OF 'THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING JUNE 4,1996 The City Council and the Arcadia Redevelopment Agency met in a regular meeting at 1:00 p.m. Tuesday. June 4. 1996, in the Arcadia City Hall Council Chambers. INVOCATION Rev. Ray Petzholl, Mandarin Baptist Church PLEDGE OF Jim Dale, Director of Administrative Services ALLEGIANCE ROLL CALL PRESENT: Councilmembers Chang, Harbichl, Lojeski. Young, and Kuhn ABSENT: None 4. PRESENTATIONS I On behalf of the City of Arcadia. Mayor Kuhn presented a Mayor's Cenificate in recognition of outstanding achievement to Rebecca Choi, wiMer of Congressman David Dreier's Youth Volunteer Award; and Brian Hubinger, RUMer-Up. Congressman David Dreier's Youth Volunteer Award. Jim Barrows. representing the Arcadia Festival of Bands, explained the purpose of the Festival of Bands Committee as a fundraiser. He presented a plaque to the City on behalf of the School District music students in appreciation of the City's continued suppon of the Arcadia Festival of Bands. Jim Dale, Admini<h'3tlve Services Director. presented an overview of the various services provided for the City by the Administrative Services Department 5, SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS The City Manager suggested dates for beginning Council discussions of the General Plan. It was agreed to hold the meetings on July 8 and 9. 1996, at 6:30 p.m in the Council Chambers. ORD, &: RES. He also commented that, with regard to budgets, a study done by Rose Institute at Claremont McKenna College discovered that the reason the County of Los Angeles came so close to bankruptcy was overspending. He hopes Council will consider this when they think about the City's budget and that they will consider the citizens when they make decisions with regard to Santa Anita, I Gail Marshall. 2300 block of Lee Avenue, stated in pan that she would like a response to a suggestion she had made regarding dividing the City into councilmanic districts. She asked if Council would consider changing the agenda formal. Audience participation is early in the evening. and speakers are addressing the Council on matters two weeks after Council has discussed and voted on them. ~. Marshall also commented that citizens who take the time to participate at Council meetings should be commended and their opinions respected, She believes that some of the reasons that new businesses have been slow to locate in Arcadia may be the bureaucratic effon necessary and the increase in City business license fees. She asked how things with Newco are coming along. Drew Krvnicki. 321 Leroy Avenue, commented in pan on the City's finances, budget expenditures, and the salaries of top City officials. He believes that City officials are in favor of the proposed Santa Anita entertainment project for the revenue it will bring in to suppon the budget and their salaries, and a "yes' vote on the initiative in the fall will bring fiscal responsibility. Mr. Krynicki also commented that an Arcadia City Council member 's statement was in error when the Councilmember said the City of Monrovia came to an agreement on a theater proposal in ten days. He would like the Council to look into citizens' opinions regarding the Santa Anita project. I MATIERS FROM ELECTED OFFICIALS CounciImember Lojeski read a letter from Mr. Richard Roche. who apologized for statements made at the May 21 Council meeting which were based on incorrect information. Councilmember Chang reponed that he recently attended Congressman David Dreier's Youth Volunteer Award Ceremony. He congratulates the winners. Rebecca Choi and Brian Hubinger. and compliments Congressman Dreier for establishing the volunteer program. Mayor Pro tern Harbicbt stated that when someone speaks at a Council meeting during audience participation, Council does not usually respond in any way. However, Council's silence should nOl be interpreted as acceptance or agreement that everything r said is correct. With reference to the senior citizens luncheon meals program. an item on tonight's consent calendar, Mayor Pro tem Harbicht is in favor of it and would like to see it continue. He encourages an effon to expand the program to include those who are not regular attendees. Mayor Kuhn stated that the Arcadia Tournament of Roses Association is holding an annual sponsorship drive. Fair) Mayor Kuhn announced that on Saturday, June 8, the first annual DARE Fair will be o <f 7 0 - '" 0 held at Santa Anita Fashion Park Mall. (loint mtg. with Sierra Madre City Council) (Thank-you Itr. from City of Pomona) She also noted that the Mayor of the City of Sierra Madre has asked for a joint meeting of the Councils of the two cities, and asked Councilmembers to let the City Manager know of any agenda items they would like to see included, Some ideas set forth were: traffic control and speed on Orange Grove Avenue; coordination of purchasing, as is done with the School District; a dial-a-ride service which will go through to Sierra Madre. Mayor Kuhn read a letter received from the City of Pomona thanking the City of Arcadia for its rapid response and suppon after the loss of a Pomona police officer. 8.
