Mayor Alton E. Scott PRESENT: ABSENT: Councilmen Helms, Lauber, Saelid, Scott Councilmen Gilb On MOTION by Councilman Helms, seconded by Councilman Saelid and carried unanimously Councilman GLib was excused from this meeting. -~ It was MOVED by Councilman Helms, seconded by Councilman Saelid and carried unanimously that the resignation of Miles Perlis from the Planning Commission be ACCEPTED with regret. Mr. Perlis is leaving the area. Mayor Scott will communicate to Mr. Perlis the appreciation of Council for his efforts and accomplishments during his tenure on the commission. The City Manager explained that the 4 day 10 hour day work week has been studied intensively for some time and it is his recommendation that it be entered into on a trial basis (4 months). It would apply only to specific divisions in the Public Works and Water Departments. The pros and cons of this were explored and it was noted that in some areas it would not work - the street sweeping and the equipment de- partment at the yard for instance. Following the summer months the employees involved would automatically return to normal working hours and sooner if it proves to be unsatisfactory. The Supervisors and Formen (middle management group) are in favor of trying this schedule. It was MOVED by Councilman Helms, seconded by Councilwoman Lauber and carried unanimously that the City Manager be authorized to institute a 4 day 10 hour per day work week for selected crews in the Pub. Wks. &' Water Departments for a period not to exceed four months starting June 1 and to be rerminated as to any specific crew or as to the total program upon decision of the City Manager. Written evidence is to be provided that this work schedule meets with the approval of those employees involved for the trial period. The City Manager advised that he has been notified there will be a sub- stantial increase in the insurance rates covering employee's hospitali- zation, disability and life insurance effective June 1. Reference was made to the Broker of Record, James p. Kennedy, Jr., who had been cantelled as of May 1, 1973 by the City Manager and subsequently re- instated for Home Life Insurance Company. Discussion held as to whether or not the agreement with Mr. Kennedy is an exclusive one. During the considerations local insurance agents addressed Council at length. They offered assistance in the preparation of specifications for the insurance and all would like the opportunity to bid. Ray Jones, 5-23-74 - I - ADJOURNED TO BUDGET SESSION 20:8562 509 S. Mr. Kennedy submitted that if Council is so inclined the agreement with him may be rescinded in two ways, 1) decide that he is not an exclusive Broker of Record, or 2) with that statement plus the further statement that no future commissions will be paid. He recalled that Home Life Insurance Company has furnished the subject insurance to the City for the paSt 14 years and it is true there is to be an increase in premium as of J~ne l. He said he would like to make a statemenc of some length and Council asked that he submit it in wriring. 1 In order to set the record scraight Councilman Helms MOVED that the action of the City Manager in cancelling the Broker of Record in March of 1973 and his subsequent action in reinstating Mr. Kennedy for the Home Life Insurance Company be and it is hereby RATIFIED. Councilman Saelid seconded the motion which was catried unanimously. This entire matter will be considered at a future date.
