CITY COUNCIL OF THE CITY OF ARCADIA

FEBRUARY 1, 1971

Council was in session to continue its deliberations on the contents of
the proposed resolution and ordinance concerning development of a regional
shopping center on a portion of the race track property.
Prior to resuming discussion Councilman Helms stated for the record that
a letter sent to all councilmen from the attorney for the Rpplicant had
nothing to do with what he (Helms) had in mind when at a previous meeting
he referred to alterations made in the proposed resolution.
Each section of the tentative resolution was then reviewed with changes to
be made as follows. (Conditions 1 through 4 were reviewed January 27, 1971.)
Extensive discussion held on factors which could arise to delay commencement
or continued construction such as acts of war, labor strikes and disputes,
and litigation testing or affecting the validity of the ordinance or reSO-
lution. The City Attorney will incorporate this thinking and also provide
for the Council at its sole discretion to extend the time should unusual
delays be caused by city administrative procedure.
