Councilman Don W. Rage Councilman C. Robert Arth PRESENT: ABSENT: Councilmen Arth, Considine, Rage, Helms, Butterworth None MOTION by Councilman Considine, seconded by Councilman Arth and carried unanimously that the following minutes be approved: Regular Meetings Adjourned Regular Meetings Special Meeting January 19, February 2 January 27, February 1 February 5, 1971 HEARING Planning Commission recommendation that the width of automobile parking (Parking stalls be increased to nine feet except in Residential, C-M and M zones. Stalls) The Planning Director explained that a survey revealed the average width t. . of a car was 6' 6" and the maximum width 6' 8" and that the Commission felt (7/ 7_~'1hairPin markings of a minimum of 2' would aid the driver in parking. j~ J Mayor Butterworth declared the hearing open and no one desiring to be heard , the hearing was CLOSED On MOTION by Councilman Considine, seconded by ~,(t~11(, Councilman Rage and carried unanimously. This matter had been continued pending the results of a soil test now underway in the area, hence it will be before Council on March 16. On recommendation of the Planning Commission it was MOVED by Councilman Considine, seconded by Councilman Arth and carried unanimously that the tentative map of Tract No. 29693 (condominium at 1136 Arcadia Avenue) be APPROVED subject to all conditions specified by the Commission, the Water Department and the Department of Public Works. AYES: NOES: ABSENT: Councilmen Arth, Cons~dine, Rage, Helms, Butterworth None None The communication from the local Chamber of Commerce with regard to the request of the El Monte Chamber of Commerce for the installation of airport directional signs at major intersections of Santa Anita Avenue was continued pending further staff investigation. The communication from the local Jaycees was CONTINUED pending further staff investigation. The eye clinic is to be held at the Baldwin Stocker Elementary School on Sunday March 14. I The City Attorney presented, explained the content and read the title of Resolution No. 4187 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA EXPRESSING CONCERN REGARDING THE REQUEST OF THE SOUTHERN CALIFORNIA EDISON COMPANY FOR A SUBSTANTIAL RATE INCREASE." STORM DRAIN BOND ISSUE (Engineering consultants) .d' ././> " , J' . t, ./.. f/ / AYES: NOES: ABSENT: Councilmen Arth, Considine, Rage, Helms, Butterworth None None It was noted in the staff report of January 29, 1971 (on file in the office of the City Clerk) that under the terms of the 1970 Storm Drain Bond Issue I the City is responsible for providing all of the necessary engineering for those projects within the City with the exception of the drain line crossing Lower Azusa Road. Recommendations were made for the retention of engineering consultants therefor. It was MOVED by Councilman Arth, seconded by Councilma ~ Hage and carried on roll call vote as follows that Engineering-Science, Inc., be employed to prepare the plans and specifications for Projects 1450 and 9602, and that Wilsey & Ham be employed to prepare the plans and specifications for Project 9635 and that the Mayor and City Clerk be authorized to execute the agreements in form approved by the City Attorney. AYES: NOES: ABSENT: Councilmen Arth, Considine, Hage, Helms, Butterworth None None On recommendation of the City Manager and Water Manager the work as completed by Barron & Eckhart in the ins tallation of the Baldwin Avenue transmission main was ACCEPTED and final payment authorized in conformance with the contract: AYES: NOES: ABSENT: Councilmen Arth, Considine, Hage, Helms, Butterworth None None A public hearing was scheduled for March 2, 1971 on the proposed Capital Program for the next five years. On MOTION by Councilman Helms, seconded by Councilman Hage and carried unanimously the Communications Study of all systems in the city was accepted in concept set forth in a report prepared in January 1971 by the Adminis- trative Assistant who was commended in his effort. The City Attorney presented Ordinance No. 1424 for the first time, explained in detail its contents and read the title, entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA ADDING CHAPTER 8 TO ARTICLE IV OF THE ARCADIA MUNICIPAL CODE RELATING TO AUTOMATIC TELEPHONE CALLING DEVICES." It was MOVED by Councilman Arth, seconded by Councilman Hage and carried on roll call vote as follows that the reading of the full body of Ordinance No. 1424 be waived and that same be and it is hereby INTRODUCED. AYES: NOES: ABSENT: Councilmen Arth, Considine, Hage, Helms, Butterworth None None The Ordinance was prepared on recommendation of the Fire and Police Chiefs in an effort to control alarm systems. Resolution of regulations will be prepared for consideration at the next regular meeting. ECONOMIC Council received and accepted the job title and duties for an economic COORDINATOR coordinator as outlined in the City Manager's report dated February 12, 1971. (II RESOLUTION NO. 4185 FASHION PARK CONDITION 8 .1'- I,J ,,? 1 CONDITION 8 CONDITION 8e CONDITION 12 CONDITION 16 CONDITION 21 19:7784 On MOTION by Councilman Helms, seconded by Councilman Arth and carried unanimously the request of the West Arcadia Business and Professional Association for permission to hold an "God and His World" exhibit on February 22 - 27 was APPROVED. Insurance coverage to be provided. The City Attorney presented Resolution No. 4185 establishing regulations for certain property at the northeast corner of Huntington Drive and Baldwin Avenue upon its reclassification to the C-2, D and H zones. Review of the conditions foilowed. At issue was whether or not to require Santa Anita Consolidated, Inc., to pay without limitation the cost of designing, ~onstructing or reconstructingl streets and other structures and devices which qouncil determined were necessary for the control of traffic generated by the center. Following this extensive discussion Councilman Helms MOVED to amend the third line of this paragraph to read,"...ICity. Council from time to time, but not exceed in five years from final completion of the project, determines to be required for the accommodation and control of the vehicular traffic which will be generated in whole or in part, by the shopping center." Motion seconded by Councilman Arth and carried on the following roll call vote: AYES: NOES: ABSENT: Councilmen Arth, Hage, Helms Councilmen Considine, Butterworth None Gordon Marlow, 310 W. Camino Real, addressed Council stating in part that he felt underground parking should be required; that residents will face a health hazard due to the large parking area and Council should be more concerned in that regard. Following further discussion on the responsibility of Santa Anita Consolidated, Inc., in the area of street reconstruction, it was MOVED by Councilman Arth, seconded by Councilman Helms and carried on roll call vote as follows that the primary motion on Condition 8 be amended to include in the fifth line after the words "shopping center", the words "provided that dedication of property or the widening of Baldwin Avenue other than as provided in this resolution, shall not be required." AYES: NOES: ABSENT: Councilmen Arth, Hage, Helms, Butterworth Councilman Considine None Eighth line after the words "Traffic routes" add the words "and time schedule". Third line after the words "for all employees" add the words "of the shopping center." Second line after the words "shall be submitted to" add the words "Planning Department II . Following the review by the Planning Director of the Design Overlay indi- cating locations of the proposed facilities and landscaped areas, it was MOVED by Councilman Hage, seconded by Councilman Helms and carried on roll call vote as follows that all of the aforementioned amendments to Resolution No. 4185 be APPROVED. AYES: NOES: ABSENT: Councilmen Arth, Considine, Hage, Helms, Butterworth None None It Was further MOVED by Councilman Hage, seconded by Councilman Butterworth and carried on a 3 to 2 vote as follows that Resolution No. 4185 as amended be ADOPrED: I AYES: NOES: ABSENT: Councilmen Rage, Councilmen Arth, None Helms, Butterworth Considine (Mr. Considine did not concur with the provisions of Condition 8.) Be it noted that this resolution will be effective only if Ordinance No. 1425 is approved by the electorate at the Special Election to be held April 20, 1971. COMMENDATION I/J ~:.-'l r Council concurred in Councilman Helms' commendation to Mayor Butterworth for the manner in which he has presided during the Fashion Park hearings and proceedings.
