The City Council and the Arcadia Redevelopment Agency met in a regular meeting at
7: 10 p. m., Tuesday, February 6, 1996 in the Arcadia City Council Chambers.

Mayor Lojeski introduced the t 995-1996 Pasadena Tournament of Roses Association
President, W. H. 'Bud" Griest, Jr. and Mrs. Mary Lou Griest, The Mayor noted that
assuming the presidency of the Pasadena Tournament of Roses Association was the
culmination of twenty-eight years of service to that 935 member volunteer, non-profit
organization. Mr.Griest selVed on many committees through the years, and has had
some outstanding achievements. The Tournament of Roses is a premier event in the
United States. The theme of the 107th Rose Parade was "Kids, Laughter and Dreams",
which spotlighted dramatically designed floats, high-stepping equestrian units and
spirited marching bands. Following the parade was the Rose Bowl game, which was
one of the finest games in a long time. On behalf of the City of Arcadia and all its
citizens; Mayor Lojeski presented the Mayor's Cenilicate of Appreciation to Mr. Griest.
In conclusion, the Mayor noted that Mr. and Mrs. Griest are also residents of the City of
Arcadia
Mayor Lojeski introduced the 1995 Arcadia Tournament of Roses Association
President, Lisa Zanver. Mrs. lonver has sem:d the Association during the years in
many capacities. Arcadia had an outstanding float, and continues to have outstanding
courts. Mayor..Lojeski presented the Mayor's Cenificate of Commendation to Mrs.
Zanver to let her know how proud the citizens of Arcadia are to have her as the leader of
this illustrious Association.

AUDIENCE PARTICIPATION
Dodv Gre!!1!. 1745 Elevado Avenue, stated, in part, that she is the Legislation
Chairman, Arcadia Council PT A, representing 7,800 parents in the area. They
recently became aware of Proposition 203. This is the California State school bond
measure which will be on the ballot March 26, 1996. The PTA has developed and
adopted a resolution in suppon, and would like to encourage the City Council also to
support the School Bond issue. Mrs. Gregg read the resolution. ~ A resolution of the
Arcadia Council PT A in support of Proposition 203, the State School Bond:
WHEREAS, the facility needs for K-12 schools, community colleges. and the State's
colleges and universities are enormous with more than half of the K-12 schoollluildings
being more than thirty years old, and over 140,000 new kindergarten through high
school students entering California schools each year; and WHEREAS the State bond
will provide money for K-12 as well as college and university constnlction needs, which
can only be used to build new schools, earthquake retrofit, repair and upgrade older
classrooms, construct laboratories and libraries and other needed facilities; and
WHEREAS California's bonded indebtedness is average among the Slates, and Wall
Street bond raters assure that this small increase in debt load will not adversely impact
California's bond rating, since states like Connecticut, Delaware and New Hampshire
have double A.ratings with nearly double the debt load of California; and WHEREAS
an investment in the educational infrastructure of the State is an investment in the
future economic and business prosperity, and is important to restoring and maintaining
the State's higher bond ratings IR the future; and WHEREAS this bond measure has

received broad support from education groups including the California Slate PT A. the
California School Boards Association, the Association of California School
AdmiRistrators, the California Teachers' Association, as well as the business
community, including the California Business Round Table, the California Chamber of
Commerce, the California Business Alliance and the California Bwtding Industry
Association. In addition, the bond is supported by the California Tax Payers'
Association, the League of Women Voters, and the Congress of California Seniors; and
WHEREAS, the citizens of Arcadia will benefit from this Slate school bond, after years
of paying to support other school districts' improvements; and WHEREAS, because of
passing its own tocal bond measure, Arcadia schools have qualified for priority funding
from the next Slate bond issue to meet the Slate matching funds commitr.1enl, and
qualifying Arcadia Unified School District to re<:eive S t3.S million dollars; and
WHEREAS, with the passage of this State bond issue, the Arcadia Unified School
District will not need to issue the last SS million dollars of its local bond now, thus
saving local property owners from additional taxes. THEREFORE BE IT RESOLVED,
that the Arcadia Council PT A supports the passage of Proposition 203, the Slate School
Bond Measure on the March 26 ballot"
Kav F. Jones. 110 South First Avenue, stated, in pan, that she is present to show
support to the City Council and City Manager for moving ahead and getting more
revenue for the City. She has heard thaI, without additional revenue, it is possible that
by the year 2003 the City could be bankrupt. She and others have been out with
petitions because they all believe that the City needs more revenue and more business to
support Arcadia's new projects. They love Arcadia and don't want to see it go into
bankruptcy. They have almost 1,000 signatures, and plan to get S,OOO.
Frank Goddard. 620 West Huntington Drive, stated, in part, that "Neighbors for
Arcadia", an organization of which he is a member, is gathering signatures for an
initiative petition to amend Section 2Sg. of the General Plan, "Land Use Element".
When filed, this petition requests a vote of the people at a special election. They
understand that such an election might cost the City as much as $60,000. Since it is not
the organization's wish that the City should have to incur this expense, they wish to
recommend a procedure which would save the City this expense, and still reserve the
right of the people to vote on this maner. Therefore, if the Arcadia City Council will
promise in writing to put the initiative measure on the ballot at the November general
election, the organization will not have to file their petition. They ask the City Council
to consider this recommendation seriously, and to inform the Commillee, "Neighbors for
Arcadia", of Council's decision as to whether Council will move to see that the measure
will be placed in the November general election. Mayor Lojeski responded that the
recommendation will be evaluated, however, he could not say at this time when the
Committee would receive an answer to this request.
Marv . Dollar. near Alta Street and First Avenue, stated, in part, L'lat she thanks the
JlCl'Ple who have been supplying the residents with up-to-the minute bulletins regarding
the progress of the Downtown 2000 Reconstruction. She c3n now SCl: how beautifully
First Avenue is shaping up, even though there have been moments of puzzlement as to
how much longer it was going to continue in the act of work in progress. Earlier this
evening she had enjoyed walking on First Avenue, and greeting other pedestrians.
There is to be a grand opening celebration on March 30 where peopte will gather to
mark the successful conclusion of the project. There will be entertainment and balloons,
and Mrs. Dollar hopes residents will attend and enjoy each others company.

Mayor Lojeski stated that the Arcadia High School Constitution Team will again this
year be representing this area of California at the competition. in Sacramento. In each
of the past five or six years, the Council has contributed SSOO toward travel expenses
for the students. We have seen this team go on to the national finals in Washington.
D. C. , which they also won. Mayor Lojeski would like to place the matter of such a
contribution toward the students' travel expenses on the next Council agenda. It was
the consensus of Council that this be done.
Mayor Lojeski referred to a letter from Mr. Michael Lamb, President, Arcadia School
Board. requesting support of Proposition 203, which is the State School Bond issue.

Councilmember Young thought the Commissioners' dinner was a delight and thaI the
Council did well to thank all the Commissioners, who serve the City well.
Councilmember Young reported that she, in COMpany with Mayor Pro tem Kuhn and
the City Manager, attended a seminar on leadership at CaIPoly which was most
inleresting. She was sony the entire Council was nOI present. Seminar attendees
participated in an interpersonal influence invenlory. They returned with materials to
have the rest of the Council also complele such an invenlory. After completing the
forms, the Councilmembers were instructed 10 return them 10 the City Manager's office.

Councilmember Ulrich stated that en January 20 he attended the Arcadia High School
annual spaghetti dinner. He was particularly impressed with the show thaI was
presenled by the Music Departmenl There were impressive performances by the
Princesses, the Auxiliary Guard. and the Apache Marching Band. II was one of the
highlights of the year. He congratulated the students who participaled.
Councilmember Ulrich slated that the had attended three DARE. graduations al three
different elementaIy schools. He represenled Ihe Mayor in presenting a short message
to the parents, teachers and students. II was great to see the enthusiasm of the
graduating boys and girls, and to listen to some of the fine essays they wrote on the
subject of saying "no" to drugs. Council member Ulrich commented on the great
rapport which the two police officers conducting this program, Mike Cervantes and
Toni .Caylor, have with the children.
Councilmember Ulrich commented thaI he had prese~ted . the Mayor's Certificate of
Appreciation to Eagle SeGut Armand VaJjabedian on January 27. Armand's Eagle
project was to re-stripe the parking 101 of his church. Council member Ulrich asked
everyone to join him in congratulating Eag~e Scout VaJjabedian.
Councilmember Chang commented that he had also attended the Arcadia High School
annual spaghetti dinner, and agreed that the performances were outstanding and
extraordinary. _ His youngest son was present; his two elder sons had also attended
Arcadia High School, and he is proud that all of his children have been in the band.
Councilmember Chang commended that he understands thaI TCI sent a video crew to
tape the event at no cost. He commends them for this.

Mayor Pro tern Kuhn commented that the Leadership Workshop, mentioned earlier,
involved two and a half days of intense study. It was well worth while. Mayor Pro tern
Kuhn also attended a five hour investment seminar in the City of Burbank sponsored by
the Municipal Treasurers' Association. The purpose of the workshop was to aid elected
officials in meeting fiduciary responsibility in the area of City finance. The Orange
County situation has heightened everyone's awareness of possible problems. A good
solid investment policy is necessary. Arcadia has an investment policy which reflects
the City's conservatism, and separates responsibility for investments and expenditures.
Arcadia does this. and has wonderful staff in Jerry Parker, Treasurer and Jim Dale,
Finance Director. Investment portfolios should be reviewed each month; and Arcadia
does that. Mayor Pro tern Kuhn also learned the right questions to ask regarding
investment policies. It was a very worthwhile workshop.

Mayor Pro tern Kuhn attended the D.A. R.E. graduation, and congratulated Police
Officers Cervantes and Cayor on the fine job they are doing with the D.A.R.E program
in the schools.
Mayor Pro tern Kuhn noted that on Saturday the Arcadia Chinese Association held their
annual dinner at the Los Angeles Intercontinental Hotel, celebrating the Chinese New
Year. She understands that this is the Year of the Rat. She thanked the Association for
their hospitality and wished everyone a Happy New Year.
Mayor Pro tern Kuhn congratulated Police Sergeant Randy Kirby who was selected
1995 Officer of the Year by the Arcadia Police Officers' Association.
(Arcadia Mayor Pro tem Kuhn commented that the Arcadia Chamber selected Joan Cline and
Chamber of Jesse Vanlandingham as co-winners of the Arcadia Chamber of Commerce Volunteer
Commerce of the Year Award. Mike Lamb was selected Business Person of the Year. Chris

ABATEMENT
Mayor Pro tem Kuhn stated that the Arcadia Beautiful Commission has received a
resignation. There is some urgency in getting a replacement on that Commission
because of the upcoming awards program. She requested that this matter of an
appointment to this Commission be placed on the agenda for the next Council meeting.
It was the consensus of Council to do this.
CITY CLERK
The City Clerk stated that, with regard to the April 9, 1996 municipal election, help
from citizens is always welcomed if they can volunteer to be election officers or provide
polling places. One hundred and four election workers will be contacted, in addition
to the City Clerk's staff and other City staff who will be working on election day.
The annual weed abatement program begins within the City of Arcadia with Council's
consideration of Resolution No. 5904. This resolution declares that brush, rubbish and
refuse upon and in front of certain private property in the City are a public nuisance and

weeds and other dried vegetation, in particular, are a fire menace which endangers
public..safety. Resolution 5904 provides for the abatement of such material. Following
the adoption of this resolution, the Agricultural Commissioner of the County of Los
Angeles will mail notices to the property owners to abate these propenies of such
noxious and flammable materials. Resolution No. 5904 sets a public hearing for
February 20, 1996 to hear objections to the proposed removal of these materials. or show
cause as to why such materials should not be removed.

CITY ATTORNEY
Consideration of report on effect of a proposed initiative measure regarding the General
Plan. An initiative petition based on a proposed ballol measure is currently in the
circulation phase. PursuanIIO City Council direction al the meeting of JanU31)' 2, 1996,
this agenda item is to consider the possibility of ordering the report authorized by
Elections Code Section 9212. During the circulation of an initiative petition, or before
taking action to sel an election or adopt an initiative measure, the City Council may
refer the proposed initiative measure 10 any City agency or agencies for a report on any
or all of the following: A) Its fiscal impact; B) It' effect on the inlernal consistency of
the City's General Plan and Specific Plans, including the housing element, the
consistency between planning and zoning, and issues of discrimination; C) Any other
matters the City Council requests 10 be in the report The report shal[ be presented to
the City Council within the time prescribed by the Council but no lalCr than 30 days
after the City Clerk certifies the sufficiency of the (initiative) petition 10 the City
Council.
Councitmember Chang stated that he would like to know the effec:t of the initiative on
the incidental activilies, such as charitable events, thai mighl be held al the race track.
The City Attorney said this would be included if and when Ihe Council orders the report
to be prepared [n response 10 a question from Councilmember Chang, the City
Attorney said that, if Council wishes to proceed with the report, the fiscal impact and
land use portions would take some time 10 prepare; however, the report can be compiled
within the thirty day time frame.
Councilmembers Young, Ulrich and Kuhn agreed that these questions are premature,
and il would be [ogicallo wail until and if Council delermines thai il will be necessary.

Mayor Lojesld adjourned the meeting "in memory of Anastacia Marie Greaves who was
the mother of our Arcadia Beautiful Commissioner, Gloria Venz. After raising her
family, Mrs. Greaves (Ann as she was known) discovered thaI selling real estate was
what she truly enjoyed doing. She managed to maintain a successful career in real
estate even into her lale seventies. She is survived by three children; eleven
grandchildren; eighteen great grandchildren; and seven great. greal grandchildren. Ann
was a woman ofindomitable spirit and will be deeply missed by all. Tonight's meeting
will be adjourned in memory of Anastacia Marie Greaves".
