WITH ALL AMERICAN ASPHALT IN THE AMOUNT OF $508,000 FOR
BALDWIN AVENUE REHABILITATION AND APPROVE A 10%
CONTINGENCY

SUMMARY
As part of the City's ongoing pavement management program, the City annually
appropriates Proposition C funding for an arterial repaving project. For the Fiscal Year
2010 -11 Capital Improvement Program (CIP), the City Council appropriated the funding
for the rehabilitation of Baldwin Avenue. The project was originally scheduled for
construction in late summer of this year, but that conflicted with the Huntington Drive
Capacity Project and the Gold Line IFS Bridge construction freeway closures. It was
decided to delay the project until now to allow for adequate staffing and to minimize
traffic impacts.
The project was advertised for bids in November and bids were opened on December 4,
2012. All American Asphalt submitted the successful low bid in the amount of
$508,000. It is recommended that the City Council award a contract for the
Rehabilitation of Baldwin Avenue to All American Asphalt.
BACKGROUND
The City's Pavement Management Program, which analyzes the existing condition of
the street pavement, has identified north Baldwin Avenue between
Foothill Boulevard and Orange Grove Avenue as the highest priority street for repair
with a Pavement Condition Index (PCI) rating of 37, 100 being best, and zero being
worst. The City annually appropriates approximately $600,000 in Proposition C funding
for arterial street pavement projects. North Baldwin Avenue is an arterial roadway
connecting the Foothill Freeway, Sierra Madre, and northern Arcadia neighborhoods.
Traffic volumes are continuously high and the existing pavement conditions extremely

poor. Records do not show when the last time North Baldwin Avenue was re- paved,
which is a good indication that it is overdue for maintenance. This project will remove
and replace the worst pavement sections and also grind and re -pave the entire street.
The new pavement will include a fiberglass interlayer improving its durability and
extending the life of the pavement.
This segment of Baldwin Avenue is very wide and north of Hampton Road lacks the
striping to define the vehicle lanes. Drivers tend to make two lanes out of one wide
lane, which can be confusing. This project will modify the striping to add a two -way left
turn lane for the entire segment and add a white edge line to clearly delineate one travel
lane in each direction north of Anoakia Lane. A bike lane will be included on each
side of the street in the remaining shoulder area beyond the white edge line. Staff has
coordinated with Caltrans and the City of Sierra Madre on the final striping details as
they impact those jurisdictions at either end of Arcadia's segment. (See Exhibit A for a

DISCUSSION
The project was advertised for bids in November and bids were opened on December 4,
2012. Bids from seven (7) prospective contractors were received with the following

The bid documents have been reviewed for content, and All American Asphalt's
background and recent project history have been investigated for competency. All
American Asphalt just completed the City's Huntington Drive Capacity Improvements
project and did a very good job. Therefore, it has been determined that All American
Asphalt can satisfactorily perform the required work.
It is recommended that the City Council award a contract to All American Asphalt for the
rehabilitation of Baldwin Avenue.
ENVIRONMENTAL IMPACT
The project is categorically exempt per Section 15301 class 1(c) from the requirements
of California Environmental Quality Act (CEQA).

FISCAL IMPACT
Proposition "C" funds in the amount of $600,000 have been approved in the Fiscal Year
2010 -11 Capital Improvement Program to complete this project. Sufficient funding is
budgeted for all project costs.
RECOMMENDATION
Authorize the City Manager to enter into a contract with All American Asphalt in the
amount of $508,000 for the Rehabilitation of Baldwin Avenue and approve a 10%
contingency.
