ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
JULY 16, 1996 (5:30 p,m,)
The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular
Meeting on Tuesday, July 16, 1996, at 5:40 p,m, in the Council Chambers Conference Room,
PRESENT: Councilmembers Harbichl, Lojeski. Young and Kuhn
ABSENT: Councilmember Chang
It was MOVED by Councilmember Young. seconded by Mayor Pro tern Harbicht and
CARRIED to EXCUSE the absence of Council member Chang.

Ms. Marco Brown, representing the New Los Angeles Marketing Partnership (NLAMP)
presented the formation and concept of the program. The New Los Angeles Marketing
Partnership was created one and one-half years ago and is a partnership between the public
sector and the private sector within Los Angeles County, It is a five-year program designed
to improve the image of Los Angeles County and promote business, The genesis of the
organization was created as a result of the mass of negative press that Los Angeles County
received over the years, Business leaders and public agencies recognized that there was a lot
of good news to be told about doing business and living in Los Angeles County that was not
being covered by the press, A decision was made to put some money into a campaign that
would emphasize the good news about economic value, the opportunities for growth, and the
reasons to do business in Los Angeles County, And, why this is a good place for residents
and businesses to come and grow,
NLt-MP is one and one-half years into the compaign to market this area, The direction of the
campaign was to first focus on local residents and local businesses, To help them hear the
good news about doing business and living here in Los Angeles County, To help them feel
better about living in Los Angeles and to overcome the mass of daily negative press. That
campaign was a success as survey results confirmed.
NLAMP is in the second year of their campaign and focusing on businesses... local and
domestic. The next step will focus on international business in which to market the Los

Angeles area. They have a budget of $6,000,000, and are attempting to make a difference ill
the market place to tell the story of Los Angeles to business people, not only in Los Angeles
County but also throughout California and internationally, The second purpose of th"
NLAMP campaign is also to make sure when they make a contact and when business peopl"
are interested in building their business or opening a business, that NLAMP delivers on their
expectations, which are created through NLAMP advertising. The Direct Business
Association Program was created to help business solve problems and to grow and bo~
financially sound within Los Angeles County, Arcadia is a community that has a lot to offer
in commerce and in the residents, The residents are able to maintain a quality of life that
allows them to have a short commute to work and also be able to maintain a rare quality of
life, which includes their employment. What this program will try to accomplish is to ensure
that Arcadia residents have places to work, to do business within commuting distance, and
make sure that the City has the opportunity to attract desirable commerce and retain this
commerce, Ms. Brown noted that NLAMP is a strong partnership and is working on behalf
of the cities in the San Gabriel Valley to promote and market this area,
In response to Council's questions, Ms, Brown replied that although the NLAMP program
will end in five years there will still be a need for the business assistance program which will
continue to be part of the Los Angeles Economic Development Corporation and be funded, as
it is currently, by the cities, Also, the Los Angeles County Chamber of Commerce is a
founding partner in NLAMP, They are now in a five county organization and market their
own organization and also create their own work plan, They Focus on legislative issued and
business advocacy, NLAMP has more of an advertising and image campaign. Also NLAMP
works in tandem with local Chambers of Commerce, NLAMP sees local chambers as major
partners in this marketing program.

In response to Councilmember Young, Ms, Brown stated that NLAMP advertises in the Los
Angeles Times, local radio, busses, billboards, national magazines such as Forbes, Fortune,
Business Week and occasionally in The Wall Street Journal, Ms Brown explained in detail
the role of various economic development agencies in the area and how they work with the
NLAMP consortium, At the conclusion of her presentation Mayor Kuhn expressed Council's
appreciation and noted that Ms. Brown will give a brief presentation of the program at the
7:00 p.m, Council meeting,
At 6:38 p,m. the City CounciVARA Agency adjourned regnlar meeting ADJOURNED sine
