CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
MARCH 9, 1976
The City Council of the City of Arcadia, California met in adjourned
regular session on March 9, 1976 at 4:30 p.m. in the Arcadia City Hall
Conference Room.

On MOTION by Councilwoman Lauber, seconded by Councilman Saelid and carried
Councilman Helms was excused.
The primary purpose of this meeting was to review the proposed Five Year
Capital Program - 1976-77 through 1980-81 - as submitted by the City
Manager. The public hearing on this program has been scheduled for March 16
and pursuant to the City Charter must be adopted by March 31.
The listed projects were divided into five categories by source of funding.
It is a general plan for financial guidance and is not a commitment for
expenditures as no authorization to spend exists until the annual budget
reflects the projects planned for that particular fiscal year. All projects
must have the approval of Council at the appropriate time. The Summary
noted that the projects have all been reviewed by the Planning Commission
and all suggestions from that Commission, and those from other boards and
commission members, from staff and the public have been taken into consider-
ation in the preparation of this program.
The City Manager explained in some detail the various projects and answered
questions propounded by Council. One item - No. 3 on Page 2 - was substituted
by "construction of new roofs at three locations at an estimated cost of
$20,300." Some of the projects were singled out for discussion including
street lighting, the possibility of creating a small park on the southeast
corner of Michillinda and Foothill which would be an entrance to the City.
In reviewing the sidewalk program Councilman Scott MOVED to delete the
$65,000 indicated for 1978-79. He felt the money might better be used
elsewhere.... at least for the one year. No second. However he did agree
with Council that sidewalks are needed on Foothill Boulevard. Some
discussion held on acquisition of land for park purposes.
In reviewing the Water Department Summary and Expenditures some discussion
ensued on the possibility of the need to increase the water rates. All
earnings from the Water Department operations are retained by the Department
for further improvements to the system. Expenditures and revenues were
projected over the next five years and the net estimated earnings were
included in the report. The projected level of earnings assumed a con-
tinuation of the present water rates. Council expressed a desire to become
fully informed on the operation and status of the Water Department. Brief
discussion held on the feasibility of appointing a Water Board or Commission
as a source to rely on inasmuch as water is such a specialized field and one
with which Council is not entirely commensurate. It was the consensus of
Council that during the budget deliberations at least o~e study session be
devoted solely to water matters with the department head in attendance.
