CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
MAY 17, 1973
The City Council of the City of Arcadia, California, met in an
adjourned regular session on Thursday, May 17, 1973 at 7 p.m. in the
City Hall Conference Room.

Councilmen Scott, Hage, Butterworth, Helms, Arth

Prior to continuing the review of the 1973-74 proposed budget
discussion was held on the rental of $120 per month the School
District pays for the use of city owned land from which the continuation
school building operates. The building belongs to the District.
Councilman Scott felt this charge should be eliminated inasmuch as
there are many joint uses of land and facilities by both agencies.
Councilman Helms did not completely agree as he felt such a move might
set a precedent. Councilman Butterworth suggested a month to month
arrangement without charge which would allow the City the use of the
land should an emergency arise. Whereupon it was MOVED by Councilman
Scott, seconded by Councilman Hage and carried on roll call vote as
follows that the subject property be made available to the School
District, starting July 1, 1973, on a month' to month basis for $1 per
year - under the same conditions as set forth in the present agreement
between the District and the City.

Councilman Scott asked Council to consider placing the Capital
Improvement Fund in a separate fund thereby removing it from appearing
in the General Account. Discussion ensued and inasmuch as it would
only require a change in accounting procedures Council concurred. To
be reflected in the revised budget.
1-415: $200 to be added to Memberships and Publications. No other
change.
1-417: No change, however at Councilman Butterworth's suggestion
consideration will be given, at a later date, to increasing the amount
in the Council's General Contingency (to be referred to henceforth in
the budget as City's General Contingency) in order to provide for
unforeseen emergency matters; $3000, already authorized for HOY, will
be included in the revised budget.
1-421: No change. Staff to investigate the possibility of joining with the
County in its auction of vehicles. The present method of turning in
police cars when new ones are purchased was explored. It was noted
in the consideration that the turnover factor in personnel had reduced
to a great extent.
1-422: No change. New chart to be substituted for that reflected in the
proposed budget.
During this consideration Councilman Scott commented that he would
like to know how some of the new positions would be chosen. The Fire

Chief has made prOVLSLons in the budget for constant manning and new
classifications will be necessary.
The City Manager noted that the Methodist Hospital has accepted the
paramedic program entoto.
Councilman Helms suggested that the Fire Department maintain a log of
the calls for the rescue unit. So Council could ascertain over a
period of a year or so whether or not another unit would be needed.
No change except in the Building Division; $8500 will be included in
the Regular Employee category for the employment of a person to
function under the new property maintenance ordinance. It was noted
that the Federal PEP program will ,probably expire in September.
Therefore the figure represents salary for a nine month pe!iod.
No change
1-460: No change. However at Councilman Butterworth's suggestion staff will
obtain a report on the ~alaries of Librarians I, II, III; also their
educational qualificati~n~. It was noted that in most instances the
Librarians have maste~s degrees ~nd/or doctorates.
20-470: No change.
