REGULAR MEETING
AUGUST 21, 1973
The City Council of the City of Arcadia, California, met in regular
session on Tuesday, August 21, 1973 at 7:30 p,m, in the Council Chamber
of the Arcadia City Hall.

On MOTION by Councilman Hage, seconded by Councilman Helms and carried
unanimously the minutes of the regular meeting of August 7, 1973 were
APPROVED.
Councilman Scott was excused from this meeting on MOTION by Councilman
Helms, seconded by Councilman Hage and carried unanimously,
Mayor Arth announced that this is the time and place for hearing of
protests, ordering any changes or modifications, and confirming
assessments on the Arcadia Industrial Park Assessment District No. 72-1.
Council received the report of the Engineer for the District who advised
that seven (7) bids had been received which are substantially lower than
the estimate; they have been tsken under advisement as the contract
award is not made at this time. One of the bids was in error and is to
be rejected, Plans and specifications have been filed with the City
Clerk along with a modified cost estimate reflecting the successful bid.
All provisions of the Municipal Improvement Act of 1913 have been com-
p lied with,
Mayor Arth declared the hearing open and no one desiring to be heard the
hearing was closed on MOTION by Councilman Butterworth, seconded by
Councilman Hage and carried unanimously.
The City Attorney presented, explained the content and read the title of
Resolution No, 4356, entit led: "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA, CALIFORNIA, ORDERING CERTAIN CHANGES AND MODIFICATIONS
IN THE ASSESSMENT, THE PROCEEDINGS, AND "REPORT" IN THE MATTER OF THE
CONSTRUCTION OF CERTAIN IMPROVEMENTS TOGETHER WITH APPURTENANCES IN
ASSESSMENT DISTRICT NO. 72-1 (ARCADIA INDUSTRIAL PARK)."
It was MOVED by Councilman Hage, seconded by Councilman Helms and
carried on roll call vote as follows that the reading of the full body
of the resolution be WAIVED and that the same be ADOPIED.

APPURTENANCES AND APPROVING ENGINEER'S REPORT IN THE MATTER OF

It was MOVED by Councilman Butterworth, seconded by Councilman Helms
and carried on roll call vote as follows that the reading of the full
body of the resolution be WAIVED and that the same be ADOPTED.

It was then MOVED by Councilman Hage, seconded by Councilman Helms and
carried unanimously that the bid submitted by J, W. Hicks Construction I
Company be rejected,
Time and place scheduled for hearing protests to the proposed improvement
of El Norte Avenue between Tenth Avenue and Mayflower Avenue under the
Municipal Improvement Act of 1911, Mayor Arth declared the hearing open
and no one desiring to be heard the hearing was CLOSED on MOTION by
Councilman Hage, seconded by Councilman Butterworth and carried unani-
mously, The Director of Public Works advised that the City has been
granted jurisdiction from the City of Monrovia, Whereupon it was MOVED
by Councilman Hage, 'seconded by Counci lman He lms and carried unanimous ly
that the Director of Public Works be and he is hereby AUTHORIZED to
proceed with this improvement utilizing the Short Form of the Improvement
Act of 1911.
Planning Commission Resolution No, 824 granting a conditional use permit
to the Arcadia Christian School for a pre-school at 1741 S. Baldwin
Avenue, subject to conditions set forth in said resolution. An
amendment was recommended and it was MOVED by Councilman Helms,
seconded by Councilman Butterworth and carried unanimously that the
conditional"use permit be ratified with an additionat"provision to
those in Resolution No, 824 - that the City Council retains continuing
jurisdiction on this matter and reserves the right to make changes from
time to time depending upon any existing circumstances.
Council rec~ived the report concerning improvement of Parking Place
District' Nos. 1 and 2 and' the' request" for 'authorizatiOn to' expend funds
for the "purpose of "employing 'consultant "to finalize design, preliminary
spreading of assessment costs and other services to be performed under
Phase 1. (See report dated August 17), It was MOVED by Councilman
Helma, seconded by Councilman Butterworth and carried on roll call vote
as follows that the Parking Place Commission be AUTHORIZED to expend
Parking District Funds, not exceeding $9,125, for purposes outlined,

Allan Tolman, 263 W, Longden Avenue, was informed on the sidewalk
program for that section of Longden Avenue; that the matter will be
before Council early in February 1974. He also asked for some con-
sideration for those living in that section during the racing season
when the traffic is heavy.

Steve Frohling, 2110 Highland Oaks Drive and franchise manager of
McDonalds at 143 E, Foothill Boulevard, spoke at length concerning his
proposed sign in connection with the remodeling of the building, He

asked Council to reconsider its action of August 7. It was noted that
the Code permits 75 sq. ft. per sign whereas the actual perimeter of the
proposed sign is about 82 sq. ft. per sign. Staff will prepare a full
report on this for Council consideration at the next regular meeting
of September 4.
Walt Landor, 1654 Rodeo Road, a~ked Council to consider repealing the
ordinance imposing a utility tax; that the tax is not vital in his
opinion and does not create good will.
Rueben Ruiz, 227 Genoa, asked for and received permission to have
members of the City staff work with the Citizens of Arcadia Organization
with some of the problems the group is encountering. Mr. Ruiz also
referred to the question of CRA being placed on a ballot. He was
advised that if discussion takes place on this matter it would be at a
regular Council meeting,
Council received the report of August 17 on assessed valuations,
estimated tax revenue and recommendation for the rate of property tax
for the fiscal year 1973-74, Whereupon the City Attorney presented,
explained the content and read the title of ORDINANCE NO. 1492 entitled:
"AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA,FIXING,THE
RATES OF TAXES AND LEVYING TAXES FOR THE FISCAL YEAR 1973-74,"
It was MOVED by Councilman Hage, seconded by Councilman Helms and
carried on roll call vote as follows that the reading of the full body
of Ordinance No, 1492 be WAIVED and that the same be ADOPTED.

City tax rate remains at .9400 per $100 assessed valuation.
Council received a report concerning damage to City Street Sweeper
No, 109 which occurred as a result of a traffic accident, The extent
of needed repairs was explained in the report and it was MOVED by
Councilman Hage, seconded by Councilman Helms and carried on roll
call vote as follows that $4600 be appropriated from the General
Contingency Account No. 417-28 to pay the cost of the essential
repairs to the sweeper.

The City Attorney will advise Council on the results of his endeavor
to recover the cost incurred for repairing the equipment.
Council was advised on the bids received for the modification of
traffic signal systems. Staff asked for and received permission to
delay any award of contract until September 4.

rhe facility. Staff advised that three bids were received, however,
only one bid contained enterchangeable shelving. Therefore, based on
rhe fact that competitive bids on the interchangeable shelving were not
received, it was MOVED by Councilman Helms, seconded by Councilman
Butterworth and carried unanimously that all bids be rejected and that
the specifications be altered to allow for bidding on standard library
shelving to be used for storage purposes.
Gouncil received and ordered FILED the financial statement for the month
of July 1973.

of Ordinance No. 1491 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ARCADIA AMENDING CERTAIN SECTIONS OF THE ARCADIA MUNICIPAL
CODE RELATING TO RESIDENTIAL PLANNED DEVELOPMENT REGULATIONS."
It was MOVED by Councilman Hage, seconded by Councilman Butterworth and
carried on roll call vote as follows that the reading,of the full body
of Ordinance No. 1491 be WAIVED and that the same be INTRODUCED.

of Resolution No. 4355, entitled: "A RESOLUTION OF THE CITY COUNCIL OF

UPON PROPERTY WITHIN THE CITY BY THE METROPOLITAN WATER DISTRICT OF
SOUTHERN CALIFORNIA."
It was MOVED by Councilman Butterworth, seconded by Councilman Helms
and carried on roll call vote as follows that the reading of the full
body of the resolution be WAIVED and that the same be ADOPTED,

On MOTION by, Councilman Butterworth, seconded by'Councilman Helms and
carried unanimously, Donald Camphouse was appointed to the Parking
Place Commission for the period ending June 30, 1976.
,The City Manager advised that the appropriate badges, etc., were being
made for Council.
Mayor Arth appointed Councilman Helms to coordinate any activities in
connection with the Bi-Centennial celebration to be held in 1976.
The City Manager advised that one of the City firemen played a major
part in the paramedic treatment of Army General Omar Bradley and
circulated the communication therefor,
At 8:40 p.m, the meeting adjourned to September 4, 1973 at 7 p.m. in
the Conference,Room.
