Mayor Edward L. Butterworth PRESENT: ABSENT: Councilmen Arth, Considine, Hage, Helms, Butterworth None The Minutes of the 'Adjourned Meeting of September 29, 1970, were APPROVED on MOTION by Councilman Arth, seconded by Councilman Hage and carried unanimously. Public Hearings were scheduled for November 3, 1970, on the following matters: 1. Planning Commission recommendation concerning zone change from C-l to C-2 on property at 117 through 165 E. Duarte Road. (Resolution No. 716), 2. Use of Acquisition Funds in Parking District No, 2 for lighting purposes. (Parking lot between Santa Anita and' First Avenues north of Huntington Drive). On recommendation of the City Manager it was MOVED by Councilman Hage, seconded by Councilman Considine and carried unanimously that the request of George E. Wilson, owner of property at 610 Las Tunas Boulevard for permission to retain non-conforming right to a market now vacant be APPROVED, It was noted that the lease with the former occupant did not terminate until August 31 and .that although the business was closed to retail trade in February, merchandise, equip- ment and fixtures were maintained on the premises but the lessor could not enter into any other negotiation for the use of the property until recently. The City Manager and the Water Manager advised that the work in the modification of water distribution lines, Phase III, required for Foothill Freeway construction, has been satisfactorily completed by the contractor, Hood Corporation, and recommended its acceptance. It was MOVED by Councilman Considine, seconded by Councilman Hage and carried on roll call vote as follows, that the work be accepted and final payment AUTHORIZED in accordance with terms of the contract. JANITORIAL SERVICES / ')0'" ._ ..? . f FREEWAY CONSTRUCTION UTILITY AGREEMENTS (7Ut-368l) ;:( , "'/:1 f " (7Ut-4008) yt_ ;/ll PROCEDURAL ORDINANCE WAIVED II 19 :7726 On MOTION by Councilman Helms, seconded by Councilman Arth and carried unanimously the request of the West Arcadia Business & Professional Association for permission to hold the following events was APPROVED. Installation of Christmas lighting at locations indicated in its communication dated October 15, 1970. (November 14 to January 10). West Arcadia Invitational Band Review - November 21, 1970, One banner is to be installed across Baldwin Avenue. On recommendation of the City Manager and staff it was MOVED by Councilman Rage, seconded by Councilman Considine and carried on I roll call vote as follows, that the present contract with Ace Maintenance Company for janitorial services be cancelled; that AUTHORIZATION is hereby given for the purchase of equipment and supplies (per report dated September 22) in the approximate amount of $1,650 and that AUTHORIZATION is also hereby 'given for the employ- ment of part-time custodial personnel for 16 hours per week at the City Library and 19 hours per week for the City Hall-Police Building Complex at a salary of from $2.75 to $3,00 per hour. It was noted that the potential savings of approximately $10,360 per year justifies the experiment. AYES: NOES: ABSENT: Councilmen Arth, Considine, Rage, Helms, Butterworth None None It was noted by the City Manager and the Director of Public Works that concurrent with the construction of the Foothill Freeway from Santa Anita Avenue to Huntington Drive the State Contractor has revamped and relocated interfering portions of the City sanitary sewer system. The total cost of this ~rk is in the amount of $17,000 to be paid by the State from available Federal funds, However, revised State procedures require the execution of one utility agreement in order to establish the legal basis for the State to have the work performed by and payment made to the highway contractor, Whereupon it was MOVED by Councilman Considine, seconded by Councilman Hage and carried on roll call vote as follows, that the Mayor be authorized to execute Route 210 Freeway Construction Utility Agreement No. 7Ut-368l. AYES: NOES: ABSENT: Councilmen Arth, Considine, Rage, Helms, Butterworth None None It was further noted that the subject construction requires relocation and/or abandonment of Water Department facilities. The State will pay for the relocation but the City must pay the difference in cost between the existing facilities and the proposed larger size facilities. Estimate cost is $61,728.75. Reimburseable monies from State will amount to $50,178,75 and funds are in the current budget in Account Nos, 470-4 and 470-71.5. It was MOVED by Councilman Arth, seconded by Councilman Considine and carried on roll call vote as follows, that the Mayor be authorized to execute Utility Agreement No. 7Ut-4008. AYES: NOES: ABSENT: Councilmen Arth, Considine, Rage, Helms, Butterworth None None In order to consider the following item it was MOVED by Councilman Considine, seconded by Councilman Rage and carried unanimously that the provisions of the Procedural Ordinance be waived. 10-22-70 - 2 - , 19 :7727 ~ IlISTA PARK (Shed) J;//~ On recommendation of the City Manager it was MOVED by Councilman Considine, seconded by Councilman Hage and carried on roll call vote as follows, that $100 be appropriated from the Parks and Recreation Facilities Fund for the construction of a storage shed at the Bon- ita Memorial Park. It will be a multiple use building. AYES: NOES: ABSENT: Councilmen Arth, Considine, Hage, Helms, Butterworth None None I The Recreation Commission. will be advised of the above action.
