REGULAR MEETING
MARCH 4, 1975
The City Council of the City of Arcadia, California, met in regular
session on Tuesday, March 4, 1975 at 7:30 p.m, in the Council Chamber
of the Arcadia City Hall.

On MOTION by Councilman Helms, seconded by Councilman Gilb and carried
unanimously the Minutes of the regular meeting of February 18 and the
adjourned regular meeting of February 24, 1975 were APPROVED, Councilman
Saelid did not vote on the February 18 minutes as he was absent,
Time and place scheduled for a public hearing on the proposed Five-Year
Capital Program, Mayor Scott declared the hearing open and Mrs, Johanna
Hofer, 875 Monte Verde Drive, suggested that the Program be on file in
the City Library prior to the date of hearing and that it also be
available on a loan basis. She would like to see more than the $10,000
listed for bikeways. No one else desiring to be heard the hearing was
CLOSED on MOTION by Councilman Helms, seconded by Councilman Gilb and
carried unanimously.
Following a detailed explanation by the City Manager as to how additional
mini-pumpers for the Fire Department could be included in the 1975-76
period it was MOVED by Councilman Helms, seconded by Councilman Gilb and
carried unanimously that Item 2, as listed in the Capital Improvement
Program for 1975-76 be changed from one to three mini-pumpers,
The City Manager explained the efforts and publicity given to a meeting
held on January 6 for public participation on the Capital Improvement
Program.
Councilwoman Lauber MOVED to approve the Five-year Capital Improvement
Program as revised. Motion' seconded by Councilman Giib and carried on
the following roll call vote:
AYES: Council Members Gilb, HeLms" Laul;>er, Scott ,(Mayor Scott voted, 'Aye'
but objected to the amount indicated for installation of sidewalks),
NOES: Councilman Saelid (on the basis of the amount indicated for
Community Redevelopment Land Assembly).

Planning Commission Resolution No, 883 recommending a text amendment
to the Arcadia Municipal Code relating to parking for regional shopping
centers, The Planning Director explored in detail the contents of the
resolution adding that the application filed by Anita Associates had
requested the amendment because the Code has no specific requirements'
for parking in such centers, An extensive hearing was held before the
Commission when it was submitted by Anita Associates that its requested
5,090 parking spaces would accommodate its needs and would be consistent
with the Urban 1.and Institute's standard. The requirement would be

applicable to regional shopping centers only,
Mayor Scott declared the hearing open and Richard Volpert, attorney
for Anita Associates, stated in part that the application was filed
primarily because the revised Robinsons' Department Store plans call
for a full line store whereas it was not originally so planned, The
full line store came into being due to the endeavors by persons in
the City and Anita Associa~es. He responded to questions propounded
by Council and introduced Donald Frischer, General Vice President of
Frischer and Associates, who noted in part the method of obtaining
traffic counts along with projected parking needs, He submitted that
the traffic count did not include the day after Christmas as it was
felt it would not present a true picture because the Center and conditions
would not be exactly normal because of the opening of the track on that 1
day, however, Saturday December 28 was included and was a good shopping
day. Mr. Frischer also responded to questions.

Councilman Gilb, seconded by Councilwoman Lauber and carried unani-
mously,
It was MOVED by Councilwoman Lauber, seconded by Councilman Gilb that
the recommendation of the Planning Commission set forth in its
Resolution No. 883 be APPROVED and that the City Attorney be directed
to prepare the appropriate ordinance,
Councilman Saelid stated in part that he could not endorse the text
amendment; that with only 51 percent of the Center completed it seemed
rather tenuous to try to make a proper change in the zoning ordinance
with the information and data submitted, That if it develops there is
not sufficient parking space during the peak hours the customers will
be parking on residential streets ,. that in his opinion it is not the
problem of the City but Fashion Park to provide whatever parking the
City Code requires. That at such time there is solid evidence that the
parking requirements could be reduced he would be willing to consider
a text amendment, however, not with the data submitted and during these
weak economic times.
Councilman Giib commented that unless Robinsons have some assurance in
this regard the building could never be constructed. He felt the
employee parking needs will decrease once it is known how many will be
working permanently at the store; that car pools will probably be
formed and/or other places found for them to park rather,~han' in re~i-
dential areas, however, it was difficult for him to visualize the
parking lot being filled to capacity but he hoped it will happen,
Councilwoman Lauber observed in part that the submitted statistics are
based on the complete center; that she doubted there would be too many
attractions of great magnitude held in the daytime" Most of the social
events and auditorium type uses she envisions would be in the evening..
that there is the alternative.... the center abuts a vast parking area
for the race track and during emergencies employees could be mini-bused
there,. that this was brought out during earlier discussions,

At the July 16, 1974 meeting Council directed staff to place the
matter of the closure of Hugo Reid Drive on the agenda prior to April 1
of this year so it could be considered, Robert Munro, 408 Cabrillo Road,
President of the Santa Anita Village Association, and Bob Cheney, 412
Cabrillo Road, spoke to the matter referring to the postcard poll
which was taken in 1972 and to a commitment made by the Council at that
time that Hugo Reid Drive would be permanently closed following the
completion of the Baldwin Avenue traffic signalization project. Gordon

Foothills Jr, High School and Hugo Reid Elementary School students.
She felt underground utilities would better serve the community and
expressed concern for those living in the Village area when needing
paramedic assistance if Hugo Reid were closed, Reference was also
made to the future use of solar energy for conservation purposes.
Mrs, Edith Dunn, 101 W, Palm Drive, referred to a meeting on Community
Redevelopment to be held in Baldwin Park March 14,
Marty Yurich"l160,Hampton Road, owner-operator of the Westerner
Restaurant, advised that he had added seven parking spaces at his
facility and is endeavoring to redesign the parking lot to accommodate
more, The City Manager advised that the State is being contacted to
ascertain whether or not parking could be permitted on Colorado near
the restaurant.

Councilman Saelid expressed concern that the public would develop the
habit of parking illegally on Santa Rosa if they were not ticketed in
which case it would become necessary to again require a uniformed officer
on the premises.
Upon recommendation of staff Council adopted the following Resolution
in connection with a Study for future highway, road and street systems
and programs,

unanimously the proposed ordinance relating to street benches will be

On recommendation of staff it was MOVED by Councilman Gilb, seconded
by Councilwoman Lauber and carried unanimously the plans and speci-
fications were approved for the construction of water mains in Second
Avenue from Bonita to Longden and in Longden Avenue from Second to the
Longden Plant and the City Clerk was AUTHORIZED to advertise for bids
to be returned March 26 and presented to Council on April 1,
Council received the staff report and recommendation for denial of a
request for financial assistance in connection with a tree removal at
625 Estrella Avenue, The tree is on the parkway at that address and
the owner of the property has experienced sewer lateral damage from
the roots.. The owner originally planted the tree in its location
which is about 2 to 4 feet from the house connection sewer lateral,
The provisions of the Arcadia Municipal Code Section 7426 'were notep,

Councilwoman Lauber stated for the record that a recent experience has
brought to her attention the total lack of cross town (north-south)
transportation provided by the Rapid Transit District; also the
impossibility of reaching the District on the telephone""that one
gets the 'busy' signal continually.. ,that the County Supervisor for
this area should be requested to remedy this situation, It was then
MOVED by'Councilwoman Lauber, seconded by Councilman Helms and carried
unanimously that staff discuss this matter with the Supervisor and
report back to Council,
Councilman Saelid circulated a photograph of newspaper racks encroaching
upon the sidewalk in front of the main post office and creating a
hazard to pedestrians, He urged staff to endeavor to minimize the
problem, He also commented that he recently enjoyed a visit with
Max Fiddler from Newcastle, Australia,
At the request of Councilman Gilb staff will meet with the City of
Monrovia staff to see what can be done about the cars parking on the
sidewalk and the street on Tenth Avenue,
Councilman Gilb advised that the proposed trip to the east coast under
the Bicentennial Program has been cancelled; that the entire area in
the east is booked solid, Also that the Commission and the Friendship
Club is planning a trip, leaving about September 15, for Tokyo, Hong Kong,
and on to Newcastle, Australia and returning about October 5,

On MOTION by Councilman Helms, seconded by Councilwoman Lauber and
carried unanimously Jack Mayhew was appointed to the Bicentennial
Commission as representative of the West Arcadia Business and prOfeSSionall
Association.
Councilman Helms reported on behalf of the City Land Committee a proposed
sale of city owned property at the southwest corner of First Avenue and
Wheeler Street (old Library site) through the community redevelopment
process and MOVED that a public hearing be held on the matter on MARCH 18,
Motion seconded by Councilwoman Lauber and carried unanimously,

Councilman Saelid referred to the concern of the Board Members of the
Juvenile Diversion Project as to the administration of the project
relative to the use of funds; that if the costs are not brought into
