Mayor Pro tern Harbicht commented that he was pleased to read in the newspaper that the Santa Anita Companies have reached an agreement to merge with Meditrust, the nation's largest health care real estale investment trust, and that Meditrust is commilled to keeping live horse racing at Santa Anita. Councilmember Chang' agreed it is good that Meditrust has acquired the Santa Anita Companies and has committed to keep the Race Track in the City. Mayor Kuhn also was delighted to hear the news of the merger. She looks forward to continued cooperation with Santa Anita and awaits submission of a pending commercial application for a project in the southerly portion of the Track property. PRESENTATIONS On behalf of the City Council, Mayor Pro tem Harbicht presented Mayor Kuhn with a plaque in recognition of her dedicated service as Mayor to the citizens of Arcadia. He also presented Mayor Kuhn with a letter from Governor Pete Wilson, on behalf of the State of California, extending congratulations to Mayor Kuhn on her term as Mayor, Others presented commendations to Mayor Kuhn as follows: Mark Harmsen on behalf of Congressman David Dreier Pat Myers on behalf of Senator Richard Mountjoy Corey Calaycay for Assemblyman Bob Margett Beth Wells-Miller (Trustee, Pasadena Community College), on behalf of Supervisor Michael Antonovich AI Little for the Chamber of Commerce Ji Ran on behalf of the Arcadia Board of Realtors Jeannette Dennis on behalf of the Soroptomistlntemational of ArcadiaIMonrovia REMARKS BY MAYOR KUHN "Thanks, Bob. And thank you, everyone. I'd like to first of all introduce my family before 1 get started and forget what I'm doing here. First of all, my husband Jim, and my daughter and son- in-law, Casey and Scott Welte. Thanks to my family for all the support during the past three years that I've been on the Council, but especially for this year. 1 have given 110 percent of myself this year, and my family has taken the slack. Thanks very much. Also, thanks to friends and realtors and Soroptomist sisters, and all of you who came tonight, for without your support and hard work, I know I would nol even be here, Thanks to Mary, Bob, and Dr, Chang for your show of support. Gary, it's been a pleasure working with you. Even though we suffered the loss of a colleagne, Dennis Lojeski, we regrouped quickly, we united, and we governed. When 1 lost my father, each of you pitched in and helped me when I needed you most, and I'm very grateful for that. "Well, time stands still for no one, and I find it absolutely incredible that it's been a year since I assumed the duties of Mayor. The year has been challenging, inspiring, and fulfilling. 11 has been filled with study sessions, meetings, breakfasts, lunches, dinners..,meetings...teas, socials, ceremonies..,meetings...Eagle Scouls, Girl Scouts, businessmen, housewives, seniors...and 3 4115197 39:0091 meetings",installations, seminars, and conferences...which call for more meetings. And I think I you get the picture. We began this year saddled with severe disharmony within the community, oft with c:riticism, lawsuits, employee unrest, and a deficit spending budget. At such a time, this Council could have hidden behind a sagging economy and justified inaction. However, we have, with the help of staff and citizens, been effective, aggressive, and creative, with ideas and actions that will result in the continuing bright future for this City. In order to maintain our level of service and enhance our quality of life as we approach the 21st Century, it has become apparent that the City of Arcadia cannot rest on its laurels, The financing of government is falling heavily upon the business communily, and we must compete aggressively for our share, We must have a vision and we must work together to carry the vision into reality. "During my three years in office 1 have seen a renaissance of creativity, innovation, and responsiveness take place in local government. Regioual issues are making more and more demands on each of our cities. Public-private partnerships will be one tool which will be used to deal with them effectively, .The exploration of entrepreneurial uses of local assets and alternative revenue sources to meet requirements of a balanced budget need to be looked into further, Some will work, some won't. We are tapping the creative energies of residents in new and exciting ways, A Cily volunteer coordinator has been appointed, and I anticipate great strides in this arena. A concerned effort to work jointly with the School Board on mutual communily projects with the efficiency of governmental efforts is another exciting move, especially if the beneficiaries are our youth and young families. At this time last year 1 spoke of five areas 1 felt needed our attention. Progress has been made in each of them, The first one was employee relations. Our employees are important to us, An employee advisory committee has been put into place to enhance employee relations, Several programs have been initiated in response to their suggestions, "Today, April 15, 1997, was proclaimed Employee Appreciation Day. As Mayor, I persoually I visited City Hall services, Maintenance Services, Recreation/Community Center, the Librazy, the Police Departmenl, and Fire Stations I, 2, and 3, with donuts and the following proclamation in hand: 'Arcadia residents are served every day by public employees who provide a wide range of services; and, Arcadia employees play an important role in maintaining the City of Arcadia as an outstanding place to live and work; and, Arcadia employees take, not just jobs, but oaths committing themselves to serving the communily 10 the best of their ability; and, Arcadia employ~s are well respected in their chosen field, with many having received honors and special recognition from industry and service organizations; and, Arcadia employees have earned the respect and trust of residents who genuinely appreciate their service; and, Arcadia employees protect our community, provide for the well-being of citizens, and make our town a safe, beautiful place to live; and, Arcadia employees provide this service enthusiastically, competently, and with great dedication. I, therefore, Barbara D. Kuhn, Mayor of the City of Arcadia, do hereby proclaim April 15, 1997, as Employee Appreciation Day, and encourage all citizens to recognize the accomplishments and contributions of Arcadia employees and thank them for the service they provide to each ofus every day.' That will, of course, be my final proclamation. "The second item I spoke about was youth and young families, A committee consisting of high school youth, PT A members and parents, School District and City staff have been working to discuss and define the needs of the youth of the community. A Youth Master Plan is scheduled to be presented to the School Board and Cily Council in early May. Communications, that was the third item, The need to establish better communications between the Council and community is evident. In an attempt to reach out to the community and to make the Mayor's office citizen friendly, I, as Mayor, was available in the Mayor's office to anyone from nine to noon on a regular basis on Wednesday mornings, Many of you took advantage of the opportunity, and I I thank you. The Council meetings were used to educate the public by highlighting various City departments periodically. The Arcadia-at-a-Glance City Newsletter was enhanced, The cable bulletin board was utilized more extensively. The fourth item, community aflinnation and spirit. 4 411'5197 I I I ELECTION OF MAYOR FOR 1997-1998 (Harbicht) ()If 0 .J() II/sP :39: 0092 Our tree-lighting ceremony and Arcadia snow during the holidays was a great success. Such events as concerts in the park and the proposed Farmer's Market will add to a sense of community. Continued support of these types of activities will promote community involvement so that all citizens will share our spirit and pride. "The final item was legislation, and we must continue to maintain a pro-active stand on legislation to help protect our rights for local government. Highlights of the year must include the Grand Re-opening of our wonderful new Library, as well as the gift from the McCaslin family of a beautiful antique desk belonging to Anita Baldwin to be used and displayed in the Mayor's office. I hope to see the collection of City artifacts and items of historical significance grow and be there for your enjoymenl for many years to come, The Mayor's office should be considered the heart of the City, and it belongs to you. The final highlight of my year was the Mayor's Prayer Breakfast, Thanks to all of you, it was beautiful, inspirational, and financially successful. We were able to donate $1,000 each to the Campership Program, the Arcadia Library Foundation, and to Soroptomists. In addition, twelve of the wonderful watercolor paintings donated to the Library by Edna Lenz and Justine Wishek were framed through donations of our local businesses, with a retail value of somewhere between $2,500 to $3,000. Please go to the Library and enjoy them. "One of the first things you learn about politics is that you must be patient, for results more often than not are slow in coming, No instant gratification here, but the reward is that of being a player, of having the opportunity of being involved in decisions that improve the quality of life for citizens, and the pleasure that comes from doing something for others, As the volunteer well knows, thaI's irreplaceable. Thanks to all the staff for smoothing out the way as much as possible. Thanks to June Alford. Again, thanks to my family. And thank you for allowing me to serve as Mayor of the greatest city in the State of California. It has been a greal year. Thank you." REORGANIZATION OF THE CITY COUNCIL FOR 1997-1998 The City Clerk stated, "Consistent with Section 404 of the Arcadia City Charter, and by the affirmative vote of not less than three Councilmembers, the City Council shall elect one of its members as Mayor and one of its members as Mayor Pro tem for the ensuing year, April 15, 1997, through April 21, 1998. Therefore, this is the date and time so specified by the City Charter for the reorganization of the City Council. As Clerk of this City Council, I now declare that the nominations are open for the office of Mayor for the ensuing year." Councilmember Chang placed in nomination the name of Mayor Pro tern Harbicht to serve as Mayor for the ensuing year. Hearing no other nominations, the City Clerk polled the Council for the vote for Nominee Robert Harbicht. NOMINEE VOTES Mayor Pro tern Robert Harbicht ~ Councilmembers Chang, Harbichl, Kovacic, Young, and Kuhn Following the unanimous vote, Mayor Harbicht assumed the Mayor's seat at the Council table. NOMINEE VOTES Councilmember Gary Kovacic Councilmembers Cbang, Kovacic, Kuhn, Young, and Harbicht Councilmember Gary Kovacic was unanimously elected Mayor Pro tem for the ensuing year, REMARKS BY MAYOR HARBIClIT "1 would like to start out by introducing some guests thaI 1 have here this evening. First is my wife, Patsy, I'm also very pleased to have here this evening my dad, Bob Harbicht, a resident of Duarte, and my brother John, who is also my business partner. I'd like to introduce my daughter, Jill, who just came in from her cake decorating class. I'd like to thank the Council for the opportunity to serve as Mayor of Arcadia, and I'd like to offer my congratulations to Mayor Pro tem Kovacic, "It was a quarter of a century ago, in fact, exactly 25 years ago this week, that 1 was elected Mayor of the City of Duarte, and I can still remember the excitement, the anticipation, the pleasure that I felt at that time. And in thinking about that I thought, well, maybe it's because I I was young, I was only 31 years old at the time. But I can assure you that 1 feel the same level of emotion today as I did then, I'm very, very excited aboul the opportunity to once again serve as the Mayor of Arcadia and looking forward to the year ahead. And in thinking about the year ahead, the typical question is, what do you want to accomplish? And I hark back to a conversation about eight years or so ago when I was Mayor of Arcadia before and I got a call from a reporter from the Herald-Examiner...the Herald-Examiner was still in business at that time..,and there had been something that had happened thaI affected all cities and so he was calling various mayors getting comments on that particular thing. II dido't have anything specifically to do with the City of Arcadia, So I responded wilh some comment. Then he said to me, "You know, we haven't written anything about the City of Arcadia lately." And I said, "You know, that's the way we like it Every time I read in the newspaper about some city, it's usually about a problem, about a fight among council members or some other problem that is dire enough to make the Herald-Examiner." And so I guess one of my goals this year wonld be to keep Arcadia out of the newspapers, at least with regard to that kind of a story. "We're facing a number of challenges here. We're going 10 be dealing with Santa Anita's application to develop part of their parking lot, and thaI will str~tch on for probably most of this year. More immediately, we have to deal with some severe budget problems, In fact, we just set this evening a meeting for two weeks hence to really start getting inlo that, although we've been talking about it now for a couple of months, But I think there is a tendency in this kind of a situation to focus on the challenges or the problems. Bull think that it's important that we not forget that while we have these things that we have to deal with, we're going to continue to sweep the streets, keep the parks walered and mowed, operate one of the nicest libraries in the Stale of California. lfyou have a fire, we're going to come put il out We're going to respond to any medical emergencies that you have. We're going to patrol the streets. We're going to pul I the bad guys where they can't harm you. Operate programs for the hundreds of senior citizens who participate at our Community Center from 8:30 10 5:00 five days a week. We're going to accommodate the hundreds of children who take part in our after-school recreation programs, 6 4/15197 39: 0094. I who take part in the various classes that we offer and the summer camps. Every time you turn your faucet on, water is going to come out We're going to trim a quarter of our 20,000 street trees this year, We're going to sweep the tennis courts, Have children's story hours. We're going to run the D.A.R.R program, We're going to resurface your streets, fill the potholes, see that the trash disappears when you put it out at the curb. And we're going to continue to run the most successful Dial-a-Ride program in Southern Californiamand on and on and on. Most of these things you don't see in the newspaper, and they're often taken for granted, but these are the things thaI I think are what a city is all about And I think it's just quile an accomplishment that those things continue to happen; and it's probably best that you don't notice any of them, because when you notice is when they're not happening right. I'd like to commend and thank our outstanding staff who provide these services. I'd like to ask the staff for your support and that you rededicate yourselves to serving our community. To the Council and the community, I'd like to say once again, thank you for the opportunity to serve as your Mayor this year. 1 pledge to serve you well. Thank you," REMARKS BY MAYOR PRO TEM KOVACIC I "First of all, I'd like to introduce my family, My wife, Barb, who 1 think sees more of me on T, V. than at home, And my son, Casey, who is by far the best golfer in our family. My daughter Kelly is a freshman at U. C. San Diego and is hopefully doing her homework right now. Next I'd like to congratulate Barbara on a greatlerm as Mayor. Barbara, you brought a real sense of dignity, respect, and reason to the office, and I'm especially proud of your foresight and efforts to bring the community together. Thank you very much. Next, I'm real excited about the term of Mayor Harbicht As you probably all know, he is a person who is not afraid to work hard or to speak his mind or to take a stand. And he has the uncanny ability of reducing the most complex concepts into simple things that even I can undersland. And so, as a person who puts Arcadia first, I'm looking forward to a real productive and meaningful year. Congratulations, "Next, I'd like to thank the City Council as a whole--Mary, Bob, Sheng, and Barbara--thank you for your expression of confidence in my ability to help serve Arcadia, and also for your patience as 1 tried to learn this very difficult job. As a life-long residenl of Arcadia I thoughl 1 knew a lot of people in town and I thought I knew a lot about the goings-on in town, but I was wrong. It was only after I was appointed to this position that I really found out things, And three things I've really come to appreciate. One is the hard work, the time and commitment that these Council people dedicate to their positions. And Arcadia should be proud to be represented by such hard-working, dedicated people. The second thing I've learned is the dedication that the City employees provide us. And I want to lhank Bill and Mike and June, their staff, and each and every employee in each and every department for all of their help and patience in trying to get me on board. And third, the kindness and community spirit that all of the Arcadians exhibit. I've met a lot of new friends, and 1 want to thank all of you, especially the many volunteers in our community, for your support of Arcadia. Since my appointment, I've tried to use my predecessor, Dennis Lojeski, as a model of dedication, integrity, and enthusiasm, Hopefully, I've kept his spirit alive, and hopefully I'll make a difference in the life of Arcadia for at least one more year, Thank you very much." REMARKSBYCOUNC~MEMBERYOUNG I "I'd like to introduce my husband, but 1 don't think he's come in. He is a CPA and this is April 15. This past year certainly has been a fast year, and I think you'll find that all of our comments are going to use a lot of the same words, We were saddened by the death of Councilman Lojeski, and also the unusual accident that resulted in the death of an Arcadia teenager. Those are not common happenings here, Thank you, Barbara, and welcome, Gary, During this year 1 felt that 7 4/15/97 39:0095 the Council has done a good job; we were positive, progressive, and as all councils, had to be I patienl...and I know you heard that word before. It has been a challenge to generate momentum on a very tight budget. Last year we cut and squeezed and negotiated so that the City could be maintained with our expected standards and services. I commend you, Bill, and all of the staff and employees for that. More revenue sources are needed, and for some time now we have actively been seeking these sources, lf all goes well, there will be some new hotels in the near future; and, we hope, some restaurants; and, of course, we want businesses. lf any of you would like to start a new business, we will welcome you. During the last year we approved the General Plan...it was revised, a two-year operating budget was developed, a water plan for the next 25 years or so was developed, and our other services run smoothly. Because Arcadia is 94 years old, the City has other long-term service plans being developed to avoid future problems. As the Mayor said, when you turn on your tap, you want water. The remodeled Library is open, the D.A.RE. program is successful, the Cily is safe and looks good, the Council works well together, and I am confident that with all of our long-term planning on this tight budget and with a tighter budget next year with the citizens involved, there is a bright future for Arcadia. Thank you." REMARKSBYCOUNC~MEMBERCHANG "First of all, I want to introduce my wife, Min Mey Chang, and my sons lames, Peter, and Richard. For some reason they could not come tonight, and they are on the other side of the T. V. 1 also wanl to thank the staff of the City for their hard work last year. I want to thank my colleagues for the past years, working hard together. I want to congratulate Mr, Bob Harbicht, to be our new Mayor, and Mr. Gary Kovacic, to be our new Mayor Pro tem. Again, this is the start of a new year for the Council, more specifically, a new leadership. I would like to see the following happen to the Cily in the following year: First, a budget with emphasis more on the enhanced revenue and less on the curtailed expense, and that is lesser impact on service. To I promote business and opportunily in Arcadia, as well as an increase in the utility tax are certainly good ways to increase our revenue, The citizens will have to vote on the increase of utility tax in April 1998. The City has been making great effort in promoting the business in town, and these seven pages of economic development update from the Cily Manager's office have outlined what the City will do in 1997, I would encourage the business communily in Arcadia, or those planning to come to Arcadia, 10 get in touch with the City Hall for this useful information. "Secondly, 1 would like to see that we establish a plan for a new Police Department building and a remodeled, expanded City Hall, Arcadia is a firsH:lass Ciiy, but our Police Department building is not. In order to have a very efficient and effective Police Department, we need a new building for our Police Department with all updated supporting systems. The City Hall needs to be remodeled, expanded, and updated to maximize its efficiency and image. Thirdly, I would like to maintain the good service the Cily has been giving and providing to the citizens. The City should constantly improve itself to best serve our citizens, A very good way of communication is a prerequisite for that purpose. Lastly, bul not least, volunteerism is our good American tradition, There is no exception in Arcadia, We have a lot of good people in town who want to donate their time, effort, and money to help to make the Cily beller. The Cily has established a coordinator in order to more effectively coordinale all these resources for the best benefit of the City and its citizens. While I would like to see more volunteerism in the City, I'd like to see the City taking the leadership in all aspects. The City has to take the lead in moving forward toward the 21st Century. Thank you." Mayor Harbichl announced a new information source which will be available to the community. He will be hosting a program called "Speaking of Arcadia" on Government Access Channel 20, for the purpose of providing information about the City and the things which are going on in the I' community, The program will be on twice a week.
