HomeMy WebLinkAboutJUNE 14,1973 I "" '''' I ;};-/3:.l4 20:8314 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA SPECIAL MEETING JUNE 14, 1973 The City Council met in a Special Session in the Council Chamber of the City Hall. the purpose of considering events to date Santa Anita. on June 14, 1973 at 10 a.m. This meeting was called for concerning Sunday racing at PRESENT: ABSENT: Councilmen Scott, Hage, Helmp, Arth Councilman Butterworth who had consented in writing to the holding of this meeting. Mayor Arth circulated a proposed letter over his signature to residents explaining the reason for a postcard poll of registered voters to ascertain whether the citizens favored or were against Sunday racing at. Santa Anita. The result of this poll to dat~ was indicated as Favor Opposed No opinion 5,588- 4,370 125 Additional cards had been teceived but uncounted at this time. Considerable discussion ensued and Councilman Scott MOVED that Council pass a motion of intent stating that based on the return thus far Council would rescind its action in adopting Ordinance No. 1485 prohibiting Sunday racing at Santa Anita. This was adopted on June 5. He felt this would indicate to the community that Council is ,going to abide by the will of the people. Councilman Hage did not want Council to be in the position of influencing the vote but based on the return to date he would second the motion. Council was split on this motion as both Mayor Arth and Councilman Helms agreed in part with Councilman Scott to follow what appears to be a mandate of the people, however, they felt it premature to make any binding commitment until the next regular meeting of June 27. If at that time the will of the people is the same they would vote to rescind the subject ordinance. If the vote changes they would be just as concerned to follow that vote. Roll call was then taken on the motion. AYES: NOES: ABSENT: Councilmen Hage, Scott Councilmen Helms, Arth Councilman Butterworth Councilman Helms MOVED to instruct the City Attorney to prepare the proper document to rescind the prior action. Same to be on the agenda for June 27. Councilman Hage seconded the motion which was carried on roll call vote as follows: AYES: NOES: ABSENT: Councilmen Scott, Hage, Helms, Arth None Councilman Butterworth Councilman Scott MOVED that the $20,000 which was appropriated to defray expenses in connection with opposing Sunday racing' at Santa Anita be re- turned to the appropriate account and that only actual expenditures incurred to date be paid with no further activity conducted as a charge against such funds. Councilman Hage seconded the motion which was 6-14-73 - 1 - ADJOURNMENT carried on roll call vote as follows: 20:8315 AYES: NOES: ABSENT: Councilmen Scott, Hage, Helms, Arth None Councilman Butterworth Council expressed appreciation that so many residents responded which indicates strong community interest. Council will continue to keep abreast of State preemption matters particularly with respect to this Assembly Bill (No. 1324).
