She expressed appreciation to Council- member Chang, liaison to the Commission; and City employees Linda Garcia, Melissa Ornelas, and Corky Nicholson for their assistance to the Commission. PROCLAMA- TION - SCHOOL BD. RECOGNITION MONTH NATIONAL NOTARY OF TIIE YEAR (Elvin Pate) 4. 39: 0013 PRESENTATIONS Mayor Kuhn introduced the Superintendent of Schools and School Board members. As part of the State's School Board Recognition Month activities, Council recognizes the Board for its countless hours of service on behalf of Arcndia students. Mnyor Kuhn expressed npprecintion to Arcadia Board members, District ndministrators, nnd tenchers. On behnlf of the City Council and the citizens of Arcndin, Mnyor Kuhn proclnimed Jnnuary as School Board Recognition Month in Arcadin. She thnnked the School Bonrd members for their commitment nnd devotion to Arcndia students and for working hnrd to mnintain a high stnndard of excellence in Arcadia schools. On behnlf of the City of Arcndia, Mnyor Kuhn presented a Mnyor's Certificate of Commendation to Elvin Pate, Arcadia resident nnd 1997 National Notnry of the Year, in recognition of outstanding service and achievement. For the pnst four years, Mr. Pate has provided free notary services to senior citizens in Arcndin, Monrovin, Sierra Mndre, and Rosemead, and has worked with the Department of Motor Vehicles to establish an easy way for seniors to receive State identification cards. RESOLUTION NO. 5975 (ADOPTED) :39: 0014 PUBLIC HEARINGS Consideration of report and recommendation to adopt Resolution No. 5975, authorizing the Arcadia Police Department to use $121,149 of funds allocated from Assembly Bill 3229 for the purpose offront line police scrvices. At the Council meeting on December 17. 1996, the Chief of Police made a presentation to Council with proposals for use of the funds. Council approved two of four recommendations--a S. \V.A. T. logistics vehicle and a court liaison cadet position-and asked for additional information with regard to a Crime Analysis Unit. The Police Chief presented a stafT report containing information on other items which were considered, and additional information on a Crime Analysis Unit. It is his belief that the Crime Analysis Unit will be of great benefit in making the City a safer community. The Police Chief answered questions from Council. In response to Councilmember Chang's concern that funding for a Crime Analysis Unit may not be available next year and a volunteer may have to fill the position, the Police Chief stated that a volunteer will be working with the Crime Analyst and learning the system. Mayor Kuhn declared the public hearing to be OPEN. No one desiring to be heard, the public hearing was CLOSED on MOTION by Mayor Pro tern Harbicht, seconded by Councilmember Chang, and CARRIED. It was Councihnember Kovacic's opinion that expenditure for a Crime Analysis Unit would be in the best interests of the Police Department. Mayor Pro tern Harbicht stated that he is still not convinced of the need for a Crime Analysis Unit. The supplemental report contains statistical information from the City of Tempe, Arizona, Police Department. However, he does not see anything in the report which might have a major impact on the ability to fight crime in Arcadia. Council member Young agreed. Both Council members expressed concern over what will happen if there is no money available in the future to continue the Crime Analysis Unit. Councilmember Kovacic felt it is relevant that many neighboring cities have a Crime Analysis Unit, and he feels that Arcadia should at least keep up with such technology. Mayor Kuhn agreed, and wondered if the City could keep up without the technology. Councilmember Chang noted that since establishing a Crime Analysis Unit, the City of Monrovia experienced a 41% reduction in Part I crimes, which are homicide, rape. assault, robbery, burglary, and auto theft. The Police Chief stated that crime statistics can also be obtained from other cities which use the Crime Analysis Unit. The Polite Chief explained that a Crime Analysis Unit is the only way to determine where problems are in the City by tracking the crimes, the arrests, and the complaints in a data base and showing on a map where the criminals are and then deploying resources to that area. It was MOVED by Councilmember Chang, seconded by Councilmember Young, and CARRIED on roll tall vote as follows to AUTHORIZE expcnditure of $70,000 for a Crime Analysis Unit, and to ADOPT Resolution No. 5975. entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING RESOLUTION NO. 5955 AUTHORIZING THE ARCADIA POLICE DEPARTMENT TO USE FUNDS ALLOCATED FROM ASSEMBLY BILL 3229 FOR THE PURPOSE OF 'FRONT LINE POLICE SERVICES'." Constitution Team) (Election spending limits) 39:0015 In response to Councilmember Young's question about future budgeting for the Unit, the Police Chief explained the biggest expenditure is in start-up costs; after that, all that is needed is I someone to keep the data flowing into the system. The position of Crime Analyst is a temporary one which is paid hourly. The Police Chief stated that the Senate has already begun the process of getting next year's appropriation of AB 3229, and it is very promising that the City will receive the same amount next year. AUDIENCE PARTICIPATION Lvnne Eodice, Arcadia editor of the Sierra Madre News, stated in part that as of January 31 she will no longer be with the newspaper. She said the City has been wonderful, and expressed her thanks to the community. Warren Shaw, 1635 South Third Avenue, spoke in part of the history of the construction of the Senior Citizens Center, and how it became known as the Arcadia Community Center. With reference to the use policy on tonight's agenda, Mr. Shaw noted that current policy is that seniors use the Community Center Monday through Friday from 8 a.m. to 4 p.m., and he feels there should be no encroachment on those hours. The City of Arcadia is composed of 26.3% senior citizens. An average of 260 seniors use the center daily in organized activities; others come in to play cards, etc. In addition, approximately 13,000 servite units are provided to seniors per month, which includes answering questions, giving tax assistance, etc. If the policy with reference to senior citizens is changed, it would be a great disservice to the seniors in this City. Arthur Powers, 900 Kingsley Drive, Chairman of the Arcadia Senior Citizens Commission, stated in part that he agrees with comments made by Warren Shaw. The existing Community Center use policy performs a fine service for all citizens, including seniors, and he believes the policy should not be changed, I MA TIERS FROM ELECTED OFFICIALS Council member Young reported that on Saturday she rode on the Regio Sprinter, a diesel powered rail car which traveled between Arcadia and Claremont in a demonstration of the future of rail transportation. The train was comfortable, and had bicycle racks and wheelchair avail- ability. Council member Young reported that Jack Saelid, former Arcadia Mayor and Countilmember, is quite ill. He has been in a Seattle hospital for a month, and is expected to remain for about a month longer while he recuperates and goes through therapy. Council member Kovacic congratulatea former Arcadia Mayor and Council member George Fasching and those who planned and put together the dedication of Dennis Lojeski Field at Eisenhower Park. He oITered special accolades to Recreation Director Jerry Collins, Mayor Kuhn, City Manager Bill Kelly, Police Chief Garner, and Janet Lojeski for their contributions and speeches. For the ninth straight year, the Arcadia High School Constitution Team has won the Regional Finals. As a volunteer coach, Councilmember Kovacic wishes them the best of luck as they continue on to the Slate Finals and their goal, the National Finals in Washington, D.C. Councilmember Kovacic noted that one of seven goals which he listed for the City for 1997 was adoption of spending limits in future CiLy Council elecLions. He proposed that the City Manager be authorized to study and report to Council regarding adoption of such spending limits. Mayor Kuhn and Councilmember Young supported the idea. The speakers were excellent; it was something that will always be remembered. Council member Chang commented that he has met Jack Saelid, former Arcadia Council member. who is in the hospital. He asked that Mayor Kuhn send a get-well card and letter to Mr. Saelid on behalf of the Council. Council member Chang congratulated Council member Kovacic for his efforts as coach of the Arcadia High School Constitution Team, and commended the other coaches, as well. Council member Chang offered congratulations to the winners of the Holiday Home Decoration Awards. He mentioned that his family has lived in two different homes in Arcadia since moving here and they have both been winners of Arcadia Beautiful awards, for which he gives credit to his wife, Min Mey. Councilmember Chang read from a letter by County Supervisor Mike Antonovich which offered inspirational thoughts for the new year. Council member Chang wished evel)'one happiness, prosperity, love. joy, and peace in the new year. Councilmember Chang announced he is sponsoring a free class for those who wish to learn more about the American Constitution, and American history, culture, language, etc. The class will be held at the Arcadia Chinese School, and will moye to the Library Conference Room in February. Councilmember Chang reiterated his opinion that the City needs a new police building. The present building is not large enough, and is deficient in ADA requirements, electrical systems, etc. The City Manager noted that the matter of a new police facility is scheduled for discussion at the February 18, 1997, Council meeting. Councilmember Chang spoke of the method of selecting a Mayor, He believes that the current system, whereby Council members elcct a Mayor, creates tension and has deficiencies in that not everyone on the Council may be elected Mayor. He suggested Council discuss the issue of Mayor selection, and possibly changing to a rotation system. Council member Kovacic agreed to study the proposal. There was no third assenting vote. Councilmember Chang read the names of ten doctors, including himself, who are friends of the Arcadia Chinese-American Association and donated $100 each to the Arcadia Public Library for the purchase of 85 \'olumes of books about Taiwanese culture. HARB1CHT As Alternate Director to the Water Quality Authority Board, Mayor Pro tern Harbicht related (Issues relating some of the issues being discussed at Board meetings. Director Larl)' Glenn of Glendora is opposed to the increase, as is the City of Arcadia. The Water Quality Authority is an agency which will cease to be in effect in three or four years, and Mayor Pro tern Harbicht questions its proposed budget increase for tuition reimbursement to its employees. (City's possible takeover of County park) Referring to the County's desire to have cities take over the maintenance of County parks, Mayor Pro tern Harbicht stated that the City has not wanted to acquire County Park unless it included the revenue-producing golf course. Howeyer, in preparation for the possibility that the City may someday have to take over the park rather than haye County abandon it, Mayor Pro tern Harbicht suggested the Recreation Commission look into various alternatives for the park which might produce revenue for the City to help pay for its maintenance. MINUTE APPROVAL (Dec. 17, 1996) ADIOURN- MENT 10. 39:0017 studied would be converting a large part of the park to soccer fields, and perhaps an indoor roller hockey facility and indoor soccer facility, along with more softball diamonds. A concessionaire I could do the construction and run the entire operation, charging to a fee use the fields. Rent collected may allow the City to maintain the park. Mayor Kuhn and Councilmembers Chang, Kovacic,and Young concurred this would be a good idea, and agreed not to give up on the idea of also taking the golf course, if possible. Mayor Kuhn announced that on Ianuary II the family and friends of Russell Simon had a plaque dedication ceremony on the southwest corner of Santa Anita Park at Huntington Drive. It was a beautiful ceremony. Dedication of Lojeski Field at Eisenhower Park was held on Sunday, Ianuary 12. Mayor Kuhn thanked the City of Monrovia for its donation of a tree and plaque in honor of the late Council member. Mayor Kuhn reported that at a 40th anniversary dinner celebration of the Arcadia Elk's Lodge, she learned that former Mayor Iim Helms is the Number One charter member. Mayor Kuhn thanked the Elks for their many philanthropic contributions, and their support of the City's Fire and Police Departments. Mayor Kuhn announced the Boards and Commissions Appreciation Dinner will be held on February 26. The Mayor's Prayer Breakfast will be on Good Friday, March 28, and tomorrow Mayor Kuhn will be in her office from 9 a.m. to 12 noon to receive visitors. City Clerk Iune Alford questioned Council member Kovacic's comments regarding election spending limits. The City Manager clarified that Councilmember Kovacic was referring to candidates' spending. Mayor Pro tern Harbieht asked what the Upper Cyn. total costs of the project are anticipated to be. The Maintenance Services Director stated that the Res.. Trans. construction cost in the Capilallmprovements Budgct is $1,400,000. The existing facilities were Line, Booster designed to serve 55 homes and provide fire protection along the foothills at 2,000 gallons per Sta. - W.O. 678) minute for two hours. Due to recent fires in the hillside communities, fire protection criteria has been revised to provide a minimum of 4,000 gallons per minute for four hours. A new 1.2- million-gallon reservoir is proposed to replace one of the two 180,000-gallon reservoirs, and a new booster pump station will quadmple e,isling pumping capacity. O'I"'O-~fj I AGREEMENT Report and recommendation to adopt Resolution No. 5972 approving an agreement with West Wl1H WEST Coast Arborists, Inc., for City tree trimming/maintenance services. Staff has learned of an COAST excellent opportunity to "piggy-back" with the City of Tustin for tree trimming services at a ARBORISTS substantial savings to the City. Piggy-backing is the process by which a City awards a contract FOR TREE based on the competitive bid results of another goyernment. In doing so, the City adopts the TRIMMING specifications and conditions of the primary goyernmentaI agency. West Coast Arborists has proposed to trim the City's trees at $39 per tree, as opposed to the City's last contract at $61 per tree. The agreement is for 17 months, with three one-year extensions at $39 per tree. RESOLUTION NO. 5972 (ADOPTED) O-?";() . ,;f' lib. COMMUNITY CENTER USE POLICY (REAFFIRMED EXISTING POLICY) tJ 7.1,-, ...,10 The Maintenance Serviees Director explained that West Coast Arborists is offering a computerized tree inyentory program which will be updated each year of the contract and will belong to the City at the end of the contract period. In addition, there are provisions in the contract for West Coast Arborists to assist the City with its in-house tree trimming services or major projects. The Maintenance Services Director answered questions from Counti!. He assured Council that West Coast Arborists comes highly recommended by other agencies; the City may cancel the agreement if the work is not to the City's satisfattion; and contract requirements are as stringent as last year, if not more so. It was MOVED by Mayor Pro tern Harbicht, seconded by Councilmember Young, and CARRIED on roll call vote as follows to ADOPT Resolution No. 5972, entitled: "A RESOLUTION OF THE CITY OF ARCADIA, CALIFORNIA, APPROVING AN AGREEMENT WITH WEST COAST ARBORISTS, INC., FOR CITY TREE TRIMMING/MAINTENANCE SERVICES." I AYES: NOES: ABSENT: Council members Chang, Harbicht, Kovacic, Young, and Kuhn None None Report and recommendation to endorse the existing Community Center Use Policy, or authorize revisions as deemed necessary. Oyer the past seyeral years, questions have been asked about the operation of the Community Centcr relatiye to who can use it, at what time, and under what conditions. Recreation stafT regularly receives inquiries about whether the facility is a "Senior Center" or a "Community Center," as the seniors haye use of the entire building during the day with the general public able to use it in Ime afternoon. evenings, and on weekends. Mayor Pro tem Harbicht belieyes the Center is currently functioning as what it was intended to be. It is serving the senior citizens extremely well, and also filling the needs of the community every evening and weekend. Mayor Pro tem Harbicht does not desire to change the current use policy. Perhaps if someone wants to make special use of the facility before 4 p.m., an application can be submitted for Council's review, so that stafT docs not have to make such a political decision. Council member Kovacic commented there may be a lack of communication. It is clear that senior citizens have exclusive use of the Community Center from 8 a.m. to 4 p.m. on weekdays. However, in the Use Policy and Fee Schedule, this is not Slated, and senior use is listed second under "Priority I," afier "City sponsored meelings/eyentsldinners." Councilmember Kovacic sees no problem with the current policy, nor with an application for special use before 4 p.m. He I suggests if, in fact, the Center is for the exclusiye use of the senior citizens from 8 a.m. to 4 p.m., that should be stated, and il should be listed first under "Priority I." 8 1/21/97 I I I 39:0020 Council member Young added it should be emphasized that the policy also states that groups which may use the Center on evenings and weekends must be non-profit City organizations. In response to Councilmembcr Chang, the Recreation Dircctor stated that the entire facility is occupied by senior citizens during weekdays; in general, it would not be possible to let other groups use the Centcr at the same time. There may be occasional times when exceptions could be made, if space is available and if enough advance notice is given, It was MOVED by Mayor Pro tem Harbicht, seconded by Council member Kovacic and CARRIED on roll call vote as follows to REAFFIRM the Community Center Use Policy as it currently exists; and, MOVE the Scnior Citizens Activities, hours and days, to first place on the list under Facility Use - Priority I of the Center's Use Policy & Fee Schedule; DIRECT staff to prepare a suggested addition to the Use Policy that would allow for Council's consideration of those very few uses where Council might want to make some special exception. After review and analysis. the City's cable television consultant, CABLE T.V. Communications Support Group (CSG), has found discrepancies in TCI Cablevision's FCC Form RATE REGU- 1205 related to converter overcharges, These same converter overcharges have been appealed to LATlON the Federal Communications Commission by several cities across the nation and the Cable ISSUES Bureau of the FCC has ntled in thcir favor. (APPROVED) On lanuary 7,1997. the City Council approved moving forward with the rate determination to disallow the converter ovcrhead costs. This course of action requires the adoption of a resolution which will be placed on the Febntary 4 agcnda for formal consideration. Adequate funds should be allocatcd from the General Fund to covcr thc cost of CSG's revicw, analysis and document preparation. If the City is successful in its rate order, savings to Arcadia cable television subscribers could be between $72,000 to $77 .000 annually. 9 1/21/97 ~9:002l Councilmember Young remarked that she has received talls from residents who are concerned I over the changing of channels olTered in Basic Service and Basic Plus. They wonder if TCI Cablevision will be removing channels and then charging subscribers extra to get them back. The Community Rclations Officcr said the City is very limited in its authority over programming. The current franchise requires a certain number of channels; however, as the City enters into negotiations with TCI for a new franchise, suggestions can be made to them. Subscribers should send lelters of concern to TCI. Ms. Rowe believes TCI will listen to them. The City can compile a file of such lelters to present to the FCC, if necessary. The City Manager commented there is public misconception that the City regulates the cable television business. The FCC has taken away most of the City's authority, but the City docs negotiate heavily for its citizens in what it does have control over. () f 10 - ~'O TEMPORARY Report and recommendation to consider a request from TCI Cablevision for temporary channel CABLE T.V. sharing with the City of Sierra Madre, Because of technical diffitulties, TCI requests that the CHANNEL Cities of Arcadia and Sierra Madre share the government access channel, Channel 20, for I SHARING approximately three months in order for TCI to separate the signal that is sent to both cities. TCI WITH CITY has assured the City that this will not affect the live broadcast of City Council meetings in OF SIERRA either city. The City of Sierra Madre has approvcd the request in concept, but would like to MADRE maintain the capability of viewing City of Arcadia Council meetings now and in the (APPROVED) future, and is willing to work out a schedule with the City of Arcadia to broadcast during this this time. Bill Gray, Local Origination Manager with TCI Cablevision, explained in detail the work being done to improve the cable signal quality in both cities and to put both cities' govcrnment access channels on the same channel in their rcspective cities. Mr. Gray answered questions from Council. He clarified that scheduling can be arranged to allow both cities to view each others' Council meetings if dcsired.
