PRESENTATION OF PLAQUE TO THE 1997 ARCADIA lllGH SCHOOL CONSTITUTION TEAM Mayor Harllicht introduced Mayor Pro tern Kovacic, who acted as volunteer coach for the 1997 Arcadia High School Constitution Team, Mayor Pro tern Kovacic gave a brief background about the Team and introduced its coach, Arcadia High School teacher Ron Morris, Mr, Morris introduced the Team members and presented a plaque. on behalf of the Team. to the City Council in appreciation of their support, On behalf of the City Council. Mayor Harllicht presented a plaque to Mr, Morris in recognition of his achievement as coach of the 1997 Arcadia High School Constitution Team, which won the California State Championship and became second-place National finalists, SUPPLEMENT AL INFORMATION FROM STAFF REGARDING AGENDA ITEMS The City Manager noted that the Council met at 6 :00 p, m, this evening to review one of the Closed Session items on the agenda. and will adjourn to another Closed Session (Agenda Item 2b) at the close of the Regular Meeting, He has also asked for a brief study session for the purpose of policy direction with regard to the proposed Fire Suppression Assessment District. QUESTIONS FROM CITY COUNCllJREDEVELOPMENT AGENCY REGARDING AGENDA ITEMS None, It was MOVED by CounciImember Chang, seconded by Mayor Pro tern Kovacic. and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED, PUBLIC HEARING Consideration of report and recommendation to approve a Bingo Permit Application for the Church of the Holy Angels' Seniors Club at 370 Campus Drive, The proposed bingo games are for recreational purposes only and will be held at the church halL Arcadia Municipal Code Section 4216,1.8 allows senior citizen organizations to obtain a permit for bingo games, and Section 4216,1.9 permits bingo games conducted for recreational purposes only. The Police Department Investigation Section reviewed the application and has no objection to the issuance of the permit. Building Services has inspected the location and has no objection to the issuance of the permit. The Fire Prevention Office makes regular inspections of churches and they found no violation on their last inspection of Holy Angels Church, All funds collected in payment of bingo cards for recreational games are to be awarded in prizes, No funds are retained or held over by the organization or group, The application submitted by Holy Angels' Seniors Club is requesting a permit for bingo for four to eight times per year, The granting of a permit for recreational bingo games will not limit the number of times games can be played according to the Municipal Code, There is no cost to the City, A recreational bingo permit is a "no fee" permit and does not generate any revenue for the City, 3 5120/97 8, 9, CHANG (Congratula- tions) (Downtown streetscaping) (Business breakfast) (Fire Suppres- sion Asmnt. No one desiring to be heard, the public hearing was CLOSED on MOTION by COImcilmember Kuhn, seconded by Mayor Pro tern Kovacic and CARRIED, It was MOVED by Mayor Pro tern Kovacic, seconded by Councilmember Kuhn, and CARRIED on roll call vote as follows to APPROVE the request for a Bingo Permit to be issued to the Church of the Holy Angels' Seniors Club at 370 Campus Drive, effective May 26, 1997, AYES: NOES: ABSENT: Councilmembers Chang, Kovacic, Kuhn, and Harbicht None Councilmember Young AUDIENCE P ARTICIP A TION None, MA TIERS FROM ELECTED OFFICIALS Councilmember Chang congratulated the winners of the Arcadia Beautiful Awards and the Arcadia High School Constitution Team and their coaches, Councilmember Chang commented that the downtown section of Huntington Drive looks beautiful between Fifth Avenue and Santa Anita Avenue, The streetscaping of the downtown area is definitely a success, and he urges residents to encourage others to open businesses in Arcadia. The City held a business breakfast on May 2, with ten to twenty business owners attending, It was a sincere reach-<lut by the City to the business community, and there will be more of these gatherings, Councilmember Chang was not present at the last Council meeting when the Council approved 4-0 to formulate an assessment district for fire suppression services to raise revenue, He stated he would prefer raising the current utility tax rather than forming a Fire Suppression Assessment District, The former is a more democratic process because every citizen affected by the tax increase would have the right to vote at a regular City election. However, only one property owner may vote for the assessment district, although others in the household may not agree with the vote. An entity with a larger property should pay more tax associated with its property due to more necessary services; however. it is not fair for it to have more votes in an election, In addition, the utility tax increase more likely would stimulate conservation, The biggest advantage of the Fire Suppression Assessment District is that enough funds would be raised to make up the 1997-98 budget deficit. Councilmember Chang stated he will go along with the rest of the Council and will fully support the measure, Mayor Pro tern Kovacic congratulated the Police Department and Maintenance Services Department for their excellent Open House, It was well attended and a lot of fun, 4 5/20/97 I I I I I I (Thanks to volunteers) (Youth Master Plan) KUHN (Thank-yous) HARBICHT ("Speaking of Arcadia") (Unused news- paper racks) (property maintenance problem - La Sierra Dr,) 10, lOa, MINUTE APPROVAL (May 6, 1997) ADJOURN- MENT II. lla, MINUTE APPROVAL (April 30 and May 6,1997) - " 39:0122 Mayor Pro tern Kovacic recently attended the Arcadia High School Athletic Boosters Club Dinner, and gave speciaI recognition to Dennis Cosso and Lee Searing, two of many volunteers, for their efforts, With reference to the Youth Master Plan, Mayor Pro tern Kovacic commented that the joint meeting with the School Board was an excellent introductory meeting, and he thanks the many volunteers who put together the document. He is looking forward to discussing, debating, and implementing most, if not all, of the proposals set forth in the document and would like to see them on a Council meeting agenda as soon as possible, Councilmember Kuhn added her thanks for the Police/Maintenance Services Open House-it was a lot of fun, She also thanked the Arcadia Beautiful Commission for its good job on the awards this evening, Mayor Harbicht reminded everyone that the City's public information show, "Speaking of Arcadia," is shown on Channel 20 on Monday. Friday, and Saturday; in addition, video tapes are available at the LibrarY and the Chamber of Commerce, With regard to sidewalk newspaper racks in the City. Mayor Harbicht would like to look into getting rid of those which are not being used and have become eyesores, There is a property on La Sierra Drive which is in a deplorable S'.ate and has been for a couple of years, It is now owned by the bank which held the mortgage on the property, Mayor Pro tern Harbicht feels that the neighbors in the area have a right to expect that some minimal care be taken on the property, He would like to have the bank do something, or have the City see to the repairs and put a lien on the property. DIST. I03o-l.!i- ADJOURN- MENT 39:0125 Council discussed the matter of conducting a mail-ba1lot-vote for a Fire Suppression Ascpc<ment District. The City Attorney explained that Proposition 218 allows the City to assess other public agencies' properties located in the City, snch as School District properties and the Arboretum. Consultants advise that the properties be included as part of the initial calculation by the engineers; however, the City has the option not to include them by "making a contn"bution"; Le" paying for the fire service for the public agency, The City Manager noted that the City of Arcadia has received two assessment district ballots from the City of Monrovia for properties owned by Arcadia in that jurisdiction. I The City Manager reviewed the implementation schedule provided at the last Council meeting. The final public hearing and tabulation of ballots will take place on August 5., Ballots and informational materials from other cities are being collected as examples of how snch mail- ballot-vote elections are being handled. The public information process is very complicated; a question-and-answer-lypC document has been prepared in an effort to get information out to the public, Staff estimates the cost of printing a fIier4l3llot such as sent by Monrovia at approximately $2,000, depending on the use of color. photographs, etc. It is necessary to get clear infonnation to the public soon, so that when the ballots go out on June 20, property owners who are voting will understand the issue and the procedure. Council concurred the ballot should attract the voter's attention and be easy to read, The City Manager added that it should be clear what the benefits will be if the measure passes, and what the City wiIl do if'it does not, pass.. Council briefly discussed the possibility of City firefighters becoming part of the'County Fire Department. Mayor Pro tern Kovacic brought up the idea of a formal or informal citizens committee to help get out the vote. The City Manager commented that staff would be happy to provide information and technical assistance to citizens who volunteer to help. If Council were to appoint a I committee. it would involve a legislative process of applications and so forth. Staff is setting up a phone line, and there wiIl be two contacts in the City for citizens to call with questions, The City Attorney added that Council may provide information and discuss the issue, as long as City staff and City resources are not being used to promote the issue. The City Manager stated that, unlike an election, Council has the responsibility to educate the citizens on the impacts of a Fire Suppression Assessment District. Mayor Hartlicht commented that there are two alternatives to the budget crisis: the City must either raise money or make some cuts, Although he plans to vote for the Assessment District, if citizens do not want to be taxed and prefer cutsjn services, then that wiIl be Council's direction, Staff advised that a number of cities have put together a question-and-answer-lypC document for group meetings and for citizens to distribute when there was not enough time to fonn a citizens committee, Staff wiIl prepare such information and update it as new questions are asked, At 8:44 p,m, the Regular Meeting ADJOURNED to Tuesday, June 3, 1997. at 6:00 p.m. in the City Council Chambers for a Regular Meeting to conduct the business of the City Council and the Arcadia Redevelopment Agency, and any Closed Session necessary to discuss personnel. litigation matters or evaluation of properties. /~~ Robert C.
