CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
FEBRUARY 21, 1978
The City Council met in an adjourned regular session on
Tuesday, February 21, 1978 at 7 p.m. in the Conference
Room of the Arcadia City Hall.

Discussion held on the request of the Golden Bear Enterprise
Company for permission to fly a hot air balloon at the
Jog-A-Walk-A-Torium to b~ held March 4 from 8:30 a.m. to
1 p.m. Dimensions of the balloon were set forth in the
communication dated February 17. The event was acceptable
to the City Council however the amount of insurance coverage
was deemed not to be adequate and increased amounts were
decided upon. It was MOVED by Member Lauber, seconded by
'Member Margett and carried unanimously that permission be
granted providing insurance be carried in the amount of
$1,000,000 for public liability and property damage plus
$250,000 per passenger.
Request of Mr. and Mrs. Raymon C. Riordan, 647 Gloria Road,
for permission to cross the Baldwin Reservoir site for construction
access to the rear of their property where they are going to build
a tennis court. It would be for a period of approximately three
months (until May 21).... it would allow graders, concrete trucks
and miscellaneous equipment to enter the Riordan prope~ty from
the rear. Permission is also requested for the temporary removal
and reconstruction of about twenty-two feet of an existing 7 foot
high concrete block wall on the south side of City property
which borders the rear of the subject lot.
It was MOVED by Member Gilb, seconded by Member Margett and
carried unanimously that permission be granted for both the access
and the temporary removal and reconstruction of a portion of the
existing wall; that the Water Manager be and he is hereby
authorized to execute the Permit and Agreement to use City
Property as prepared by the City Attorney. It was noted that a
cash bond of $750 has been furnished by the property owners to
insure the reconstruction of the block wall or any other obligations
under the agreement.
Some discussion held on items which will be considered at the
regular meeting of this date, including the new Engineering/
Science building; a release to be prepared on water rates as
submitted in a report by the Water Manager; staff will investigate
a so-called mini-mall business on Santa Anita north of Las
Tunas. .Member Lauber commended the Director of Public Works
on his communication to Walt Muller. Also consideration was
given to a change in the appeal period in connection with the
various Homeowners Associations' Architectural Review Boards.
