CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
JANUARY 21,1997
The City Council met in an adjourned regular meeting on Tuesday, January 21, 1997 at 6:00
p,m, in the Conference Room of the City Council Chambers,
PRESENT Councilmembers Chang, Harbicht, Kovacic, Young, and Kuhn
ABSENT: None
REPORT AND DISCUSSION REGARDING THE POSSIBLE FORMATION OF
A CENTENNIAL CELEBRATION COMMITTEE
On August 5, 2003, the City of Arcadia will celebrate its 100th anniversary, The City Council
has indicated an interest in organizing a centennial celebration to commemorate the occasion.
Staff has reviewed centennial events in other communities and found there were many variations,
from year-long celebrations to just the last few weeks or the weekend of the actual anniversary,
Ce~tennial committees consisted of from 25 to 150 volunteers, The Community Relations
Officer, Cindy Rowe, noted that the committee for the City of Arcadia's Diamond Jubilee in 197&
consisted of volunteers from the Chamber of Commerce, and information regarding the
celebration is available from the General Chairman of that event. Mayor Kuhn and
Councilmember Young thought that 25 committee members was enough to start with, Mayor
Pro tem Harbicht commented he was thinking in terms of a steering committee composed of
seven members, and a committee of 25 members, Councilmember Young thought the steering
committee could be even larger, perhaps eleven to fifteen members, so that each person would
not have too many jobs to handle, Council member Chang commented that a committee
consisting of 25 members is not a bad idea, Then it could be decided how many subcommittees
would be necessary, Chairmen of the subcommittees could serve as the steering committee,
Council member Kovacic olTered a suggestion that the 25 committee members might consist of
personnel from various City departments, the Arboretum, Historical Society, service clubs. the
School District, business organizations, senior citizens, and two appointed by each
Councilmember. Councilmember Young felt that senior citizens should be included because
some of them have lived in town a long time and have historic information,
Mayor Pro tem Harbicht statcd he would like to see a year-long celebration, with events
scheduled throughout the year. Perhaps the steering committee might recruit other organizations
in the City, such as the PT A council, service clubs, and churches, which could take on projects
within their expertise to take place throughout the year. In this way, the committee would not
have to form subcommittees to handle e\'ef)1hing, Council member Kovacic agreed this was
another option, His suggestion of selecting committee members from various City departments
and organizations was to get a cross sectiou of the City, Councilmember Chang felt that a 25-
member committee representing each section of the community was a very good idea,
Councilmember Young commented she would like to have the steering committee follow through
with what Council would like to have done, Council member Kovacic stated although Council
would like to have some control over the committee, he would prefer the committee-at-Iarge be
rcsponsible for enlisting the support of volunteers and the jobs they will do. Mayor Pro tern
Harbicht felt that a steering committee of about 15 would be better than 25,
Mayor Pro tem Harbicht suggested that the first charge of the committee would be to study what
other cities ha\'e done, survey others in the community, and come up with a long list of things
which could be done to celebrate the City's centennial. A first draft of ideas could then be
presented to Council at a study session for their input. Other ideas presented by Council
included:

Banners placed throughout the City and paid for by various families or businesses, such as
the City of Monrovia did for their centennial celebration, The name of the sponsor family
or business would be at the bottom of the banner, and at the end of the centennial year the
banner would be presented to the sponsor,

Turn to the Historical Society for an omlor video history from people who remember
Arcadia in the old days,
Have a parade,
Promote the Fire Department's annual pancake breakfast as a centennial pancake breakfast.
Give the steering committee the status of a temporary commission, which will assert that
the City has authority over what they are doing and will give authority to the committee,
Have a secretary of the committee to keep records,
A tennis and golf tournament.
After Council adopts a resolution creating the centennial commission, issue a press release
calling for volunteers, Select 15 or so for a steering committee; the other volunteers may be
called upon for their help, Create an application which would ask applicants for
information such as their age, how long they have lived in Arcadia, any special interests or
talents they have, etc,
It was agreed that the committee would select its own chairperson, The City Manager suggested
that, initially, Cindy Rowe, the Community Relations Officer, could help staff the committee of
15, Staff may then be added or subtracted as needed, City staff could also provide the initial
secretarial support until such time as the committee can take it over, It was agreed that the I
Council, as a group, would appoint the 15 committee members, Mayor Pro tem Harbicht
suggested Council could review applications to select some older people, some younger,
representatives from the Chinese community, people active in service clubs, the PT A, etc.
Councilmember Chang suggested this committee report their activities to the Council every few
months or so, The City Attorney commented that the committee would fall under the rules of the
Brown Act, and would have to produce an agenda and have open meetings, Mayor Pro tem
Harbicht suggested the committee might periodically send news to all those who volunteered,
informing them of what the committee is doing and telling them they may be needed to help in
the future, Council also agreed that Having a Council liaison would be helpful; other City
boards and commissions may come up with ideas for special centennial events; perhaps the Race
Track would be interested in having a horse show, or bringing back the Breeder's Cup in the
centennial year; the Arboretum may want to tie in its annual flower show to the centennial
celebration,
Council concurred that staff be directed to draft a resolution for Council's review regarding the
formation of a centennial commission with gencral guidelincs and appointment procedures, It
was suggestcd that staff also draft a press release and give some thought to an application form,
The City's anniversary date of August 5, 1997, was proposcd as an official kick-off date,
