ADJOURNED REGULAR MEETING
JUNE 29, 1972
The City Council of the City of Arcadia met in an adjourned regular
session on Thursday June 29, 1972 at 7:30 p.m. in the Council Chamber
of the Arcadia City Hall.

CONTINUED. The City Manager advised that Memoranda of Agreement with the
four employee organizations had been executed, i.e., with the Arcadia
Firefighters' Association, the American Federation of State, County and
Municipal Employees, the Arcadia Police Association and the Arcadia
Employees' Association and that the appropriate resolutions had been
prepared for Council consideration.
The City Attorney presented, explained the content and read the title of
Resolution No. 4269, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA ESTABLISHING A COMPENSATION PLAN FOR CERTAIN CLASSIFICATIONS
IN THE POLICE DEPARTMENT FOR THE PERIOD FROM JULY 1, 1972 THROUGH JUNE 30,
1974.
It was MOVED by Councilman Helms, seconded by Councilman Butterworth and
carried-on-roll call vote as follows that the reading of the full body of
Resolution No. 4269 be WAIVED and that same be ADOPTED.

The City Attorney presented, explained the content and read the title of
Resolution No. 4270, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA ESTABLISHING A COMPENSATION PLAN FOR CERTAIN CLASSIFICATIONS
REPRESENTED BY A.F.S.C.M.E. FOR THE PERIOD JULY 1, 1972 THROUGH JUNE
30, 1973."
It was MOVED by Councilman Butterworth, seconded by Councilman Helms and
carried-on-roll call vote as follows that the reading of the full body of
Resolution No. 4270 be WAIVED and that same be ADOPTED.

Councilman Helms spoke to adjustments in certain personnel salaries covered
in Resolution No. 4270 due to the situation a year ago; that an endeavor was
being made to catch up in those areas.
The City Attorney presented, explained the contant and read the title of
Resolution No. 4271 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA ESTABLISHING A COMPENSATION PLAN FOR CERTAIN CLASSIFICATIONS RE-
PRESENTED BY THE ARCADIA CITY EMPLOYEES ASSOCIATION FOR THE PERIOD FROM JULY
1, 1972 THROUGH JUNE 30, 1973."
It was MOVED by Councilman Helms, seconded by Councilman Butterworth and carried
on roll call vote as follows that the reading of the full body of Resolution
No. 4271 be WAIVED and that same be ADOPTED.

The City Attorney presented, explained the content and read the title of
Resolution No. 4272, entitled: "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA ESTABLISHING SALARIES FOR CERTAIN CITY EMPLOYEES
INCLUDING PART TIME AND HOURLY RATED POSITIONS FOR THE 1972-73 FISCAL
YEAR."
It was MOVED by Councilman Butterworth, seconded by Councilman Helms and
carried on roll call vote as follows that the reading of the full body
of Resolution No. 4272 be WAIVED and that same be ADOPTED.

On MOTION by Councilman Helms, seconded by Councilman Butterworth and
carried unanimously the hearing was CLOSED.
Councilman Butterworth then MOVED to adopt the 1972-73 Budget as AMENDED.

At the regular meeting of June 20 Council continued the matter of
carpeting the adult area of the City Library and requested staff to
review the bids to ascertain if any guarantee were provided. This was
brought about due to the lack of wear of the carpeting installed just
two years in another area of the library. The City Manager advised
that staff has been informed that a carpet company will not guarantee
the length of service from a carpet as the amount of wear is unknown
however it is possible to obtain a two year guarantee for the workmanship
in the installation. He recommended the award of contract to the low
bidder:

It was MOVED by Councilman Helms, seconded by Councilman Butterworth
and carried on roll call vote as follows that the contract be awarded
to Rounds Floor Covering in the amount of $13,864.03; that all other
bids be rejected and that any irregularities or informalities in the bids
or bidding process be waived. Funds are available in the 1971-72 budget
in Account 460.70 in the amount of $3,200 and in the 1972-73 Budget
in Capital Improvements Account in the amount of $12,775.

Discussion ensued with the Librarian who explored the results of the
steam cleaning of the carpet which was installed two years ago; that
the appearance has been improved however bare spots are noticeable
particularly at the seams and it was submitted that there might be some
recourse for the city. The City Attorney will check with the company
in this regard.
This matter will appear on the agenda for the next regular council meeting,
July 5, at which time staff will submit reports. It was, noted that the
public hearing will be held August 1.

Request of PATH for permission to hold a rock concert in the Cinemaland
Theatre July 4 from 2 p.m. to 5 p.m. It was MOVED by Councilman Helms,
seconded by Councilman Butterworth and carried unanimously that the
request be granted subject to reasonable regulations to be imposed
by the City Manager with respect to safety.
