HomeMy WebLinkAboutFEBRUARY 26,1973 1 "" "'LL COMMISSIONER'S HANDBOOK ANNEXATION (LAFCO) 1\',,\L.a~ 1 5-year CAPITALV PROJECTS REVENUE / SHARING CITY MANAGER" S REPORT V ADJOURN TO DATE CERTAIN 20:8233 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING FEBRUARY 26, 1973 The City Council met in an adjourned regular session on February 26, 1973 at 7:30 p.m., in the City Hall Conference Room. PRESENT: ABSENT: Councilmen Arth, Butterworth, Helms, Scott, Rage None Council explored the proposed commissioner's handbook page by page. The Assistant City Manager will make the recommended changes and submit the handbook directly to Council. Mayor Hage reported on a recent meeting with adjoining cities and the County Local Agency Formation Commission at which the spheres of influence for the cities were discussed. For instance it was indicated that Temple City would be permitted to surround Arcadia north to Huntington Drive, including the Clearman property at the southwest corner of Huntington Drive and Rosemead; Chapman Woods is assigned to Pasadena although the residents in that area seem to prefer Arcadia if they had to be annexed; Michillinda Park is assigned to Arcadia. Some cities did not indicate its area of interest and Mayor Hage desired Council. guidance for the next meeting in March. Following discussion it was MOVED by Councilman Helms, seconded by Councilman Scott and carried unanimously that LAFCO be advised that the unincorporated County territory bounded by Foothill Boulevard on the north,.Rosemead Boulevard on the west, the northerly Temple City boundary on the south, and the City of Arcadia's westerly city limits on the east, and that unincorporated County territory surrounded by the City of Arcadia known as the Anoakia area, and that unincorporated territory east of Rosemead Boulevard bounded by Grayburn on the north, Madre Street and Muscatel on the west, Duarte Road on the south and Rosemead Boulevard on the east be declared within the City of Arcadia's sphere of influence. The proposed Capital Project Program for the next five years was considered. Following the review it was MOVED by Councilman Helms, seconded by Councilman Arth and carried unanimously that the program be APPROVED and that a public hearing be scheduled for March 20. At Councilman Scott's suggestion the City Manager will place revenue sharing on the next agenda. The City Manager reported on the recent meeting of the City Manager's Division of the League of California Cities. Material therefrom will be circulated among the Council.
