CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
MAY 27, 1971
The City Council of the City of Arcadia, California, met in adjourned
regular session on Thursday, May 27, 1971 at 7 p.m. in the Conference
Room of the Arcadia City Hall.

This proposed subdivision for 120 W. Sierra Madre Boulevard was continued
to June 1 by Council at its regular meeting of May 18, 1971, at which time
it was suggested that the matter be reviewed at this session in an
endeavor to formulate definitive guidelines which the developer could
rely upon. The subdivision had been opposed by neighbors and Council was
divided in its conclusions.
Jack B. Weber, the developer, advised that he had made minor changes in
the tentative map which was previously before Council; he displayed an
aerial map of the area and a drawing indicating the location of the
existing trees on the property which he planned to retain, one of which
he would work around by realigning the sidewalk. He stated in part that
he had increased the size of the lots to 9500 sq. ft., that the homes
would sell for around $50,000; that there would be Less density than the
surrounding territory. Some discussion held on Lot 14 which would have
a detached garage. In response to a question he answered that he would
complete the development as he is the designer-builder and construction
is his business.
William Krumm, 1626 Rodeo Road, reiterated his opposition to the sub-
division as presently proposed and suggested an alternative which he felt
would be an improvement as the lot frontages would be increased thereby
reducing the overall plan by one lot.
Councilman Butterworth stated in part that he has not changed his mind
about the tract; that he has reviewed the property; that in his opinion
it highlights a weakness in the city subdivision ordinance and made
reference to another subdivision with 75' lots and its end result of being
completely out of character with the neighborhood. He said he would be in
favor if the tract were reduced to 13 lots.
Councilman Arth reiterated his former concern with the proposed setback
and the backyard area both of which have now been increased; that he could
not see where increasing the width of the lots would solve anything and
expressed his willingness to go along with the tract as it now stands.
Mayor Helms expressed a desire to see the development reduced by one lot.
However, he informed the subdivider and those in attendance that the matter
will be on the June 1 Council agenda for official action.
BUDGET REVIEW SESSION
The City Manager summarized his letter of transmittal of the budget for

the fiscal year 1971-72. It included future programs encompassing the
General Plan, environmental projects, community housing maintenance,
crime control, citizen participation, capital improvements, water system,
fire equipment and personnel costs.
Council reviewed each departmental budget request and recommendation by
the City Manager and the following changes were to be made in the Budget
to be in the office of the City Clerk by June 4, 1971 for public perusal.

Heading "Transferred from Reserve" to be changed to read "Transferred
from Surplus."
City Manager Account 402.71 - increase from $800 to $900 (To provide for 1
additional communication equipment.)
City Attorney Account 403-1- To be reduced from $33,974 to $33,850.
(Change due to replacement of secretary at the starting lower salary.)

Finance Director Account 409-1 - To be reduced from $28,672 to
$28,349. (Change due to new typist clerk at lower salary.)

License Department in Finance Budget Account 410-1 (To be changed from
$12,928 to $12,605. Reduction due to new Typist Clerk at starting
salary. )
Council asked that the Budget reflect "per capita assessed valuation".
This Study Session ADJOURNED at 10:30 p.m. The next Study Session to
be held JUNE 2, 1971 at 7 p.m.
