HomeMy WebLinkAboutAUGUST 9,1973_2 I 00" "" I MAPS DEFINED 2_01 r' I, 20:8368 ' MINUTES JOINT MEETING ADJOURNED ARCADIA CITY COUNCIL and COMMUNITY REDEVELOPMENT AGENCY AUGUST 9, 1973 The City Council and the Community Redevelopment Agency met in a joint session at .7:30 p.m., August 9, 1973 in the Foothill Jewish Temple Center, 550 S. Second Avenue. PRESENT: Councilmen and Agency Members Scott,'Hage, Butterworth, Helms, Arth ABSENT: None NOTE: THE FOLLOWING IS ONLY A SUMMARY OF THE FULL PROCEEDINGS WHICH ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK. Mayor Arth announced that consideration would be given to the Planning Commission's proposed changes in the CRA Plan, the CRA staff recom- mendations, the environmental impact report and .any changes thereto. Maps indicating boundaries of four maps were on exhibit and explained by the Assistant City Manager. Those desiring to speak submitted cards to that effect and took an oath prior to the opening of the Hearing. Map No. 1 - Survey Area boundary adopted as part of City Council Resolution No. 4315. Map No.2 - Planning Commission's recommended Boundary adopted as part of its Resolution No. 823. Map No.3 - Project Area Committee's recommended Boundary adopted at its meeting of August 6, 1973. The boundaries are the same as Map No. 1 except that it deletes race track property but does include Fashion Park area. This recommendation included the provision that none of the single family residence owner-occupied property would be taken by eminent domain. Map No. 4 - Deletes from the original Survey Area all of the Los Angeles Turf Club property other than Fashion Park and the residential area east of Santa Anita south of the south side of Diamond between Santa Anita and First and properties south of the south side of Alta lying south of the railroad tracks and Second Avenue. Following discussion on the map areas, Councilman Hage MOVED that a Resolution of Intent be ADOPTED stating that the Council intends to change the project boundaries to conform with the boundaries indicated on. Map No.4 and that the Resolution be ADOPTED by title only. This Motion was AMENDED by Councilman Scott, seconded by Councilman Hage and carried on roll call vote as follows so that the area follows the zone boundary line intersecting at the southerly line of the right-of- way at Alta, south to the southerly line of Diamond Street. AYES: NOES: ABSENT: Councilmen and ..Agency Members Scott, Hage, Butterworth, Helms, Arth None None It was noted that the boundaries indicated in Map No. 4 have not been adopted as final - only an intent has been made by Council; that other recommendations, i. e., that of the Planning Commission favoring Map No.2 and other sources will be considered. 8-9-73 - 1 - HEARING CLOSED ADJOURNMENT TO DATE CERTAIN 20:8369 Mayor Arth then declared the hearing open. Councilman Helms MOVED to CLOSE the public hearing subject to consider- ation of additional proposed items in the plan at this meeting or at an adjourned meeting. .Councilman. Scott seconded the motion which was unanimously carried. At 12:30 a.m., Councilman Helms MOVED to ADJOURN to 7:30 p.m., August 13, 1973 in the City Hall Council Chamber.
