MINUTES
CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR,MEETING
NOVEMBER 23, 1971
The City Council of the City of Arcadia met in adjourned regular
session on Tuesday November 23~ 1971 at 7:30 p.m. in the Conference
Room of the Arcadia City Hall.
PRESENT: Councilmen Arth, Butterworth at 8:l0 p.m., Considine,
Hage, Helms
ABSENT: None
Council continued its study of the proposed General Plan with the
review of traffic circulation and designation of streets into specific
categories depending on the traffic load. Council felt that a number
of arterials should be kept at a minimum refraining from turning
residential streets into heavily traveled thoroughfares.
The following categories were noted:
Major arterials carry more than l5,000 vehicles per day, secondary
arterials between lO,OOO and l5,000 vehicles per day and collector
streets 5,000 to lO,OOO vehicles per day.
CONSENSUS: That streets be categorically designated as follows and as
indicated in the General Plan:
MAJOR ARTERIALS: Foothill Boulevard, Colorado Boulevard, Huntington
Drive, Duarte Road, Las Tunas, Live Oak, Sunset
Boulevard, Santa Anita, Peck Road and Baldwin,
south of Foothill Boulevard.
SECONDARY ARTERIALS: Sierra Madre Boulevard, Colorado Boulevard
east of Colorado Place, Lower Azusa Road,
Michillinda and Baldwin, north of Foothill.
COLLECTOR STREETS: El Monte, Holly, Mayflower, Longden, Camino
Real, Second, Sixth, Tenth, Hugo Reid, Highland
Oaks and Orange Grove.
It was noted that the County is considering the extension of Holly
from the city limits south to connect with Valley Boulevard. The
Director of Public Works will keep abreast of this possibility.
Discussion held on the traffic generated on Holly during the race
season and the desire to retain that street in its present status -
and not let it become a major arterial.
TRUCK ROUTES: It was felt that an effort should be made to keep
trucks from using all streets as travel ways other than for local
deliveries. Streets designated for this type of transportation
include the following:
East/West: Foothill Boulevard, Colorado Street,
Huntington Drive and Huntington Place,
Duarte Road, Live Oak and Las Tunas
Drive.
North/South:Baldwin, Santa Anita north to Foothill
Boulevard.

The need for additional truck r,o~,t.~,s for the north/south bound trucks
expressed. The possibility of gross weight limitation was explored
which could serve to remove the heaviest trucks from Duarte Road and
on to other major arterials which are less populated with residences.
It was noted that residents on Duarte Road have requested some
reduction or elimination of the heavy transports. The Director of
Public Works will consult with the Chief of Police in this regard and
report back to Council.
In response to an inquiry from the audience the Director of Public
Works will ascertain what can be done to improve the manner in which
left turns are designated and maneuvered at the intersection of
Baldwin and Huntington.

Reference was made to/recent legislation conc~rning bike routes.
TRANSIT PLAN: It was noted that the city is currently served by
5 bus lines connecting with Monrovia, Glendora, Pomona, Pasadena and
Los Angeles. The need for service in specific areas discussed. The
Rapid Transit District will be asked whether or not a charter type
of service would be available ---- on a non-stop regular basis. The
need for a bus terminal also explored.
SIDEWALK CONCEPT: The importance of sidewalks was stressed for the
protection of the older person and for the safety of school children.
Discussion held on a city policy of requiring sidewalks in an entire
block when half of that block was so improved. Costs of same to the
property owner submitted by the Director of Public Works.
CONSENSUS: That the current status of sidewalks be indicated
in the General Plan; the mandatory type of installation i.e.,
around schools. Areas m priority to also be included. Mayor Helms
observed that he would like to see some of the capital improvement
funds, earmarked for sidewalks, put into a fund for a civic
auditorium. Discussion held in this regard~ Council will be provided
with a tentative schedule for a bond election should a decision be
made in this direction.
ITEM 22: Area bounded by the high school on the west, Campus
Drive on the north, Santa Anita on the east and Duarte
Road on the south - indicated on the General Plan as a
public facility, now C-2, .and developed with mixed
residential and commercial uses.
Considerable discussion held on this particular area which is a
valuable piece of property. It was the consensus of a majority of 1
the Council that it should have uses other than a designation of
publiC facility inasmuch as the City has no plans for its
acquisition; that the owner of the property would be paying taxes
on property he could not develop. Councilman Considine observed in
part that he was opposed to its present zoning, C-2, and submitted
the possibility of a C-O designation with such uses as medical and
professional offices, however, he felt that the public facility
designation is the best use of the land and suggested other uses of
a public or semi-public nature such as schools and churches. The
Planning Director was instructed to study alternative uses in
addition to the public facility category, and report back.
