The City Council and the Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday,
March 4, 1997 at 7:00 p,m, in the Arcadia City HaIl Council Chambers,

PRESENTATIONS
Jim Burrows, Chainnan of the Arcadia Festival of Bands, presented a plaque to the
Council on behalf of the participating high school musicians of Southern California, in
recognition and appreciation of the City's continued support of the Arcadia Band Review
and Field Show,
Mayor Kuhn presented a Certificate of Commendation to the American Red Cross for its
life-saving and life-rebuilding work, and for its countless daily efforts to promote health
and safety, The Certificate was accepted by Jill Harkema and Chris McClain of the Arcadia
Chapter,

KOVACIC With reference to Consent Item 9b, Councilmember Kovacic asked what the difference was
(Item 9b, between the proposed Memorandum of Understanding (MOU) and the former MOU with regard
L.A, IMPACT) to the Los Angeles Inter-agency Metropolitan Police Apprehension Crime Task Force (LA
IMP ACT), The Chief of Police responded that the one difference is that there is an official
designee from each city agency, which precludes the Task Force from the necessity of attaining
permission from each city council and each governing board before obtaining property,

Referring to the contamination of Longden Well by coliform bacteria from a petroleum-
based product used to lubricate eqnipment in the well, Councilmember Kovacic asked if other
wells have the potential of causing such contamination, The Maintenance Services Director
stated that the problem is not being experienced anywhere else, Wells are consistently monitored
for contamination,

Councilmember Kovacic asked how the program of oil recycling is publicized so that residents
are aware the City has containers available for disposal of used motor oil, The Maintenance
Services Director answered: by means of cable television, the local newspaper, fliers which go
out, and brochures which are available at the Library, the Service Center, and City Hall.

Mayor Kuhn asked where trees would be planted, should the City receive a grant from the
Department of ForestIy and Fire Protection for planting trees in urban areas, The
Maintenance Services Director stated that the 120 trees will be planted in accordance with a
recently completed Urban Forest Master Plan which will be presented to Council,
In response to Councilmember Chang's question, the Police Chief stated that funding for L,A,
IMPACT comes from asset seizures which have been made previously,
With regard to Councilmember Chang's question about the $60,000 estimated cost of repair work
to Longden Well No, I, the Maintenance Services Director explained that there is $47,600 in the
budget to do the work, If Council approves an additional appropriation of $33,000 from the
Water Facility Replacement Reserve Fund, $20,600 will be remain after the repair work is done,
Councilmember Chang stated that, should a Department of ForestIy grant of $30,000 be received
by the City, the cost for each tree would be $250, The Maintenance Services Director noted that
is about the average cost for a tree, However, the City does not anticipate receiving the entire
$30,000 grant which it will apply for if Council so authorizes, and would be fortunate to receive
$10,000 or $15,000,
It was MOVED by Councilmember Chang, seconded by Councilmember Young, and CARRIED
on roll call vote as follows that ordinances and resolutions be read by title ouly and that the
reading in full be WAIVED,

PUBLIC HEARINGS
Consideration of Text Amendment 97-001 amending the Municipal Code relating to wall and
fence height and establishing architectural design guidelines for walls, wrought iron fences,
decorative columns and lighting located within the front yard area, This text amendment was
introduced to address the frequent requests for excessive fencing and lighting heights within
front yard and street side yard areas, Consideration of the proposed amendment was reviewed by
the Planning Commission at its October 8, 1996 meeting, at which time Commission members
considered a variety of height and design issues, As a result, specific target areas were addressed
for discussion at their December 10, 1996, meeting, On February 11, 1997, the Planning
Commission voted to approve TA 97-001 as worded, with items pertaining to safety protection
listed as a separate code section,
The Municipal Code currently allows walls and fences a maximum of four (4) feet in height
within the front and street side yard setback. It is proposed that solid block walls be prohibited
within the front yard area in an attempt to create a more open look in the front yard areas of all
homes, Exceptions to the 4-foot height reqnirements would be: (a) Any arched or curving
portions of a decorative wrought iron fence/gate shall not exceed six (6) inches in height above
the four (4) feet maximum fence/column height; (b) Front gate entrances of decorative wrought
iron with decorative columns shall not exceed six (6) feet in height in the R-{) Zone nor five (5)
feet in height in the R-I Zone; (c) On comer lots, fences and walls within the required side yard

shall not exceed five (5) feet in height, measured at the street side property line; (d) on lots
containing less than seventy-five (75) feet of frontage, decorative wrought iron front gate
entrances and columns shall not exceed a height of five (5) feet in any residential zone; ( e) On
lots where more than twenty (20) linear feet of any portion of the main dwelling is set back less
than thirty (30) feet from the front property line, the maximum front yard fence, wall and gate
entrance height shall not exceed four (4) feet at any point.
The proposed Code also sets standards for open-work fences, including the minimum distance
between columns, the maximum width of columns, and the caps which sit on top of the columns,
in an effort to prevent what would appear to be solid walls, It was suggested that lights be
allowed, without the current reqnired modification process, to be a maximum of 18 inches above
the top of a column at the entry gates to driveways and pedestrian access ways, Where a front or
street side property line abuts an existing sidewalk, it was recOmmended that proposed fences and
walls be set back a minimum distance of 18 inches from the property line,
Mayor Kuhn declared the public hearing to be OPEN,
No one desiring to be heard, the public hearing was CLOSED on MOTION by Mayor Pro tern
Harbicht, seconded by Councilmember Kovacic, and CARRIED,
The Community Development Administrator answered questions from Council,

Council member Kovacic thanked the City Manager for the latest economic development update
listing alternatives and options, and would like it to be a high priority for the Council. The City
Manager commented that this week he will be giving Council information on the remaining parts
of the strategy and will ask the Council/Redevelopment Agency for a study session in April to
fine-tune goals, give Council an update, and then move forward again,
Henry Lu, who was named Honor Cadet and achieved the highest score of anybody ever to go
through the Police Academy, should be congratulated at a Council meeting,
(Little League Councilmember Kovacic allended the opening ceremonies for both Arcadia Natiooal and Arcadia

Councilmember Chang commented that he has relayed the concerns of Samuel Wong and other
residents to TCI Cablevision with regard to Channel 63, asking TCI if they will extend the
program time to 12 midnight.
Councilmember Chang was glad to learn that the house at 93 I Hampton Road has been
upgraded, both inside and out. He thanked City staff and the owner for their efforts in
finishing the improvements,
There is a $1.5 million budget deficit in Fiscal Year 1997-98, which staff suggests could be cut
by $400,000, leaving $1, I million, Councilmember Chang feels the remodeling of Fire Station
No, 3 cannot be deferred to FY 1998-99 in an effort to save a $450,000 expense, which would
make the deficit $675,000, He suggests using 10% of the emergency fund, $325,000, to make up
50% of the $675,000, To me up the remaining $350,000, he suggests a work furlough
program, One work furlough day saves $70,000; five work furlough days a year, one
approximately every two months, would save $350,000 in one year, Councilmember Chang is

against laying off any City employees or cutting their salaries, In Fiscal Year 1995-99, the
proposed 2% utility tax increase equaling $1.36 million will balance the budget, In order to
make up the $450,000 deficit remaining from 1997-9S, he suggests the utility tax increase be
raised from 2% to 3%, Residents he has spoken to have responded well to such an increase,
Congressman David Dreier's 1997 Youth Volunteer Awards program is underway, It seeks to
recognize community volunteers between the ages of 14 and IS, Mayor Kuhn asked that if
anyone knows of someone who may be nominated as a worthy recipient, please let Council know,

well as the Human Resources Commission, In reference to the Logistical Services Officer, the
FY 1996-97 budget adopted by the City Council included the creation of a non-sworn position to
oversee building maintenance, custodial and logistical services in the Police Department.
These activities were previously performed by a police officer, The Logistical Services Officer
classification is expected to save approximately $20,200 annually, The other proposed salary
adjustments and reclassifications are estimated to cost $4,750 - General Fund, and $1,225 -
Water Fund in FY 1996-97; and $22,800 - General Fund, and $6,000 - Water Fund in FY 1997-
98,
The Human Resources Manager answered questions from Council.
It was MOVED by Mayor Pro tem HaIbicht, seconded by Councilmember Young, and CARRlED
on roll call vote as follows to ESTABLISH the position of Logistical Services Officer; REVISE
the classifications of Senior Citizen Program Specialist and Information and Health Specialist;
and REVISE and RE- TITLE the positions of Legal Secretary, Building Clerk, and Building
Technician to Legal Coordinator, Building Technician I, and Building Technician II,
respectively; RECLASSIFY a Librarian to Principal Librarian and two (2) Senior Engineering
Aides to Assistant Engineer; and to APPROVE the necessary budget amendments to implement
the proposed changes,
Mayor Kuhn commented it does not seem proper to be granting salary increases at a time when
Council is IIying to cut budget expenditures, The City Manager said there probably is never a
good time when there are money problems, However, over the last several years some of the
incumbents have taken on additioual duties and responsibilities because of changes that have
been made, Although there are increases proposed, the amount involved next year, $22,800, is
not even equal to one-half of one full-time position, Councilmember Chang also felt it is not
appropriate to increase some employees' salaries at this time of employee and salary cutbacks,
He recognizes they are doing additioual work; however, there are employees in private industIy
who do two jobs without the extra compensation,
Mayor Pro tem HaIbicht stated tbat the people doing extra work in the positions in question have
essentially been promoted, but are not being compensated as are those who have been promoted,
With the $20,000 savings in one position and the $28,000 total expense in the other positions,
there is a net expenditure of $8,000, To tIy to balance the budget on the backs of only a few
employees is unfair, Councilmember Young agreed, Councilmember Kovacic stated that it
seems what is being proposed is basically acknowledging what is already in existence as far as
the employees are concerned, In response to Councilmember Kovacic, The Human Resources
Manager said that the Human Resources Department has taken into consideration what impact, if
any, this measure will have on employees who are not affected, and based on that still
recommends adoption of the changes,
