At its meeting on June 19, 2009, the City Council appointed Jerome R. Selmer to serve on the Human Resources Commission for a four year term which expires on June 30, 2013. On November 19, 2012, the City Clerk's office received a letter of resignation from Jerome R. Selmer, effective immediately. A copy of Mr. Selmer's letter of resignation is attached. WEMERME Due to the immediate resignation of Mr. Selmer from the Human Resources Commission, the City Council may make an appointment to the Human Resources Commission from the attached two resumes currently on file to fill the unexpired term of Jerome Selmer which expires June 30, 2013 or direct staff to advertise the vacancy in order to afford citizens the opportunity to submit resumes for consideration at a future meeting. The advertising of the vacancy is not required by law. Pursuant to the City Charter, an individual appointed to fill an unexpired term is eligible for reappointment and may serve up to an additional two full consecutive terms. The City Clerk's office contacted the two individuals who had resumes on file from the June 2012 appointments and both expressed an interest to serve on the Human Resources Commission. Honorable Mayor and City Council December 4, 2012 Page 2 of 2 The Human Resources Commission is scheduled to conduct an appeal hearing in January 2013; therefore, making an expeditious appointment would be advisable. There is no fiscal impact from the City Council's action on this item. It is recommend that the City Council make an appointment to the Human Resources Commission from the attached resumes to fill the unexpired term of Jerome Selmer which expires June 30, 2013, and forego advertising. I had planned to advise you early next year that I would not be available for re-appointment to a second term. Earlier this week, I was advised by the City Clerk's Office that I will be required to take a course on ethics mandated by the State of California. I am further advised that there can be no exceptions made or waivers granted. Considering my long years of public service during which no one has ever called into question my honesty, integrity or ethics, I will not take such a course as a matter of personal principle. Frankly, I am offended by the suggestion that I would even need such a course at this stage of my life. Are you aware that the primary function of Arcadia Beautiful Commissioners is to act as judges for the Arcadia Beautiful and Holiday Decoration Award programs? 2. Do you have the ability to travel by car during the day and in the evening for the purpose of judging? 3. The Arcadia Beautiful Commission usually has three "regular" meetings each year with additional meetings and/or time commitments scheduled for the purpose of conducting judging for the award programs, participating in a recognition event for the holiday awards that takes approximately 3-4 evening hours in December, and attending an Arbor Day Celebration. Additionally, preliminary judging for the Arcadia Beautiful and Holiday Decoration Awards is done with each Commissioner taking responsibility for a section of the City and driving through the neighborhoods to select their nominations that will then be judged on a subsequent date by the entire Commission. MCMAHON QUALIFICATIONS FOR COMMISSIONS, STATEMENTS OF COMMISSION OBJECTIVES I welcome the opportunity to give back to the City that provided such a fine educational, recreational, and commercial environment for my family. I look forward to utilizing my existing skills and embracing new challenges. I wholeheartedly desire to serve on any one of the commissions for which I applied. Planning Commission Qualifications - Work: 35 years in progressively more responsible Civil Engineering positions at a LADWP. Worked closely with L. A. City and County Public Works departments, Metrorail, Metrolink, Pasadena Gold Line, Pasadena Blue Line, and Southern Pacific, private developers, contractors, inspectors, and more. 7 years as design engineer for subsurface facilities, 8 years as Specifications and Standards Engineer for subsurface construction, 20 years as the Manager of Engineering Design, Specifications, Standards, Inspection, Contract Administration, Construction Management. Authored and administered cooperative agreements with Caltrans, Metrorail, Metrolink, Gold Line Construction Authority, Blue line Construction Authority, Port of L. A., and others. Qualifications - Organizations: 4 years - ASTM Committee F -17, chaired subcommittee F- 17.66. 1980- 1990 - Western Underground Committee. 1979 -2006 - Los Angeles Substructure Committee, including 7 years as chair. 1995 -2006 - elected annually to the Board of Directors of Underground Service Alert of Southern California (DigAlert), the one- number call center for SoCal. After retirement, elected in 2007 to DigAlert Board as the sole retiree Director and still serve. Currently member of the Executive Committee, previously served on Legislative and Election committees. 2002 - current - member of the Common Ground Alliance and the California region (since its formation), where I serve on the Legislative Committee and advocate for greater worker and public safety in the arena of excavation. Qualifications - Other: At LADWP, became an expert witness for excavation safety and utility standards, provided expert testimony /consultation in over 50 cases. My expertise in excavation safety and compliance with the California Government Code is still in demand both by LADWP and by others. Commission Objectives: The Planning Commission's main objective is to ensure that development of Arcadia is consistent with the contents of the General Plan and best serves the citizens of Arcadia. Requests for variances must be rigorously examined to determine the overall benefit before granting. In addition, the Commission's function as an ADA appellate board allows the opportunity to ensure Arcadia's older and disabled citizens are served by all development within the City. Human Resources Commission Qualifications: Manager of a 12 to 24 employees for approximately 20 years at LADWP. Responsible for hiring, discipline, work assignments, and evaluations of employees engaged in a variety of tasks. 1997 - 2003 elected /served as a Director of the labor union representing Professional, Adminstrative, and Technical employees at LADWP. 2006 - 2011 worked for the Engineers and Architects Association (a labor union) as a Labor Representative and as Communications Director. This varied experience has provided me with the rare combination of direct involvement on both sides of the employment equation — management and labor. I believe this perspective would enable me to find solutions that are acceptable and fair to all parties whenever labor issues arise. Commission Objectives: This Commission functions to ensure that Arcadia has correctly classified employees for the work it must perform, that competence standards are established and that employees are treated fairly in accordance with their employment contracts, Arcadia's policies, and applicable labor law. Library Board of Trustees Qualifications: I am a lifelong reader. As such, I have an extensive library and am a customer of the Arcadia Library, both in borrowing and in donating books to the Library Foundation. During college, I worked at the Columbia University library and learned the challenges of following the Dewey Decimal system and of obtaining the volumes that users actually need. Board Objectives: A unique challenge awaits members of this Board. The library must meet the needs of citizens who love the smell and feel of actual books and the needs of those who have fully embraced the alternative of electronic media. A large number of students utilize the library and a safe and pleasant environment is essential to encourage a love of learning that lasts a lifetime. The Board must ensure that the policies and programs of the library serve their diverse customer base. Historical Commission Qualifications: Having only my keen interest in history and the history of Arcadia in particular, I would enjoy this Commission as a way to expand my historical knowledge and assist all citizens in embracing their very real local history. During my vacations throughout the United States, I make a point of visiting sites of historical significance as a knowledge of the past is the only way one can understand the present and prepare for the future. Commissions Objectives: The Arcadia Historical Museum is virtually unknown by many Arcadia residents and this is a shame. The Commission should focus on ways of interesting Arcadia's citizens in the history of their home. Tasking the Museum staff with providing special programs and promoting these through the regular mailing by the City is an essential task. Senior Citizens' Commission Qualifications: My main qualification is that I am a very active Senior Citizen and have personal knowledge of the interest and needs of Seniors. Commission Objectives: Seniors require programs that generate enthusiasm and challenge them to pursue new and varied activities. Growing old does not mean growing bored — it means reaching for new experiences and reinforcing many of the old skills. The City must take the lead in encouraging full enjoyment of the Golden Years by its Seniors. This will provide benefits to the Seniors and to the City. III Ilp Office of the City Clerk 240 W.
