CALL PRESENT: ABSENT: Council/Agency Members Chang, Kovacic, Kuhn, Young and Harbicht None 12116197 39:0303 ANNOUNCEMENT Mayor Harbicht announced the Arcadia Beautiful Commission toured the City the evening of December 15 and will be touring the City this evening to judge home and I business holiday decorations in preparation of making their annual awards. He reminded television viewers to turn on their holiday lights. 8. PRESENTATIONS As a token of their appreciation for the opportunity to work on the City's Downtown 2000 (Landscape Streetscape Project, Roberto Perez and Jesus Lara. representatives from Landscape West, Inc.) West, Inc. presented to the City the landscape beautification achievement award plaque their finn received from the California Landscape Contractors Association and Superior Controls, Inc. of Anaheim, California honoring their work on this project. The representatives from Landscape West, Inc. said it was an honor to work on this project with the City and being able to present the plaque to the City of Arcadia. The award was for the category of "Municipalities Maintenance". (Arcadia H/R Comsn.) O/~() ,/1 9. The Mayor and Councilmember Chang, liaison to the Arcadia Human Resources Commission, presented each member of the commission with the Mayor's Certificate of Commendation in honor and appreciation for their work in advising Council on matters of human resources policy and serving as a disciplinary hearing appeals board for Human Resources. Arcadia Human Resources Commission members receiving this award were Bob Baderian, Bill Kem. Gordon Penharlow. Richard Tauer, and S. H. Wen, Chairperson. Mayor Harbicht thanked the commission members on behalf of the citizens of Arcadia for the time and effort they put into this City commission. PUBLIC HEARING 12a. RESOLUTION City Manager William Kelly presented RESOLUTION No. ARA-180: "A RESOLUTION NO. ARA-180 OF THE ARCADIA REDEVELOPMENT AGENCY APPROVING THE ADOPTION OF (ARA 5-Year AN UPDATED FIVE-YEAR IMPLEMENTATION PLAN FOR THE CENTRAL !mplem. Plan) REDEVELOPMENT PROJECT AREA." (ADOPTED) D(,'IO _ "to Peter Kinnahan. Economic Development Administrator. presented the staff report and recommendation for this resolution. In part, Mr. Kinnahan stated that AB 1290, the Redevelopment Reform Law (1993), requires the creation of an "Implementation Plan." The Arcadia Redevelopment Agency created the implementation plan in December 1994 by the adoption of Resolution No. ARA-175. The law also requires agencies to update its plan between the second and third year, writing it for another five years. The Agency is now in the process of updating the plan, tonight's agenda contains a I revised ~pdaled plan which covers the next five years. In two years the Agency will need to write a new plan. The plan can be amended with a public hearing at any time. 2 121l6/97 I I I 39:0304 Staff has attempted to make this plan as all-inclusive as possible so that any possible project that could occur in the project area is addressed. Basic assumptions incorporated in the plan are: (1) estimates of tax increments to be received by the City in the future are conservative due to the uncertainty of future growth in the project area even though growth looks quite promising. The lingering property tax assessment appeals filed by property owners in the project area could result in reduction of property tax revenues to the City by as much as $135.000 and; (2) workload and working staff will remain the same (two (2) professionals, and one (1) part-time clerical); and (3) the goal of the redevelopment process is to achieve significant economic retum to the City and the Redevelopment Agency. The underlying principle of this implementation plan is to bring in additional taxes to the City. Projects are listed in the plan with existing and planned projects. The most significant new project is in the housing area. The intent of the Agency is to do a major senior housing project which will benefit low and moderate income individuals. There is no legal requirement for the Agency to assist in providing new housing for those individuals previously relocated by the Agency; the earlier adopted plan and this update proposes to voluntarily attempt to assist 55 year old seniors in very low and moderate income ranges with a senior citizens housing project or projects. Project specifics and recom_mendations will be brought forward at a later date. . Agency members commended staff for an excellent, well done plan. Agency Member/Mayor Harbicht OPENED the public hearing. No one came forward to speak in favor of or opposition to this item. It was MOVED by Agency Member/Mayor Pro tem Kovacic, seconded by AgencY/Council Member Kuhn and CARRIED to CLOSE the Public Hearing. It was MOVED by Agency/Council Member Young. seconded by Agency/Council Member Kuhn and CARRIED on roll call vote as follows to APPROVE the Updated Five- Year Implementation Plan (FY 1994-1999) by ADOPTING Resolution No. ARA-180. AYES: NOES: ABSENT: Agency/Council Members Chang, Kovacic, Kuhn, Young and Harbicht None None 13. AUDIENCE PARTICIPATION Garland Roberson, Sullivan's Paint, 134 E. Huntington Drive, on behalf of the Arcadia Business Association, reported on the completion of this year's phase of the downtown holiday lighting project and thanked the merchants who donatedfunds, and volunteers who worked on this project. He also thanked the City and Dave Mc Vey, Building Maintenance Supervisor. for coordinating this project, and gave special thanks to Randy Diaz from Maintenance Services who did the actual wrapping of the lights in one day. The resulting budget savings will allow electrical outlets to be installed in ten additional palm trees. In response to Council's question Mr. Roberson stated lighting was installed on the palm tree trunks because installation on the palm fronds would create a higher maintenance cost due to the constant growing and falling off of the fronds. 3 12/16/97 39:0305 A new project suggested by Mr. Roberson was related to the stop signs on First Avenue and improving the traffic flow in the downtown area. He suggested removing the stop I signs at Alta and California Streets, leaving the one at Bonita Street. Mr. Roberson stated citizens have conveyed to him their dislike for the stop signs and have begun to frequent businesses in surrounding cities rather than deal with the stop signs on First Avenue. Council agreed to explore this item which will include a safety analysis, and requested staff to return with a recommendation.. Jim Rider. Arcadia Brewing Company, 107 S. First Avenue, commented in part that professional service businesses provide additional traffic flow in the redevelopment area and should not be precluded in Council's future consideration of proposals for businesses in that area. Although this type of traffic flow is different than retail businesses that generate sales tax revenues for the City, it is still exposure for the existing businesses in the redevelopment area and has been beneficial for those in that area. Regarding the stop sign at the intersection of First Avenue and California Street, Mr. Rider commented that California Street is too narrow for the vehicles currently utilizing this thoroughfare. He stated in conversations with the First Avenue School principals regarding traffic on California Street; their suggestion was to limit the weight of the vehicles permitted on that section of the street. Mr. Rider requested that Council investigate this suggestion for traffic safety. l-1e "'so :c.::.,,~,,(! !he school principals stated there is a new school bus issue to take effect January 1, 1998 th<lt ,c~'.I:'-es the drivers, when stopping to load and unload students particularly at the school site. to always turn on their flashing lights. Most students at this school are dropped off by parents which creates a tremendous traffic jam with the busses. The width of this street is a significant factor that should be considered by Council. Mayor Harbicht requested the City Traffic Engineer review these matters regarding I California Street. Carol Walker. commercial real estate broker. representing East Huntington Drive property owners Faye B. Stabler, Margaret Wamer and Lawrence Landis, delivered letters to the Council from each of them and conveyed their concern regarding the proposed changes to the CBO zoning regulations (Item 21 c. on the agenda). All expressed their concern and hope the Council would consider both "retail" and "general commercial" businesses in the CBO area by not restricting the area to "retail" business only. A great hardship would be created for property owners with an inability to rent property if Council rezones to "retail" businesses only. Lvle Wilson, Arcadia resident, stated he has been approached by many residents living on Longden Avenue (between Temple City Boulevard and the county area near the Monrovia city line) regarding information that the City may be increasing the speed limit to 45 mph on Longden Avenue. Council responded that they are not aware of any information that this is being considered. Mr. Wilson had concerns and comments regarding items 21d, e & f on the agenda this date. He expressed hope that Council would have full discussion regarding the personnel reclassifications; changes in duties, pay, efficiency, benefits. and felt the City should review any reclassification after a time period to make sure the reclassification was in the best interest of the City. Regarding deregulation of electrical service effective January 1. 1998. Mr. Wilson had concerns about billing processes the new ~Iectric companies would be using. He also I expressed his opinion that [he proposed utility tax increase would not "cure" the City's budget problems. j 12116/97 I I I 14. YOUNG (Tree Lights) (Sis. City Comsn.) (City Council Election) KUHN (Rec. Dept. Classes) CHANG '(Christmas Tree Recycling) (United Way Campaign) 39:0306 MATTERS FROM ELECTED OFFICIALS Councilmember Young commended staff for the creative installation of Christmas lights on the west lawn tree at City Hall. As the Council liaison to this commission Mrs. Young requested volunteers to help coordinate a 25th year celebration of the City's relationship with Newcastle, Australia. Newcastle is excited about this and has already begun working on the project. Arcadia's Sister City Commission will begin discussing this at their January 1998 meeting. Council member Young announced she will not be seeking re-election in April 1998. Mrs. Young wished all a Merry Christmas. As the Council liaison to the Recreation Commission, Councilmember Kuhn announced registration is underway for the winter recreation classes and vacation programs. Mrs. Kuhn wished Happy Holidays to all. She also expressed how beautiful all the holiday lights look throughout the City. , Councilmember Chang announced Arcadia residents may recycle their Christmas trees by removing all tinsel, ornaments, lights. and stands, and then put them out on the curb on the regular trash pick up day between December 26, 1997 and January 10, 1998. Trees over five feet (5') tall should be cut in half. Dr. Chang announced the United Way Campaign is now underway in the City of Arcadia. He encouraged everyone to help the needy by participating in this campaign along with donations of food to the Arcadia Board of Realtors' Can Tree food drive, and children's toys for the Arcadia Police Department's Annual Toy Drive. Ceremony) many families who participated in this event, especially the children who enjoyed the snow. He wished Arcadia residents and employees a Merry Christmas and Happy New Year. (Arcadia Chapter Councilmember Chang attended the Holiday Open House held Thursday. December 11 Am. Red Cross at the home of Mr. and Mrs. Mickey Segal. . Dr. Chang commented the home was Holiday beautiful; the entertainment from Arcadia High School and the food were great. All Open House) expenses were covered by donations, with the proceeds going to the American Red Cross. (Senior CitizensFriday, December 12 was the Arcadia Senior Citizen's Commission's Holiday Party for Holiday Party) Senior Citizens. Dr. Chang commented it was a very successful event and thanked all volunteers for their efforts. . (Downtown Holiday Street Lighting) Councilmember Chang complimented the Arcadia Business Association and their volunteers on the Downtown Holiday Street Lighting project. The volunteers thanked by Dr. Chang were: Garland Roberson, Sullivan's Paint; GiI Stromsoe. Mark Schaefer and Associates; Richard George, First Avenue Florists; Jerry Mascott, Mascott Insurance; Steve Leeming, The Frame House; Chris Walker, Pro Bike. Their hard work was commended which has enhanced the beautification of the downtown area. 5 12/16/97 (Arcadia Chinese School Donation to AEF) 39:0307 Councilmember Chang announced the Arcadia Chinese School students and parents donated $9,000 to the Arcadia Educational Foundation (AEF) at the school's Christmas Party on December 5. With Dr. Chang's $1.000 donation, a total of $10,000 was presented Mickey Segal on that evening for the AEF computer and modern technology programs for the Arcadia Unified School District classrooms. I KOVACIC (Councilmember Mayor Pro tem Kovacic responded to Councilmember Young's announcement to not Young) seek re-election in April stating it has been an honor serving with Mrs. Young and he has benefited from her expertise and experience. (Fire Dept.'s EI Nino Survival Workshop) Mr. Kovacic announced that on January 22, 1998 at 7:00 p.m. the Arcadia Fire Department will present an EI Nino Survival Program in the Council Chambers. This presentation will provide preparation information and will last about one hour. Plans are currently underway for a "hands on" Flood Preparedness Workshop also to be held in January; information as to date, time and location will be forthcoming. (Employee Mayor Pro tem Kovacic stated the City of Arcadia will be having its annual Employee Holiday/Recog. Holiday Party on Thursday. Mayor Pro Tem Kovacic wished fellow Councilmembers and all Arcadians a Merry I Christmas, Happy Hanukkah. and best wishes for a healthy and prosperous New Year. HARBICHT (Council member Mayor Harbicht commented on Councilmember Young's choice to not seek re-election in Young) April and expressed his appreciation for her years of service. ("Speaking of Arcadia" Program) (Council Candidate Workshop) (Free Smoke Detectors) Mayor Harbicht announced the latest production of the "Speaking of Arcadia" program began airing on cable television December 15, with the show giving a behind-the-scenes look at security at Santa Anita Fashion Park. The Police Department has a substation in the mall along with a holiday season volunteer ham operators program which provides additional security coverage from the mall roof every evening. He encouraged everyone to view this program which provides interesting information and reassures the mall is a very safe place to shop. The Mayor reported the City is offering a Council Candidate Workshop January 8, 1998 in Council Chambers. This event will last all day and allow plenty of time for questions. Reservations are required, however attending the workshop does not commit one as a candidate. A reprinted Council Candidate Manual will be available at City Hall December 17 from the City Manager or City Clerk's offices. Mayor Harbicht announced that Radio Shack has supplied the Arcadia Fire Department with smoke detectors which will be distributed upon request at any of the City's fire stations free of charge. Under special circumstances the Arcadia Fire Fighters Association can arrange for delivery and installation of these smoke detectors for Arcadia Residents. (City Investments) (Sure Pay Plan - Water Department) (Bus Bench Roofs) (Advertisin9 on Dial-A-Ride Vehicles) .15'n_~ __ APRIL 14,1998 ELECTION RESOLUTIONS IOJ()".tO The Mayor stated the City's investment policy is very conservative; Councilmembers are given such a list on a quarterty basis for review. The investment policy is considered on an annual basis and ratified. The City's portfolio has gained about $25,000 over the last month and has not been adversely affected by the recent stock market fluctuations. Mayor Harbicht reminded residents of the, Water Department's Sure Pay Plan in which individuals can sign up to have water bills automatically paid from a checking account, saving postage and writing of a check. Over 500 people have signed up for this program to date. A concerned Arcadia businessman phoned Mayor Harbicht regarding bus bench roofs to protect bus riders on hot or rainy days. The City looked into this matter several years ago, but did not proceed for various reasons. Council requested that staff bring forward a report regarding the feasibility of this idea and of utilizing Proposition A funds. As a revenue generating idea Mayor Harbicht suggested the idea of selling advertising space on the City's Arcadia Transit (Dial-A-Ride) vehicles. Council requested staff to begin exploring the income potential, the pros and cons of doing such a project and return with a report. " , - . CITY CLERK City Clerk June Alford announced her office has been very busy preparing for the April 14. 1998 election, and that nominations for four (4) seats on the City Council will open on Monday, December 22, 1997 at 7:30 a.m. The nominations will close on January 16, 1998 if all incumbents have filed their nomination papers. If an incumbent does not file by January 16, 1998 the nominating period will be extended to January 21. 1998 for people other than incumbents. In response to Council. Mrs. Alford responded that if Councilmember Young does not file by January 16, 1998, that four year Council position will be extended to January 21, 1998; if the incumbent for the two year position files by January 16,1998. that particular position would then be closed. 15a. RESOLUTION The City Clerk presented a report and read the title of Resolution No. 6024: "A NO. 6024 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA. (Utility User ORDERING THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE CITY OF Tax Measure A ARCADIA A CERTAIN MEASURE RELATING TO THE UTILITY USER TAX RATE AT 4/14/98 Elect.) THE GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY. APRIL 14, 1998 (ADOPTED) AS CALLED BY RESOLUTION NO. 6017." ItJ;$O '.J.O City Attorney Miller commented in part and explained specifics of the wording for the ballot Measure A, Exhibit "A". The measure would increase the Utility User Tax to 7%, which would revert back to 5% in four years on April 15, 2002.. Council commented in part that there has not been a groundswell of support from Arcadia residents to promote this maller to reinstate budget reductions Council was forced to make. The holidays may be a factor in lack of voter response at this time; April 1998 is not in forefront of people's minds. Some Councilmembers have received indications that some sort of a citizen support group will form as the election gets closer, and City Council candidate's response to this issue will also be a determining factor. Council is also concerned whether this measure will be approved by the voters if simply put on the ballot without promotion. and voters' response after the failure of the Fire Suppression District. 7 12116/97 39:0309 Council discussed and gave staff direction regarding the actual wording of the Measure A question to be submitted on the ballot. The City Clerk presented a report and read the title of Resolution No. 6025: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION ON TUESDAY, APRIL 14. 1998 FOR THE SUBMISSION OF A PROPOSED CHARTER AMENDMENT RELATING TO CITY LIBRARY EMPLOYEES: City Attomey Mike Miller commented that this resolution is before Council due to past negotiations which resulted in the agreement that this item would be put forward as a ballot measure which will involve an amendment to the Arcadia City Charter. Proposed wording has been sent to the Teamsters Union reoresenting these employees; there has been no negative response. The City Manager and Library ",ai::::gement have reviewed the wording also. This measure would place certain lIibrary employees in the classified service ofthe City. RESOLUTION The City Clerk presented a report and read the tiUe of Resolution No. 6026: "A NO. 6026 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, (Ballot Measure SETTING PRIORITIES FOR FILING WRITTEN ARGUMENTS REGARDING CITY Arguments MEASURES CONCERNING THE UTILITY USER TAX RATE AND A CHARTER 4/14/98 Elect.) REVISION REGARDING THE CITY CIVIL SERVICE SYSTEM AND DIRECTING THE (ADOPTED) CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS.' It!.:s i). ; fJ City Clerk June Alford explained that "The City Council or any member of the City Council authorized by that body may file a written argument for or against a City measure. These arguments are due for filing on January 6. 1998. If more than one argument is submitted for or against a City measure the election code mandates that the City Clerk accord priority as follows. The first priority is the legislative body. which in this case means the City Councilor an authorized member of that body. Number two is an individual voter, or an association, or a combination who are bona fide sponsors or proponents of the measure. Number three is a bona fide association of citizens. Number four would be individual voters." City Attorney Mike Miller supplemented Mrs. Alford's comments by stating in part that this is an optional resolution for both measures if the Council wants to establish a priority position for arguments and submit arguments. For Council's clarification Attorney Miller I further clarified the prioritizations set forth in this resolution. g 12116/97 I I I 39:0310 Staff responded to Council's Question regarding the signers of a wrillen argument. stating in part, that the maximum number of signers would be five (5), including the author. And Council could designate council members to worite the arguments. There is a required ten (10) day public examination period for wrillen arguments after they are filed and prior to printing. If changes are needed regarding this maller, a special Council meeting could be called to resolve any issue. After considerable discussion regarding whether or not Council should designate someone to write arguments in favor of or against the ballot measures, no Councilmembers were designated. It was MOVED by Councilmember Young, seconded by Mayor Harbicht and CARRIED on roll call vote as follows to ADOPT Resolution NO. 6026 without authorizing any Council member to write arguments in favor of or against the ballot measures. and to designate January 6. 1998 as the final date for submission of such arguments to the City Clerl<. The annual report was prepared by staff of the Economic Development Division and the Agency's auditors, Lance, Soli and Lunghard. and also includes the Agency's audit. The report briefly summarizes the actions taken by the Agency in this fiscal year with particular attention given to the financial situation of the Agency. In the report the auditors found the Agency has acted in compliance with state laws, regulations and policies that govern redevelopment. The Agency Project - NW indicated that while the use was acceptable, more work was required on the architectural Comer - Santa design of the building. Revised site plans were submitted this date to the Agency, with Clara & 5th Ave.) the request to approve the revised concept elevations and the plan, and an Amended (APPROVED) and Restated Disposition and Development Agreement (DDA). This would approve an = assignment of the baiance of Emkay's development obligations to ICD and permit the ~6?<:) ,p~ construction of an 18,000 square foot office and assembly facility on the remnant parcel by December 31. 1998. CBD Zoning Donna Butler, Community Development Administrator, presented the staff report and an Regulations - overview of this item. In August. 1997 Council requested the Planning Commission Downtown Area review the Central Business District (CBD) Regulations for effectiveness and (Prepare Text recommend appropriate changes if necessary. The existing regulations prohibit Amendment) professional and business offices along Huntington Drive and First Avenue in the 06"') . Downtown area unless they are in an existing building designed for office use. The ." '>t. -~ proposal was not to change that aspect of the regulations, but to update the regulations as they relate to the existing businesses and the future development and growth of the CBD zone. The Planning Commission held four (4) study sessions at which time property owners or representatives of the property owners in the Downtown area were present. The focus of the study was to discuss "retail" versus "general commercial" uses. the definition of retail, signage. and outdoor displays and promotional devices. The Planning Commission's I recommendations were presented for Council's review and consideration. Considerable discussion ensued. In response to Council's questions, staff replied in part, by providing the new proposed definition of "retail" as determined by staff and the Planning Commission, explaining a new proposed category of "consumer services", how new businesses are categorized within the regulations, "grandfathering" of existing businesses that could be affected by regulation modifications, determination of use, signage, and conditional use permits. Impact of the proposed regulation changes to business areas of the City other than the CBD was also discussed. Councilmember Young commended the Planning Commission for its thoughtful and complete work on this report. Mayor Pro tem Kovacic expressed concerns regarding furthering the restriction of business types permitted to occupy the first floor of a building in the Downtown area. Mayor Harbicht directed that the Planning Commission consider Council's intention of increasing foot traffic in the CBD area in its designation of the types of businesses permitted for this area. CITIZEN'S COMTE.City Manager Kelly presented the staff report regarding the possible formation of a Utility Tax - "Citizen's Committee" associated with t~e April 1998 ballot measure to increase the Measure A utility tax by 2%. Any committees established by the City Council would be subject to (NO ACTION) the Brown Act; their meetings open to the public. agendas and formal notices posted, 1(' ., etcetera. Limitations to such a committee's activities was also reviewed. Alternatives to '-~ ~ formation of a committee were also discussed. Mayor Pro tern Kovacic reviewed previous Council discussions and concepts regarding the purpose and formation of such a committee. Mr. Kovacic favored a citizen's committee to provide the educational resources and a fair and objective analysis of the utility taxissue to the voters. Councilmember Kuhn expressed that the committee should come from grassroots and not be bound by bureaucracy. The educational aspect of this measure is very important and staff can be available to the public for informational materials. Mrs. Kuhn stated she would not be in support of a formally appointed committee. . Councilmember Young concurred with Mrs. Kuhn stating that a grassroots group would be much stronger in their efforts. Mrs. Young suggested the City Council conduct open community meetings of which she would be supportive. Councilmember Kuhn offered assistance to any citizen group wanting information or education about the proposed utility tax measure. Value and validity of such an appointed committee was questioned by Mayor Harbicht, as the information could be provided to citizens by City staff. Therefore, he toowas not in favor of appointing a committee. 21d. JOB Donna Butler. Community Development Administrator. presented the staff report and CLASSIFICATION recommendation for revision of the Transportation Services Officer position (Transp. Svcs. classification. Ms. Butler stated this position has been vacant since April 1997; Officer - Pos. recruitment began in March 1997, interviews were conducted, however no qualified Revision) candidate was found. Currently. a consultant on contract with the City works 50 - 70 (APPROVED) hours per month at the rate of $65 per hour. This was the least expensive of all O",.)U _ /0 consultants found. The consultant is doing a fine job, but has other consulting jobs to do. A comparison was conducted with other similar city transit services positions and it was found the salary offered was very close to the bottom. The duties have been increased and expanded for this position which requires greater experience. Finding a qualified person is important, therefore the City must maintain a competitive salary schedule. Among numerous other duties the Transportation Services Officer oversees the Arcadia Transit service and researches for all funding sources available for transit and transportation related issues. The Human Resources Commission has given their approval for the necessary upgrading of this position. Staff responded to Council, stating the Human Resources staff conducted the position comparison. the compensation stated in the staff report did not include benefits, and the suggested pay range is midway between the highest and lowest being offered at other cities. Administrative Services Director presented the staff report and recommendation to revise the Human Resources Manager position classification stating in part that it has become aware that the City is no longer offering a competitive salary when an employee leaves for a similar position at a higher salary. Currently the City is recruiting for a Human Resources Manager since the departure of Gary Rogers in September 1997. The role of the Human Resources Manager has changed greatly over the last several years expanding into many new areas some of which are risk management, labor union relations/negotiations, sexual harassment, workers compensation, benefits administration. etcetera. This is a key position in the City organization; the compensation Arcadia offers is significantly below the current market, approximately $1.000 below the average monthly salary of the survey cities. Staff is recommending the salary be increased to $5.016 - $6,097 per month representing a $700 increase (about 13%) to attract qualified candidates who can successfully perform the duties assigned. The Human Resources Commission has reviewed and approved the revised position classification and proposed salary adjustment. I Staff responded to Council's inquiries in part stating the salary does not include benefits. clarifying areas overseen by this position, and the prevention of liability exposure a qualified person in this position can provide. The cities utilized in the comparison study were EI Monte, Covina, Pasadena, West Covina, Monterey Park, Monrovia. Alhambra and Burbank. The current salary Arcadia offers for this position falls 15.6% ($993 per month) below the average salary offered by these cities. In its efforts to balance this fiscal year's budget Council has eliminated the position of Equipment Maintenance Superintendent which facilitated the downsizing and reorganization of the Maintenance Department. The elimination of the position will result in an employee being laid off. The employee is near retirement age. has served the City in a stellar manner, a dedicated, loyal member of the City team. The layoff will have a serious. lasting impact on the individual. II is not uncommon for a City to provide some financial cushion or incentive for employees laid off in a downsizing situation. The elimination of this position will result in a savings to the City of nearly $75,000 annually, the two (2) years service credit will cost an estimated $27,900, resulting in a net savings to the City for the initial year of $47,100 and over $75,000 annually thereafter. Staff responded to Council in part by clarifying figures utilized in determining actual package costs to the City.
