METROPOLITAN WATER DISTRICT RESOLUTION NO. 4214 ADOPTED fr fS~ " '-' " ' TAX RATE ORDINANCE NO. 1436 f-;rfo1~ IRDINANCE O. 1437 County Park Regulations ~ INTRODUCED 19:7892 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED,REGULAR'MEETING AUGUST 24, 1971 The City Council of the City of Arcadia met in adjourned regular session in the City Hall Conference Room at 7:30 p.m., on August 24, 1971. PRESENT : ABSENT: Councilmen Arth, Butterworth, Considine, Hage Mayor 'Helms Staff submitted a summation of Metropolitan Water District taxes to be levied upon taxable property within the City and noted that the amount of $127,279.09 is due the District on or before December 10, 1971 and $84,852.73 on or before May 10, 1972. Whereupon the City Attorney presented, explained the content and read the title of RESOLUTION No. 4214, entitled:, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA ELECTING TO PAY 50% OF THE 1971-1972 TAXES LEVIED UPON PROPERTY WITHIN THE CITY BY THE METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA. " It was MOVED by Councilman Arth, seconded by Councilman Butterworth that the full reading of Resolution No. 4214 be waived and that same be ADOPTED on roll call vote as follows: AYES: NOES: ABSENT: Councilmen Arth, None Mayor Helms Butterworth, Considine, Hage Staff submitted assessed valuation figures as certified to by the County Auditor-Controller for the current fiscal year, 1971-72. This being the time set aside for the adoption of the City tax rate for said period, the City Attorney presented, explained the content and read the title of ORDINANCE NO. 1436, entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA FIXING THE RATES OF TAXES AND LEVYING TAXES FOR THE FISCAL YEAR 1971-1972." It was MOVED by Councilman Considine, seconded Arth that the full reading of Ordinance be waived and that same be ADOPTED on roll call vote as fo llows: AYES: NOES: ABSENT: Councilmen Arth, Butterworth Considine, Rage None Mayor Helms Extensive discussion held on the contents of an ordinance recommended for adoption which would,by reference)adopt Los Angeles County Ordinance No. 10,309 Articles I, II and III relating to police,regulations applicable to the Arcadia County Park. The proposed ordinance would also amend and add sections to the Arcadia Municipal Code relating to the use of a public address system at said park. The City Attorney then presented and read the title of Ordinance No. 1437, entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA AMENDING SECTION 4510 OF THE ARCADIA MUNICIPAL CODE AND ADDING SECTION 4510.1 THERETO, RELATING TO REGULATIONS OF THE COUNTY PARK." 8-24-71 - 1 - TOWNE CENTRE PURCHASE /. L, LIBRARY // '/... j ,'- ANNEXATION PROPOSAL J;_,rr 19:7893 It was MOVED by Councilman Arth, seconded by Councilman Considine and c'arried on roll call vote as follows, that the reading of the full body of Ordinance No, 1437 be WAIVED and that the same be INTRODUCED. AYES: NOES: ABSENT: Councilmen Arth, None Mayor He Ims Butterworth, Considine, Hage Regulations relating to the noise aspect at other city parks will be considered by Council at a later date. The City Manager explained the request of the purchaser (Union Realco) of City owned land, upon which an 8 story building is being constructed, 1 for permission to discharge its remaining obligation on the purchase price by making a cash payment to be paid no later than August 31, 1971 which would then release the property to the buyer. Council considered the request at length and on MOTION by Councilman Arth, seconded by Councilman Butterworth and carried on roll call vote as follows the City Manager was AUTHORIZED to negotiate with Union Realco for the acceptance of the cash payment with a reasonable discount for payment in advance. AYES: NOES: ABSENT: Councilmen Arth, Butterworth, Considine, Hage None Councilmen Helms '--, Extensive discussion held on a proposed agreement between the Cities of Arcadia, Pasadena and Sierra Madre for the installation and maintenance of a traffic control signal system, highway intersection lighting and street improvements at and on the approaches to the intersection of Michillinda Avenue and Greenhill Road - Orange Grove Avenue. It was the consensus of Council that the signal is urgently needed but concern was expressed that the cost might exceed the estimated figure. Whereupon it was MOVED by Councilman Arth, seconded by Councilman Butterworth and carried on roll call vote as follows that the Agreement be approved providing an addendum thereto is executed which will include provisions for public liability, that the cost to Arcadia shall not exceed $10,200 by more than 15 percent and clarification that the City is not responsi- ble for the cost of any right-of-way acquisition. AYES: NOES: ABSENT: Councilmen Arth, None Mayor Helms Butterworth, Considine, Rage The City Manager advised of a hazardous situation at the Library created by a slick floor in a hallway and that several accidents have occurred some resulting in injuries. He recommended the installation of an all weather type of carpeting. Whereupon it was MOVED by Councilman Considine, seconded by Councilman Arth and carried on roll call vote as follows that 1 the Librarian be authorized to obtain bids and that a contract be awarded for the necessary floor covering; cost not to exceed $900 with funds from the Council Contingency Account. AYES: Councilmen Arth, Butterworth, Considine, Hage NOES: None ABSENT: Mayor Helms The City Manager advised of an annexation in the process by the City of Pasadena of territory bounded by Foothill Boulevard on the north, the center of Colorado Boulevard on the south, Rosemead on the west and Michillinda on the east. ADJOURNMENT TO DATE CERTAIN 1 1 19:7894 Councilman Considine noted he had not received a notice of a meeting on the data system and assumed that as yet none had been scheduled. At 8:40 p.m., the meeting was adjourned to Wednesday, September 1, 1971 at 7:30 p.m., in the Council Chamber.
