CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
DECEMBER 23, 1971

The City Council of the City of Arcadia, met in adjourned regular
session on Thursday, December 23, 1971 at 6:00 p.m. in the Council
Chamber of the Arcadia City Hall.

BOND
ELECTION
Mayor Pro Tempore Hage advised of the purpose for this meeting - to
proceed with the adoption of the necessary documents in connection
with a bond election which will be placed before the electorate
February 29, 1972. The voters will be asked to approve or reject
two bond issues. One for expanded police facilities in the amount
of $500,000 and one for a community recreation center in the amount
of $1,000,000.
ADOPTED
The City Attorney presented Resolution No. 4229, explained the content
and read the title of Resolution No. 4229, entitled: "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, REQUESTING
THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO PERMIT THE
REGISTRAR OF VOTERS OF SAID COUNTY TO RENDER SPECIFIED SERVICES TO
THE CITY RELATING TO THE CONDUCT OF A SPECIAL ELECTION TO BE HELD
IN SAID CITY ON FEBRUARY 29, 1972."

It was MOVED by Councilman Butterworth, seconded by Councilman Arth
and carried on roll call vote as follows that the full reading of
Resolution No. 4229 be WAIVED and that same be ADOPTED.

RESOLUTION
NO. 4227
The City Attorney presented Resolution No. 4227, explained the content
and read the title of Resolution No. 4227, entitled: "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DETERMINING
THAT THE PUBLIC INTEREST AND NECESSITY DEMAND THE ACQUISITION AND
CONSTRUCTION OF CERTAIN MUNICIPAL IMPROVEMENTS AND MAKING FINDINGS
RELATING THERETO."

It was MOVED by Councilman Considine, seconded by Councilman
Butterworth and carried on roll call vote as follows that the full
reading of Resolution No. 4227 be WAIVED and that same be ADOPTED.

The City Attorney presented for the first time, explained the content
and read the title of Ordinance No. 1445, entitled: "AN ORDINANCE

OF THE CITY OF ARCADIA, CALIFORNIA, ORDERING, CALLING, PROVIDING FOR
AND GIVING NOTICE'OF A SPECIAL ELECTION TO BE HELD IN SAID CITY ON
FEBRUARY 29, 1972, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED
VOTERS OF SAID CITY PROPOSITIONS TO INCUR BONDED INDEBTEDNESS BY
SAID CITY FOR CERTAIN MUNICIPAL IMPROVEMENTS."
It was MOVED by Councilman Considine, seconded by Councilman
Butterworth and carried on roll call vote as follows that the reading
of the full body of Ordinance No. 1445 be waived:

It was noted that the measures will be separated on the ballot thus
giving the voting public the right to make its selection for one or
the other or both.
Mayor Helms arrived at 6:15 p.m. Was delayed due to a freeway traffic
tie-up.
It was then further MOVED by Councilman Considine, seconded by
Councilman Butterworth and carried on roll call vote as follows that
Ordinance No. 1445 be and it is hereby INTRODUCED.

Mayor Helms indicated that his vote would have been "AYE" had he
been able to be present when Resolution Nos. 4229 and 4227 were
adopted, also for the waiving of the reading of Ordinance No. 1445.
The City Attorney presented Resolution No. 4228, explained the content
and read the title of Resolution No. 4228, entitled: "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AUTHORIZING
CERTAIN OF ITS MEMBERS TO FILE A WRITTEN ARGUMENT FOR CERTAIN CITY
MEASURES."
It was MOVED by Councilman Butterworth, seconded by Councilman
Considine and carried on roll call vote as follows that the full
reading of Resolution No. 4228 be WAIVED and that same be ADOPTED.

The City Clerk advised the dates she will receive arguments for and
against the propositions will be - January 4 to Januari 19 at 5 p.m.
1972. Notices will be posted in compliance with Section 5013
Elections Code.
