SUBJECT: AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE A
PRICE AGREEMENT AND OPEN A PURCHASE ORDER WITH
PERFORMANCE TRUCK REPAIR, INC. FOR FIRE APPARATUS
REPAIRS IN THE AMOUNT NOT TO EXCEED $80,000 FOR FISCAL
YEAR 2012 -13

SUMMARY
The Fire Department recently solicited bids for a price agreement for fire apparatus
repairs. Upon reviewing the bid documents, Performance Truck Repair, Inc. was
determined to be the lowest responsible bidder. It is recommended that the City
Council authorize and direct the City Manager to execute a price agreement and open a
purchase order with Performance Truck Repair, Inc. for fire apparatus repairs in the
amount not to exceed $80,000 for Fiscal Year 2012 -13. Funds have been budgeted in
the FY 2012 -13 Fire Department vehicle maintenance accounts.
DISCUSSION
Prior to outsourcing any fire apparatus repairs or maintenance to an outside vendor, the
Fire Department consults with Public Works Services Department Fleet Services. If
Fleet Services determines that the repairs are beyond its scope of expertise or
resources, the Fire Department will send the apparatus to various outside vendors,
depending on the nature of repair. Examples of areas that Fleet Services are not
authorized to repair include the Husky Foam Pump Systems, the Hercules Compressed
Air System, the patented Tak 4 Independent Suspension, and the Waterous Fire Pump.

In October 2012, the Fire Department solicited bids from vendors to simplify the repair
process with the intention of authorizing a single outside vendor to perform all repairs
that Fleet Services are unable to perform. A formal bid requesting a price agreement
was conducted. The following four (4) authorized fire apparatus repair facilities

Upon reviewing the bid documents, Performance Truck Repair, Inc. was determined to
be the lowest responsible bidder.
Performance Truck Repair, Inc. is a reputable vehicle maintenance provider that has
been utilized, with high satisfaction, by Arcadia Public Works Department Fleet
Services, and the Arcadia Fire Department. The Fire Department's past experience with
Performance Truck Repair, Inc. has been positive and the quality of work and service
provided has exceeded our expectations.
Arcadia Fire Department staff research has determined that Performance Truck Repair,
Inc. performs fire department vehicle maintenance on several Los Angeles area
jurisdictions with satisfactory results. Performance Truck Repair, Inc. has several large
contracts with other types of public and private agencies also with satisfactory results.
FISCAL IMPACT
Sufficient funds have been allocated in the FY 2012 -13 Fire Department operating
budget for vehicle maintenance.

RECOMMENDATION
It is recommended the City Council authorize and direct the City Manager to execute a
price agreement and open a purchase order with Performance Truck Repair, Inc. for fire
apparatus repairs in the amount not to exceed $80,000 for Fiscal Year 2012 -13.
