Butterworth PRESENT: ABSENT: Councilmen Arth, Considine, Hage, Helms, Butterworth None HEARING Proposed vacation of a portion of Live Oak and Hempstead Avenues (portion (Street of the public right-of-way at the southwest corner of said streets). Whereupon the City Attorney presented, explained the content and read the title of Resolution No. 4184, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA ORDERING THE VACATION OF CERTAIN PORTIONS OF LIVE OAK AVENUE AND HEMPSTEAD AVENUE AT THE SOUTHWEST INTERSECTION OF SAID STREETS." , RESOLUTION NO. 4184 ADOPTED ~ ,HEARING (C.U.P. ) CONTINUED pe-UP 10NDITIONAL SE PERMIT APPROVED p: ~ {( p HEARING SCHEDULED It' was MOVED by Councilman Hage, seconded by Councilman Arth and carried on roll call vote as follows that the reading of the full body of Resolution No. 4184 be waiVEd: and that same be and it is hereby ADOPTED. AYES: NOES: ABSENT: Councilmen Arth, Considine, Hage, Helms, Butterworth None None Conditional Use Permit providing for the continuance of a riding academy and residence at 11721 E, Clark Street (Planning Commission Resolution No. 717). Continued to the next regular City Council meeting. Soil tests currently underway on this and adjacent property may be completed by that time. t The Planning Commission granted a conditional use permit to the Church of the Transfiguration for a nursery school and minor church alterations at 1881 S. First Avenue subject to conditions specified in its Resolution No, 721. On MOTION by Councilman Considine, seconded by Councilman Hage and carried unanimously said action was RATIFIED. Councilman Helms abstained from voting on this matter as he is a member thereof. February 16, 1971 was scheduled for a public hearing on the recommendation of the Planning Commission concerning the increase in the width of parking stalls in all zones except C-M, M and residential. The City Attorney was instructed to prepare the necessary ordinance. On MOTION by Councilman Arth, seconded by Councilman Considine and carried unanimously the tentat'ive map of Tract No. 29601 was APPROVED subject to conditions imposed by the Planning Commission, Department of Public Works and the Water Department. Said property is at 538 - 540 1/2 Fairview Avenue. 1 The recommendation of the Personnel Board was continued until the next regular meeting, thereby providing time for Council to study the revised personnel rules and regulations. On MOTION by Councilman Helms, seconded by Councilman Considine and carried unanimously the concept drawings of the proposed Nature Center at Wilderness Park were given tentati've endorsement and the Recreation and Public Works Departments were AUTHORIZED to proceed with final details (CAPITAL IMPROVEMENT FUND). The Building Designer will be extended the City's appreciation for the rendering of the proposed building, The recommendation of the Recreation Commission that the Building be named the "John F. Panatier Nature Center" was received and unanimously adopted on MOTION by Councilman Considine, seconded by Councilman Helms. Council received commendation from the Arcadia Beautiful Commission on the fund appropriation for ref acing the rock work on the entrance monument at the western entrance to the City on Huntington Drive. Continuation of consideration of retaining an economic coordinator. Don Ehr, 215 W. Pamela Road, spoke in opposition to increasing City government by the addition of another department staff and recommended that if such a person were to be employed that the program be through the Chamber with city funding - not become a city employee; that if the program were not successful Council would only have to cut off the funding. He stated he had Dot read the report of the Economic Development Committee. Donald S. Camphouse, 1770 Oakwood Drive, President of the Chamber of Commerce, stated in part that he had been present at some of the deliber- ations and submitted that significant changes had taken place within the 1 Chamber during the past six months and felt it could do the job without the City being built into a lock-in situation. He continued that he realized the tremendous problem with spiraling costs and revenue which does not soar at the same rate. He emphasized that the Chamber is not taking the position of being against an economic developer, just takes another approach and referred to the General Plan currently under con- sideration by the City and the forthcoming election on a proposed regional shopping center; that it seems premature to make any decision or to embark on any such program at this time. Councilman Hage stated in part that he was originally opposed to the program as he doubted there was sufficient property available for develop- ment to warrant increasing the city payroll to this extent; however, the situation now indicates that projects may be coming into the city as never before ... the police facility addition, perhaps Fashion Park, etc. He reviewed qualifications for the desired person and recommended consideration of former Assistant City Manager, Lewis Pollard, 2-2-71 - 2 - '^ 1917777 Councilman Considine was in favor of the position and felt it should be a full time one; that Mr. Pollard certainly has some of the necessary experience and talent; that perhaps the program could be on a trial basis. He reviewed some of the property needing development. He felt the person should be in the unclassified service of the City and work closely with the Chamber and the Board of Realtors.. that a commendable job could be done with the proper guidance and.favored a trial basis. 1 Councilman Helms, stated in part that he was mtndful. of the good work the Chamber has been doing, that its proposal' might have great potential, however he felt there were inherent problems;that in his opinion it was desirable to have such a person on the city staff where he would be responsive to the thinking of th~ Council. He could work very closely with the Chamber. He said that even wit~ the prospects of Fashion Park the City would not financially benefit for several years and the areas needing development could only deteriorate during that time. He felt if Mr, Pollard fits the job description he could be contacted in that regard. He favored establishing such a position on a trial basis. Councilman Arth felt this is not the type of City that truly needs an economic coordinator. ..there are not large areas of undeveloped land... only some 30 acres of such commercial. He felt undue pressure could be brought to bear on the Planning Commission and Council to approve what he would bring in. He suggested that serious thought be given to the person being an Assistant City Manager who could coordinate, the new police building, etc., under the guidance of the City Manager...this would not establish a new department per se.. He could foresee less personnel problems and the person could move on up in the Managerial field. Mayor Butterworth could foresee problems in the chain of command if he were designated as the Assistant City Manager, however he did not oppose the suggestion, Referring to Mr. Pollard he felt he had the enthusiasm necessary for the job, knows the citizens, the land, the government and its problems; that the City Manager could give it some thought. Whereupon it was MOVED by Councilman Considine, seconded by Councilman Helms and carried on roll call vote as follows that a position of Economic Coordinator be established on a trial basis (1 to 3 years); that the finar' functions, duties and salary be prepared and submitted to Council at a later date, AYES: NOES: Councilmen Considine, Hage, Helms, Butterworth Councilman Arth (with the thought that if this becomes a reality he will do all he can to make the program a success) ABSENT: None INSURANCE The City Manager explained the report of the Finance and Personnel PLAN Directors as to experience under the medical and hospital insurance plan; IAPPROVED that the City had been approached concerning a 35% increase in the cost IJ ~ and that negotiations had succeeded in a reduction to 30%. Following some detailed discussion on the matter it was MOVED by ~,A/.l4~;:.ce. Councilman Arth, seconded by Councilman Considine and carried on roll call vote as follows that the reserve account be increased in the amount of $5000 in lieu of a rate increase at this time and that the contract be amended with the insurance company in accordance with terms outlined in the report dated January 13, 1971. Staff was commended in its accomplish- ment. J. Varner_ and Associates in the amount of $12,000 (Capital Improvement Program). AYES: NOES: ABSENT: Councilmen Arth, Considine, Rage, Helms, Butterworth None None a. It was MOVED by Councilman Hage, seconded by Councilman Arth and carried unanimously that the business permit issued to Steven Lane (Cinema land Theatre, 135 Colorado Place) be renewed for the calendar year 1971. 1 b. It was MOVED by Councilman Hage, seconded by Councilman Considine and carried unanimously that business permits for Late Corporation and Mango Corporation, dba Santa Anita Lanes, and Vista Management Company, dba Bowling Square, be renewed for the calendar year 1971. Budget reV1Slons as recommended by the City Manager were APPROVED. It was MOVED by Councilman Arth, seconded by Councilman Helms and carried on roll call vote as follows that the Arcadia Beautiful Commission budget of $200 be APPROVED. It was MOVED by Councilman Arth, seconded by Councilman Considine and carried on roll call vote as follows that the reading of the full body of Ordinance No. 1422 be waived and the same be and it is hereby ADOPTED: AYES: NOES: ABSENT: Councilmen Arth, Considine, Hage, Helms, Butterworth None None The first reading on this ordinance was continued until the next regular meeting - providing additional time for study, (This relates to telephone calling devices.) AND IN FRONT OF, AND BRUSH, RUBBISH, REFUSE, AND DIRT UPON AND IN FRONT OF CERTAIN PRIVATE PROPERTY IN THE CITY ARE A PUBLIC NUISANCE, AND DECLARING ITS INTENTION TO PROVIDE FOR THE ABATEMENT THEREOF."
