HomeMy WebLinkAboutSEPTEMBER 30,1970 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK 19,7921 I PLEDGE OF ALLEGIANCE ROLL CALL HEARING GENERAL PLAN Continued I MINUTES CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING SEPTEMBER 30, 1971 The City Council of the City of Arcadia, California, met in adjourned regular session on Thursday, September 30, 1971 at 7:30 p.m. in the Council Chamber of the Arcadia City Hall. Mayor James R. Helms, Jr. PRESENT: ABSENT, Councilmen Butterworth, Considine, Hage, Helms Councilman Arth May", Helms explained the purpose of this meeting stating in part that in order to devote sufficient time to the proposed General Plan it has become necessary to schedule meetings for its primary and specific consideration, and that the proceedings at this meeting will be on that one subject. The Consultant and Acting Planning Director participated in all of the proceedings. At the meeting of September 16 Council concluded its discussion of items up to and including Land Use Item No. 13 (Acting Planning Director's communication dated September 1, 1971). ITEM 14: West side of Baldwin between Huntington and Hugo Reid indicated on the General Plan as low density residential, zoned R-l and developed with medium density residential 7 to 12 dwelling units per acre. It was noted that the improvements on the west side of Baldwin are all single story residential type apartments. Consensus: Remain as recommended in the General Plan - with the 7 to 12 dwelling units per acre category governing. During the discussion on this item Leo Nicholson, 958 Hugo Reid Drive, was informed the subject area will remain as it is. Any application for two story apartments would require an application for a modifi- cation of the existing zoning variance and a public hearing. This is not a General plan matter but one of zoning which would have to be considered at the time a request is made. ITEM 15, Area on the east side of Santa Anita from the freeway north to Foothill indicated on the General Plan as low density residential, zoned R-3 and currently developed with mixed medium and high density residential. It was noted that at present there are apartments, commercial and professional office uses on Santa Anita. Considerable discussion ensued on this particular area, both east and west sides. It was felt that the area would be subject to pressure for change of zone - what with the freeway on and off ramps making it highly susceptible to change for commercial use. However, commercial would then abut R-l developed property... the present R-3 acts as a buffer for the single family homes. 9 -30-71 - 1 - 19,7922 Consensus: Need for additional data was expressed and the Acting Planning Director will submit expanded reports. ITEM 16: East and west sides of First Avenue between the Foothill Freeway and Foothill Boulevard - indicated on the General Plan as low density residential and zoned R-l, R-2 and R-3 --- currently developed with mixed residential uses. Consensus: Remain as recommended on the General Plan - low density. ITEM 17: Area on the west side of Baldwin from Garibaldi to the southern city limits - indicated on the General Plan as low density residential and zoned R-3 - with mixed residential uses. I Consensus: Recommended that the area be high density residential except existing commercial corners. ITEM 18: Race track property - will be discussed October 27, 1971. ITEM 19: High-rise-zoned areas throughout the city. a. Towne Centre area - east side of Santa Anita north of Huntington to the railroad. Recommended for high rise commercial (no change). It was noted that the west side of Santa Anita would not be desirable for high rise as it would encroach too much on the adjoining low density area (R-l zone). b. South of Huntington to Duarte between Santa Anita and Second. It was noted that the Planning Commission recommend the deletion of the residential 'H' zone entirely from this area. Planning Department will initiate proceedings for the deletion which will afford the property owners in the subject area an opportunity to be heard. c. West Arcadia high rise. Planning Department to deline- ate areas which they would recommend for retention of the 'H' zone. Commercial only. ITEM 20: East and west sides of.Naomi from Baldwin to Lovell. Area is zoned R-l with conditional commercial zoning. The area has deteriorated during the years due to the hope of the property owners for the establishment of some total commercial use. However, due to recent developments, this liklihood is almost remote. I Consensus: Area should be zoned R-2 on the north side of Naomi and R-l on the south. (Council was not unanimous on this. Councilman Butterworth felt it should be R-3 on both sides with R-2 closer to Lovell.) Mayor Helms announced that at the next meeting on the General Plan (October 20) the area at the southeast corner of Michillinda and Colorado will be reviewed. Interested parties to be notified.
