ADJOURNED REGULAR MEETING
FEBRUARY 6, 1996
The AIcadia City Council and the AIcadia Redevelopment Agency met in an Adjourned
Regular Meeting on Tuesday, February 6, 1996, at U5 p.m. in the Council Chambers
Conference Room.

INTERVIEWS WITH HUMAN RESOURCES COMMISSION APPLICANTS
The City Council conducted interviews to fill a vacant position on the Human Resources
Commission. Following is a brief excerpt of the qualifications of tIm:e applicants.

Dr. Janie Steckenrider stated, in part, that she is a political science professor at Loyola
Marymount University, with a focus on gerontology. She currently serves on the Boards
of Directors of Arcadia Methodist Hospital, the Siena Madre: Skilled Nursing Facility,
and the Founding Associates of the French Foundation for Alzheimer's Research. Dr.
Steckeoridcr previously served on the AIcadia Senior Citizens Commission, and the
committee which investigated a flat ambulance service fee, and the committee which
started the luncheon programs at the Senior Center. She is very interested iu serving on
the Human Resources Commission for many reasons; one is a commiunent to the
community and desire to be involved as much as possible. Also. this commission is an
integral part of what the City does, how it is ruD, and. the relationship with the
employees, things which she is interested in. Dr. Steckeoridcr has a flexible schedule
which will allow her time to serve on the Human Resources Commission.

Gordon Penharlow stated, in part, that he has an engineering background, and owned a
company in Arcadia which has relocated to Monrovia. He was on the Parking District
Commission for twelve years and was chairman of the Arcadia Olympic Commission.
Owning a small business has provided him experience in dealing with customers and
employees. OVer the years Mr. Penharlow has learned how to work with employees to
get the most out of them. which seems comparable to what the City does, and he believes
his background would be helpful as a Human Resources Commissioner. The Human
Resources Commission hears appeals on employee discipline; Mr. Penharlow noted thaI,

as an employer, he has had occasion to be similarly involved with such personnel
problems. In addition, he has written policies and procedures as to how his company
should operate and as to employee condoct.

Art Frv stated, in part, that he has been active with the Arcadia Police Depanment's
Youth Program for the past twenty years, and would now like to serve the community in
a different capacity. He is employed by the Wooster Brush Company, a 14S-year-<:>ld
paint brush company. Mr. Fry served on the City of EI Monte Plan..,ing Corr.mission for
a number of years. He has also served on the El Monte City Council as an interim
member. He has had experience as a manager in dealing with disciplinary problems,
listening to both sides and making a decision, and he is comfortable in doing so.
INTERVIEWS WITH RECREATiON COMMISSION APPLICANTS
The City Council conducted interviews to fill a vacant position on the Recreation
Commission. Following is a brief excerpt of the qualifications of three applicants.
Steve Phillioi stated, in part. that he has been involved in civic activities for a long time,
most recently with children's activities such as Little League, Cub Scouts, soccer, and
basketball. He is a lawyer, practicing in Pasadena, and is very involved in his chwch.
He is currently the president of the Santa Anita Oal:s Homeowners Association. Mr.
PhiIIipi first applied for membership on the Recreation Commission eight years ago and
is still very interested. If given the opponunity to be on the Commission, he would like
to explore some new areas of programs for children, expanding some if necessary. With
two young children, Mr. Phillipi has become familiar with the Recreation Depanment
and with some of the classes offered for children at the Community Center.

Bob McAlister stated, in part, that he has worked as a teacher and counselor, and was
employed at the Temple City School District for 36 years as a Director of Student
Activities and later as Principal of Adult Education. During that time he worked for
Temple City Parks and Recreation during the summer months. He retired in 1990, and
would like to contribute his time, effort, and past experiences as an administrator in the
school district, which has given him an insight into youth. Mr. McAlister served in the
California Activity Directors Association for IS years and still attends their meetings.
Owen Miller stated, in part. that he has three children who have been active in sports
programs in Arcadia. His background is in banking. and he is President and CEO of the
South Bay Credit Union. Mr. Miller stated that when he graduated from high school he
worked for the City of Los Angeles at their playgrounds, then became Assistant Camp
Director at the Boys Camp at Griffith Park for several years. In Arcadia he has coached
seventh and eighth grade boys' basketball teams. He was a volunleer umpire in Little
League for many years. Mr. Miller also has a teaching cenificate, and taught banking
classes at Arcadia High School ten or fifteen years ago. He was the youth advisor at his
chwcb for many years.
At 6:40 p.m. the City Council RECESSED and RECONVENED at 6:50 p.m. to discuss
the selection of a member to the Human Resources Commission and the Recreation
Commission. It was agreed that all of the candidates interviewed were qualified and
capable people, any of whom would be of benefit to the commissions.
Councilmember Young commented that Gordon Penharlow would be her choice for the
Human Resources Commission, considering his qualifications in the area of personnel
and discipline problems.. Mayor Pro tern Kuhn and Mayor Lojeski agreed that Mr.
Penharlow's capability is without question. Mayor Pro tern Kuhn mentioned that at the

first opportunity in the future she would like to see a woman on the Human Resources
Commission, to give a feminine viewpoint, since there has not been a woman on the
Comffiission for a long time. Councilmember Ulrich agreed that all three candidates
seemed very well qualified. Councilmember Chang noted that Ms. Steckenrider and
Mr. Penharlow were both well qualified, and he would go along with Mr. Penharlow as
the choice at this time.
Councilmember Chang noted that all three applicants for the Recreation Commission
seemed very well qualified; however, his choice would be Owen Miller. Councilmember
Ulrich favored Steve Phillipi. Councilmember Young stated that he has been an asset to
the homeowners' association, and his understanding of the City is very good. Mayor
Pro tern Kuhn and Mayor Lojeski pointed out the fact that he has young children
involved in sports and other recreation programs. Mayor Lojeski requested thank-you
notes be sent to all of the candidates, e:\-pressing that they are very qualified and the City
is fortunate to have them.
Mayor Lojeski noted that there will be a presentation made to Marian Travisano,
outgoing Recreation Commission member, at tonight's regular Council meeting. Notice
of this presentation was inadvertently omitted from the agenda.
Mayor Lojeski referred to a Letter to the Editor published in the Pasadena Star-News on
January t I, 1996, in which the writer called the Arcadia City Council "stupid." With
the assistance of staff, he prepared a letter of response to the person who wrote the
letter, and asked for Council's suggestions as to any changes, and for their signatures if
they desired.
Mayor Lojeski stated that he will not be present at the next Council meeting on February
20.
