ADJOURNED. REGULAR MEETING
NOVEMBER 11, 1971
The City Council of the City of Arcadia, California met in adjourned
regular session on. Thursday, November 11, 1971 at 7:30 p.m. in the
Council Chamber of the Arcadia City Hall.

Council continued its deliberations on the proposed General Plan.
Items to be discussed were placed on the agenda by the Planning
Director.
ITEM 3:
Area north of the lower "Y" near the Flood Control Channel
indicated on the General Plan as highway related commercial
uses. It is currently zoned R-3 and developed with pro-
fessional offices and hotel/motel uses, a church and a
vacant corner at the present time.
The Planning Director recommended retention of the present zoning
and recommended designation for hotel/motel commercial use similar to
that recommended for the west side of Santa Anita Avenue between the
Freeway and Foothill Boulevard. He noted that most of the improvements
are permitted by zone variances and are probably nonconforming. He
did feel that the east side of Santa Rosa Avenue (small portion) should
be indicated as R-l low density residential.
CONSENSUS: No change in the underlying zoning. Area to remain R-3
with thrust toward a conditionally planned commercial
development with hotel/motel complex and professional
offices in mind. The small portion of Santa Rosa to be
indicated as R-l.
ITEM 12: Area east of Santa Anita south of the Foothill Freeway
indicated on the General Plan as high density residential.
It is zoned M-l and developed with mixed low to high
density residential - single family dwellings, duplexes,
apartments and some commercial.
The Planning Director explained the locations of the various im-
provements and noted that the Planning Commission had recommended
the entire area be classified as high density residential, however,
he was of the opinion that the so called triangle north of Colorado
should be designated for hotel/motel and related uses; that the area
south of Colorado be designated as industrial. That area is
currently developed with mixed residential.
Stan Eisner, Planning Consultant, recommended that everything north
of La Porte be high density residential; that everything south of
La Porte be industrial.
This recommendation was based on present developments. He observed
that La Porte is a good breaking point and that development could

take place with Council to have control of design to protect the high
density to the north of La Porte and that in his opinion this would
work to the advantage of the community and the property owners.
John Gascoyne, 610 N. Santa Anita, spoke at length concerning possible
development of the area and exhibited drawings along with a presen-
tation of a new concept for which he felt an investor could be
obtained. He cited some instances of deterioration and commented
that it could spread to other portions of the area. He felt that
with the freeway on one side and the railroad on the other investors
of substance would not be interested. He also felt that it would be
too restrictive to require the area to develop all at one time and
that he did not favor the proposed hotel/motel type of improvement for
the approximately 8 acres under discussion and that if the present M-l
zoning is removed in favor of R-3 the property owners would suffer.
Bernard Purves, 604 N. Santa Anita, concurred with the plan presented
by Mr. Gascoyne, as did Lee Banks, 600 N. Santa Anita. Both property
owners indicated their efforts to develop their. land but to no avail
thus far.

Council expressed appreciation to Mr. Gascoyne for his interest in
preparing and submitting the plan.
CONSENSUS: This area will be considered again at the next meeting
on the General Plan.
ITEM 19: Existing or future areas zoned for high rise in the West
Arcadia (Hub) area.
The Planning Director indicated on a map the areas zoned for high rise,
those suitable in his opinion for high rise buildings and those already
so developed. He noted parking problems which would be encountered in
some high rise developments and specifically cited Naomi Avenue.
Areas which he felt should be removed from the H zone were indicated.
He also explained that under the existing regulations high rise
buildings could be constructed side by side, blocking any view from
each building,and suggested reviewing the ordinances in an endeavor
to require high rise buildings to be constructed in such a manner that
this does not occur.
Council then turned its attention to the future of both sides of Naomi
Avenue between Baldwin and Lovell which it recently proposed to be
zoned R-2 on the north side and R-l on the south side. Considerable
discussion ensued on the present zoning which is R-l. However,
Councilmen Butterworth and Considine recalled that a conditional
commercial zoning was placed on the property some years ago and asked
that the records be researched in this regard.
Mary Leupold, owner of property at 663 Naomi, referred to a conditional
commercial use which was placed on the property some time ago and stated
in part that endeavors have been made to develop the area under -that
use but she had been unable to receive any assistance. She also
referred to a "for sale" sign which indicates the property could be
developed commercially. This sign is located on the rear of property
on the north side of Naomi facing the driveway into the Bank of
America parking lot. She also observed that with the advent of
Fashion Park certain commercial enterprises will want to locate in the
West Arcadia area and felt that the north side especially will be
needed for commercial development and noted the lack of adequate
parking even for the existing businesses.

Ted Royer, 606 W. Naomi, spoke to the deterioration which is taking
place on Naomi. He felt a review of the provisional zoning to

commercial was correct and should be continued. It was suggested that
the Economic Coordinator be contacted in the City Hall..that it is
part of his assignment to assist in property development.
Council continued its deliberations on Naomi Avenue pending review of
the records.
High rise in West. Arcadia was once more considered. It was felt that
the west side of Baldwin north of Duarte Road could be improved but
the existing buildings probably will remain for a number of years.
It was noted in part that an 'H' structure does not have to be 8
stories - it could be anything between 2 and 8 stories. Specific
areas suitable for such development were explored. It was the con-
sensus that the H zone remain except for the portion under discussion
concerning Naomi Avenue. Be it noted that all zone changes require
public hearings.
It was MOVED by Councilman Hage that it be the intent of the Council
to leave the H zone as it is in the commercial area of West Arcadia,
and to have it so indicated in the General Plan. Motion seconded by
Councilman Butterworth and carried unanimously. The Planning Department
will now proceed with the task of removing residential areas from the
H zone.
