type of ordinance for Council consideration, In response to Council Member Margett's inquiry about the congested traffic situation on Duarte Road west of Lovell, the Director of Public Works advised in part that many studies and reports have been made during the years and at one time staff recommended a continuous left turn lane from Lovell west to Baldwin, but the merchants and residents did not favor the idea. The City Council was informed on the progress of the landscaping surrounding the new Civic Center Building, At 5:30 p.m, Council adjourned to 7 p,m. December 20, 1977 in the Conference Room.
