in 1970, and became popular in Arcadia in 199'; and WHEREAS emphasis on this

HIGHLIGHTS
Mayor Lojeski stated that Arbor Day is celcbtalcd througbout tbe nation and some pans
of tbe world to encourage tbe planting of trees. Tbe Arcadia Beautiful Commission,
which also serves as tbe City's Tree Commission, be1d an Arbor Day celebration at
Arcadia High School on March 7, 1996, and planted a DCW IRe to com.....mntate this
occasion. Five third grade cIasscs from Baldwin Stocker Scboo1 arriwd to upbeat
music provided by tbe Arcadia High School Pep Band. Pictules on tbe TV monitor
highlighted the events for those prescot and the TV audience.

Arbor Day were presented. as well as tbe Arcadia Beautiful Commission Members.
Gloria Vertz, Chairwoman of the Arcadia Beautiful Commission introduI:cd tbe other
Commissioners: Dorothy Denne, Gary Brewer, Pat Eicher1y, three other _~ were
not present. Tbe wiJIning students were: Bonnie Burke; Debra Chao; Erica Quai;
Andrea Gross; and Desiree Millette. Desiere Mallett read four poems written by tbe
third graders in Room 18, Baldwin Stocker E1-ento'Y Scboo1, after which Mayor
Lojeski presented the Mayor's Certificate of Com.....w.lil)n to each student. Mayor
Lojeski also introduI:cd Commissioner Pat Eichcrly, Chait Person of tbe Arbor Day
event. Mayor Lojeski acknowledged the principal and teacbers from Baldwin Stocker
School prescot in the audience.

Mayor Lojcski declared tile public bearing 10 be OPEN.
An-Chi Lee. Arcbitcct, 3740 Campus Dr., Suile B. Newport Beach, stated, in part, \bat
it would DOt be possible 10 use tile roof as a balcony. The only window adjacent 10 tile
balustrade area is a bathroom window which is two feet wide and tbRc feet high with a
sill 4'- 6" above tile floor, so a person WQU!d actually bave 10 dimb out 10 access tile
roof. The bedroom which is adjacent 10 this portion of tile roof bas only a window
facing 1he ftonI of tile building so tbcte is 110 aa:as. Also since tile roof is only partially
cnclosccl by tile balus1radc; it would DOt be safe 10 use it as a balcony. Tbcrc would be
some impad on 1he ncigbbolS, but tile matter bas been di....-.t with them, and they

Mayor Pro tcm Kuhn and Councilmcmber Young said 1hey would uphold the decision
of the Planning Commission. and \bat the heigbt lllquircmcnIs were known 10 1he
an:bitcct. Councilmcmber Chang felt \bat 1he addition of balustrades would constitute
an appropriate improvcmcn1lO tile property. The P\annin8 Commissioners felt this
wouJd be a safety issue if tile roof sbouId be used as a balcony. Councilmcmber Chang
felt \bat the owners would know this area could DOt be used as a balcony and would
abide by \bat rcslriction. He thinks tile variance sbouId be lIpJlrlMd. Mayor Lojcsld
said tile City bas fine regulatioDB in tile building code. This is an example of stretching
them 10 tile \imit, and then asking for an additional modification. It is a lot of house on
a fairly smaII fronlage. Mayor Lojcsld felt Counci\ sbouId uphold tile building code
regarding beigbt limitatiOns.

City Clerk, June Alfom stated, in part. that what she is requesting is an upgrade of her
sa1ary to a flat rate and including the provisions of Resolution 3652 with regmd to
hoon and other management adjustments that may be granted. The report before
Council reviewed the cxpcricna: of the City Clerk in regard to sa1ary and sa1ary
adjustments over time. The City Clerk stated that her current sa1ary is $4127 per

depanment head or division head in the City, even though sbc carries great
respoDSlbility and has been diligent in the management of her ofIice and exercise of
duty. Because this matter must be settled by resolution befolll the City election on April
9. 1996, the Clerk n:questcd a just and fair adjustmenlto her salaIy to S5,I27 per
month for the new term. Also, the automatic adju-to equivalent to the same
percentage applicable to management employees during her flna1 term in office, and
continued fringe benefits (Sections I, 2 and 3 of Resolution 5652). In response to a
question from Cnn"..;I""",,'- Chang, the City Clerk responded that the figure sbc
arrived at was a median amowu of sa1aries of various clmb in the SI8Ie. Sbe is an
experienced and qua1ified City C1crk. In response to a question from CowlciImember
Ulrich, the City Manager replied that if Proposition C in the upcoming election is passed
by the voters, the effective date will be the year 2000. Prior to that date Counci1 would
need to review with City 5l8ff the qualifications to be established for the position at that
time, At the present time there 8IIl DO qualifications ocher than to be a citizen and to
live in the City, To _ toward specific qualifications, degrees or experience, etc., 5l8ff
would do a survey at that time on comparable jobs in ocher cities. CounciImember
Young noted that Section 504 of the City Charter states: .Coft1P""""rion for the City
Clerk shall be set by the Council and shall DOl be incIIlased or decreased after his
election or during his term of ofIice". In response to her question, the City AlIorney
said that Section applies to the question befOIll Counci1 this evening, and an increase, if
granted, would be eft'ec:tive April 16, 1996. This is the only window that is available or
the Council to act RglI1'ding the Clerk's salaIy. CowJciI""",,'- Ulrich agreed with
CounciImember Chang that the City Clerk has been doing an excellent job, but this is a
24% pay increase which sounds \ike a fairly hea\>y peI~ inaease, and be just does
DOl know what wou1d be appropriate. He thougb1 it to be too had to be rushed to make I
a decision at this ~ng because of the provisions of the City Charter. It was
suggested that perhaps a specia1 meeting couId be called, thereby giving DIOIIl time for
consideration.
Mayor Lojeski inquired about the legal implication of someone wishing to run for this
office and being informed of the salaIy, when the salaIy is increased after the
nomination filing """"Ii",,. The City Attorney responded there is DO legal liability;
however the most practical time to accomplish a salaIy increase is prior to the filing of
nomination papers for the ofIice. In response to a question from Mayor Lojeski, the City
Attorney said that Resolution 5652 applies only to the present term; and if Council
intends to _intain the status QUO, be would recommend a motion to continue the terms
and conditions of Resolution 5652. The City AtIorncy bas prqwed another resolution
if the salaIy increase is granted, which wou1d include the City Clerk receiving any
future incIIlasea that ocher management pmonne1 receive.
Further cliscusaion ~ The City Clerk reiterated her reqnest for an adjustment to
her salaIy leYeI based on responsibilities, experienl:e, and the fact that her salaIy is less

ways of controlling costs. Council is dealing with the fact that 80% of City
expenditwes is for salaries. CounciImemher Chang asked the average salaIy of all the

residcntial, colllDlCrl:ial and industrial uses wiihin tbe City and its sphere of influence as
envisioned in the draft Gencral Plan.

completion. If it is not Conncil's desire to authorize additional amounts of money to get

CounciImember Young said Council needs to see a financiaI sheet, showing what has
been spent and what tbe cost projections are. The City Manager said staff can try and
do that. Staff can make an assumption as to tbe number of public bearings ihat may be

The City Attorney expressed concern about ongoing bills in tenDS of legal obligations.
A related concern is ihat wiihout Council's authorization for funds, staff will have to tell
certain people who are preparing for tbe GeaeraI Plan bearing on Wednesday not to I
worlt any more. He is specifically referring to legal counsel who has been an integral
part of working wiih this. People are working this week very closely to prepare reports

Church, 121 Alice Street, Arcadia Phil lived in Arcadia for thirty-four years, and
0WDCd Becherer Buick until 1992. The dealership was founded by 01ie Becben:r in
19SO and was located on Huntington Drive where today the Claim Jumper Restaurant
sits. In 1966, Olie Becherer banded tbe dealership over to his son-in-law, making tbe
twenty-eight year old Phil Scott the youngest Buick dealer in tbe country. Phil was bom
